II. Main Stakeholders in Customs Processes<br />

Various public authorities work with the MCS in carrying out policy, legal,<br />

administrative, and other practical aspects of import and export procedures. These<br />

include the port and airport authorities, providers of quarantine related inspection<br />

services, and the maritime territorial enforcement agencies such as the coast guard. The<br />

stakeholders involved with customs processes are presented in tabular form below. The<br />

user groups are public and private sector importers and exporters as well as transport<br />

providers. Virtually all transport of goods to and from the Maldives is by sea.<br />
