D. ESTABLISH AN ENABLING BUSINESS ENVIRONMENT<br />
The following table identifies the constraints relating to the provision of an enabling<br />
business environment for the tourism sector and specific requirements for air travel<br />
support.<br />

Current tender procedures result in costly<br />
tenders for the industry as a whole, e.g. 206<br />
tender bids for 11 resort islands, or almost<br />
20 bids per island.<br />
In order to operate effectively, the tourist<br />
resorts need heavy infrastructure investment<br />
in own electricity and water supply systems,<br />
sewage system, communication, staff<br />
quarters, harbours, etc.<br />

Main Recommendation No. 4: Establishment of an enabling business environment<br />
Wherever governments are seriously committed to tourism development, it is essential<br />
that they create a positive investment climate and a general enabling environment for the<br />
private sector to operate in.<br />
In the Maldives, it is essential to ensure appropriate and transparent investment incentives<br />
and resort lease procedures for the tourism sector (see Chapter 5). It is desirable that all<br />
investments are processed by the same agency rather instead of the current arrangement<br />
where tourism investments are processed separately.<br />
But there is need to go beyond the traditional focus on the investment climate and<br />
provide support especially with respect to continuing effective destination marketing.<br />
