Dear Motorist,
This guide tells you all you need to know about parking
in the City of Westminster. It explains what the rules
are, and what happens if they are broken. We've also
included a useful map of Zone One, illustrating where
you can park in Westminster.
To keep the traffic in the heart of London moving, our
parking facilities must be controlled. That's why within
the eight and a half square miles of our city, we provide
41,000 on-street parking spaces, 5,500 spaces in our
Masterpark car parks, have rules that are firm but fair
and invest any money from fines into transport and
community projects.
We've produced this guide to help you park within the
rules, please keep it in your glove box for whenever
you park in Westminster.
PARK RIGHT - CONTENTS - 1
The parking charter
We want to make sure that our approach to enforcement is firm but fair.
To do this we have launched a Parking Charter (detailed below) outlining
how we intend to deliver the best possible service to our customers.
Firm
• Take consistent enforcement
action and encourage considerate
parking.
• Pursue parking ticket evaders to
recover debt owed to the Council.
• Work with the police to protect our
parking attendants against abuse
and violence as well as to prevent
crime and anti-social behaviour.
Fair
• Simplify the rules and improve
how we communicate them
by publishing an Enforcement
Protocol (available on request
or via our website).
• Take photographs of all parking
contraventions by April 2006 to
make sure tickets are issued
correctly.
• Monitor and replace any incorrect
parking signs or lines on roads to
avoid confusing drivers.
Excellent
• Reply quickly to parking ticket
challenges whilst fully investigating
motorists’ comments.
• Get tickets right first time. New
hand-held technology will reduce
incorrectly issued parking tickets.
• Introduce cashless parking
systems and improve on-line
services to make interaction
with the service easier.
Parking in Westminster
How to park
This guide is designed to help you park properly in Westminster and reduce
the likelihood of you receiving a ticket. Keep it in your glove box for whenever
you park in Westminster.
For the purpose of this guide, all references to parking mean any form
of stopping, waiting or parking of your vehicle.
How to park
Controlled parking zones (CPZ)
WHAT DOES THIS SIGN MEAN
This sign indicates a Controlled Parking
Zone (CPZ). The times on the sign
indicate when parking regulations are
in force. There are eight Controlled
Parking Zones (A-H) in Westminster,
some of which have sub zones. A map
of the zones is shown opposite.
Enforcement hours and parking tariffs vary from one CPZ and sub zone
to the next. Zone entry signs indicate the times when waiting restrictions
within the zone are in force. Outside these times parking and loading or
unloading on single yellow lines is permitted, unless otherwise stated
on a nearby timeplate. Alternatively, you can refer to the signs placed
at individually marked bays.
What happens if I park in a CPZ
when the restrictions are in force
The times on the sign show when
single yellow lines, meter bays and
pay & display bays are enforced.
If you park on single yellow lines
within these times, or in a meter or
pay & display bay without making a
payment, you may receive a parking
ticket. Double yellow lines are
enforced 24 hours a day, and some
individual parking spaces, including
resident bays, may have their own
timeplates indicating the hours
of enforcement.
What are the exceptions
Please see ‘Single and double
yellow lines’, on pages 6 & 7
and the individual sections
in this guide.
Single and double yellow lines
Single yellow lines
Double yellow lines
WHAT DO THESE MARKINGS MEAN
Single and double yellow lines indicate that parking restrictions are in
place. You can park on single yellow lines outside the hours of control
(outlined below), but you cannot park on double yellow lines at any time.
Both single and double yellow lines have the same restrictions for
loading, unloading, picking up and dropping off passengers, which
are explained on the opposite page.
Single and double yellow lines may also be accompanied by kerb
markings, which indicate additional parking restrictions. Please
see pages 8 & 9 for details of these restrictions.
Hours of control
Hours of control may vary from zone to zone, please check before
you park your vehicle.
Single yellow lines:
8.30am to 6.30pm Monday-Friday
8.30am to 1.30pm or 6.30pm on Saturdays
Double yellow lines:
24 hours a day, every day.
