A. POLICY FRAMEWORK<br />
The ambition for the Maldives in the fishery sector is to become a significant exporter of<br />
quality fish products. This requires a policy and legal framework with appropriate<br />
measures to support the modernization of the sector. It is anticipated that the Fishery<br />
Sector Master Plan in preparation with World Bank support and due to be made available<br />
during 2006 will make a significant contribution in this regard. The draft fisheries bill<br />
also needs to be adopted to provide a modern regulatory framework.<br />
Capacity building is required for MOFAMR and MRC to put in place the research,<br />
monitoring and scientific systems to ensure sustainable management of fish stocks.<br />
<strong>Enhanced</strong> capacity of the coast guard for inspection and enforcement in the EEZ is also<br />
required. Improved transparency as regards the issuing of licenses to companies<br />
operating win the EEZ will contribute to sustainable management of the stock and<br />
compliance with regulations.<br />
Stock assessment and management capacity suffers from lack of access to primary basic<br />
scientific data especially as regards the EEZ. Policymaking, design and implementation<br />
of fisheries management systems without stock data and assessment are inefficient.<br />
Therefore, stock assessment has to be initiated as soon as possible with capacity to<br />
monitor the stock on a regular basis.<br />
The simplest method is to carry out trial fisheries. MRC and/or CMS should acquire a<br />
multipurpose fishing vessel for this purpose. This type of vessel would benefit both<br />
institutions in regard to research and training. A joint effort would ensure a high<br />
utilisation rate.<br />
