SPECIAL COMMITTEES<br />

<strong>RTCA</strong> Special Committees (SCs) leverage the expertise of the aviation community to generate<br />

recommendations in response to requests (Taskings) from the FAA to develop minimum performance<br />

standards and guidance for aircraft systems and equipage. Special Committees develop<br />

recommendations, Minimum Aviation System Performance Standards (MASPS) and Minimum<br />

Operational Performance Standards (MOPS) that shape the certification of the safety and efficiency of<br />

new equipment, as well as guidelines and reports. Minimum performance standards facilitate a robust<br />

and competitive market for the implementation of these technologies. <strong>RTCA</strong> standards are frequently<br />

referenced in FAA Technical Standard Orders and Advisory Circulars and, thereby, provide a partial basis<br />

for the certification of equipment. <strong>RTCA</strong> documents are also used by the private sector for development,<br />

investment and other business decisions.<br />

Many of these Special Committees are EUROCAE joint committees to develop internationally harmonized<br />

recommendations.<br />

SC-225, Small- and Medium-Sized Rechargeable<br />

Lithium Batteries & Battery Systems is<br />

developing certification guidance for small- and<br />

medium-sized rechargeable lithium batteries<br />

and battery systems with the goal of providing<br />

certification guidance for batteries that are<br />

permanently installed in an aircraft, including<br />

those installed with Line Replacement Units.<br />

SC-224, Airport Security Access Control Systems<br />

is revising DO-230B, Integrated Security Standard<br />

for Airport Access Control, to address expected<br />

changes to federal credentialing standards and<br />

standard practices at airports.<br />

SC-223, Airport Surface Wireless Communications<br />

is developing standards for the Airport Wireless<br />

decision-making (CDM), the surveillance broadcast<br />

system (SBS), system wide information management<br />

(SWIM), as well as weather and flight information<br />

systems (FIS) efforts on the airport surface.<br />

safety service capability to SwiftBroadband.<br />