6-PARK RIGHT - SINGLE AND DOUBLE YELLOW LINES
Single and double yellow lines
Loading or Unloading
• Commercial vehicles can stop to
load or unload for a maximum of
20 minutes between 11.00am and
6.30pm.
• Motorcycle couriers can stop to
deliver and collect packages for a
maximum of 20 minutes between
11.00am and 6.30pm.
• Private vehicles can stop to load
or unload for a maximum of 20
minutes between 11.00am and
6.30pm, but only if the items are
too bulky or heavy to be carried
from the nearest available paid
parking space.
Before 11.00am and after 6.30pm,
you can load or unload without
restriction, providing there are no
kerb markings indicating additional
restrictions. Please see pages 8 & 9
for more information.
IMPORTANT – In all of the above
instances, continuous loading
activity must be apparent otherwise
a parking ticket may be issued.
Picking up and dropping
off passengers
Drivers can stop on yellow lines
to pick up or drop off passengers,
but waiting for passengers is not
permitted. When picking up or
dropping off you must stay with
your vehicle at all times unless
your passengers need help getting
into or out of your vehicle.
What happens if I park here during
restricted times
If a vehicle is parked on a single or
double yellow lines and none of the
above listed activities are evident,
a parking ticket may be issued.
The vehicle may also be authorised
for removal unless it displays a
valid blue or white disabled driver’s
badge, in which case it may be moved
to the nearest alternative space.
There are no exceptions for
disabled badge holders.
Disabled drivers must not
park on yellow lines except
in the circumstances detailed
on the left.
What are the exceptions
Dispensations
If you need extra time to load,
unload or carry out essential
works such as construction,
electrical or gas maintenance,
you can apply for a yellow line
dispensation in advance. For
more information, call Parking
Services on 020 7823 4567.
Bank Holidays
Single yellow lines are not usually
enforced during bank holidays,
unless clearly signed restriction
timeplates are in place.
Restrictions on double yellow
lines remain in force at all times.
8-PARK RIGHT - KERB MARKINGS
Kerb markings
WHAT DO THESE MARKINGS MEAN
These are markings on pavement kerbs that accompany single and
double yellow lines. They direct drivers to look for timeplates that
display additional loading and unloading restrictions that apply to the
yellow lines in that area.
Single yellow kerb markings mean:
Loading or unloading is restricted
during the time shown on the
timeplate.
Double yellow kerb markings mean:
No loading or unloading at any time.
What happens if I park here
Any vehicle parked when restrictions
are in place may be issued with a
parking ticket. Vehicles may also
be removed.
Meter bays
WHAT IS A METER BAY
Meter bays are parking spaces
with individual meters that accept
payment for a particular space.
The hours of operation and
maximum stay periods are stated
on the meter instruction plate.
load or unload in a meter bay free
of charge, for a maximum of 20
minutes during controlled hours.
• Motorcycle couriers can stop to
deliver and collect packages,
subject to the same restrictions
as commercial vehicles.
• Private vehicles can load or
unload for a maximum of 20
minutes during controlled hours,
but only if the items are too bulky
or heavy to be carried, otherwise
payment is necessary.
10 - PARK RIGHT - METER BAYS
Meter bays
Picking up and dropping
off passengers
Drivers can stop in a meter bay
to pick up or drop off passengers,
but waiting for passengers is not
permitted. When picking up or
dropping off, you must stay with
your vehicle at all times unless your
passengers need help getting into
or out of your vehicle.
What happens if I exceed
the time limit
If you do not return to move your
vehicle before the paid time has
expired, the meter will display
the number of minutes in excess
(Penalty Time) and a parking ticket
may be issued. The vehicle may
also be authorised for clamping or
removal. Drivers can return to their
vehicles to top up meters, provided
that the maximum stay (normally
four hours) is not exceeded. If you
need to park for longer than the
maximum stay, you can move the
vehicle to a separate rank of bays.
What happens if the meter
is out of order
Parking on a meter that is out of
order is not permitted. This is to
discourage intentional vandalism
of meters. If you park next to an
out of order meter you may receive
a parking ticket.
