That the Minutes of the Liquor Management Community Committee meeting held on 12<br />

February 2013, as typed, are confirmed as an accurate record of the proceedings of the<br />

meeting.<br />

2.1 BADGING OF RESPONSIBLE PERSONS<br />

DISCUSSION<br />

• Responsible Persons will not be required to hold a separate badge for each licenced<br />

premise they are employed. Badge can be used at multiple venues but notification to<br />

Consumer Business Services will be required and check-ups will be carried out.<br />

2.2 AMENDMENTS TO THE LIQUOR LICENCING ACT<br />

NO FURTHER DISCUSSION REQUIRED AT THIS STAGE.<br />

2.3 GENERAL CODE OF PRACTICE AND THE LATE NIGHT CODE OF PRACTICE<br />

DISCUSSION<br />

• Late night code will not affect the <strong>Naracoorte</strong> <strong>Lucindale</strong> <strong>Council</strong> Districts licensed<br />

premises.<br />

• Jack Jennings raised an issue regarding approved training providers for online<br />

Responsible Service Alcohol (RSA) courses. SA Government website lists approved<br />

training providers.<br />

• Group RSA training can be arranged through the AHA.<br />

2.4 DRY ZONE RENEWAL & EXTENSION – MCDONALDS RESTAURANT<br />

The new Dry Zones were gazetted and came into effect on the 14 February 2013.<br />

Additional signage has been installed around the perimeter of the new area.<br />

DISCUSSION<br />

• SAPOL Officer Jo Winchester advised that there had only been one dry zone breach in<br />

the recently gazetted area.<br />

2.5 REPORTS AND UPDATES<br />

SAPOL <strong>Naracoorte</strong><br />

• SAPOL Crime Prevention Unit are prepared to hold presentations evenings regarding<br />

RSA for sports clubs etc.<br />

• Increased amount of patrons leaving licensed venues with alcohol. On a recent<br />

Saturday night / Sunday morning SAPOL Officers observed 8 individuals leaving<br />

licensed premises with alcohol, 7 of which were in glass. Licensees are encouraged to<br />

have an employee or security on the door at closing time to ensure alcohol is not<br />

being carried off site.<br />

• Urinating in public on the spot fines come into effect on June 1 2013.<br />

• One instance of a fake I.D being used to purchase alcohol in a licenced premises.<br />

• One violent incident at a licensed premises since February meeting.<br />

SAPOL Crime Prevention Unit<br />

• No issues to report.<br />

Kincraig Hotel<br />

• No Representative in attendance.<br />

Bushman’s Arms Hotel<br />

• Does blanket barring applies to Shapes Night Club as well as all hotels SAPOL<br />

Officer Jo Winchester advised that blanket barring covers all hotels in the district and<br />

Shapes nightclub but does not extend to Sporting clubs etc.<br />

• One minor issue regarding the use of a fake I.D.<br />

Frances Hotel<br />

• No issues to report.<br />

<strong>Lucindale</strong> Hotel<br />

• No Representative in attendance.<br />

Shapes Nite Club<br />

• No issues to report.<br />

Limestone Coast Security<br />

• No Representative in attendance - Apology Tendered.<br />

Taxi Operators<br />

• No Representative in attendance.<br />

Consumer & Business Services<br />

• No major issues with licenced premises in the South East.<br />

• Licensees must ensure they have up to date management plans and codes of<br />

practice in place.<br />

• Licensees need to actively work to ensure alcohol is not being carried off site.<br />

• During recent inspections in the Adelaide CBD several venue gaming managers were<br />

unable to provide the inspectors with accurate information regarding the relevant<br />

rehab providers for problem gamblers.<br />

Frances Football & Netball Club<br />