What are the exceptions
Suspensions
You can apply to have a bay
suspended in advance by
What happens if I exceed my
time limit
If you do not return to move your
vehicle before the expiry time
displayed on the ticket, a parking
ticket may be issued. The vehicle
may also be authorised for clamping
for longer than the maximum stay,
you can move the vehicle to a
separate rank of bays.
What happens if the pay & display
machine is out of order
An instruction sticker will usually
be displayed on the front of an out
of order pay & display machine.
This will advise you to either use an
adjacent machine, or that parking is
free up to the maximum stay period.
If the machine goes out of order
when you try to use it:
• You can park in another bay and
call the number on the machine
to report the fault and reclaim
any lost money.
• You can call the number to report the
fault or advise a parking attendant.
• You can buy a pay & display ticket
from a nearby machine in the
same zone. The zone letter
(A-H) is displayed on the front
of machines.
Suspended bays
suspended bay sign
WHAT DOES THIS SIGN MEAN
This means that ordinary parking facilities have been suspended
and parking is temporarily not permitted. The sign specifies the
days and times during which the suspension applies.
14 - PARK RIGHT - SUSPENDED BAYS
Suspended bays
Suspensions normally begin at
8.30am, except in an emergency
when they can be introduced at
any time of the day.
If a resident bay is going to be
suspended, several days advanced
warning will be given, where
possible, before the suspension
comes into effect. However, it is
advisable that residents check the
bay where their vehicle is parked
on a daily basis, to make sure that
parking has not been suspended
at short notice.
Suspensions can be granted for
the following reasons:
• building works – space needed
for skips, materials and access
• domestic and business moves
• special events - filming, weddings
and funerals
• emergencies
• security - when we are advised
to do so by the police
• loading or unloading
What will happen if I park in a
suspended bay
If you stop or park in a suspended
bay, a parking ticket may be issued
and your vehicle is likely to be
removed or relocated.
A suspension that has been
arranged for loading or unloading
must not be used to park
a vehicle. A parking ticket may
be issued if no loading activity
is evident.
Disabled badge users
are not permitted to
park in suspended bays.
If the vehicle displays a valid blue or
white disabled driver’s badge, it may
be moved to the nearest alternative
space.
If you suspect your vehicle has
been relocated, you can call the
London wide TRACE service on
020 7747 4747.
Residents or businesses can apply
for a particular bay or bays to be
suspended.
White Badge holders can park in:
• Resident bays.
• Meter and pay & display bays free
of charge for an unlimited time.
• Out of order meter bays.
• Blue Badge bays (see Blue Badge
bay time limits on page 18).
Dedicated White Badge bays
Some bays can only be used by a
specific White Badge permit holder.
A sign next to the dedicated White
Badge bay indicates which bay is
designated for a specific disabled
resident. All other disabled badge
holders who park in this type of
bay may receive a parking ticket.
What will happen if I do not display
a valid disabled badge
If you park in a disabled bay and
you do not display a valid disabled
badge, you may receive a parking
ticket and your vehicle may be
relocated or removed if misuse
of the badge is suspected. If
you suspect your vehicle has
been removed you can call the
London wide TRACE service on
Bus lanes & red routes
WHAT DO THESE MARKINGS MEAN
During the hours marked on the timeplate, the only vehicles that can
enter a bus lane are buses, bicycles, London black cabs and vehicles
with capacity for eight or more passengers. All other vehicles, including
Minicabs, cannot drive, stop, load or unload in a bus lane during
controlled hours, marked on the timeplate.
What happens if I drive or stop
in a bus lane
In the City of Westminster, bus lanes
are enforced using CCTV. If you drive
in or straddle a bus lane you may
be issued a Penalty Charge Notice.
What are the exceptions
Outside controlled hours, any
vehicle can drive in a bus lane.
However, in many parts of
central London, bus lanes apply
24 hours a day, 7 days a week.
Red Routes
Westminster City Council does not
enforce regulations on red routes.
Responsibility for this rests with
Transport for London and the
Metropolitan Police.
Moving traffic
WHAT ARE MOVING TRAFFIC REGULATIONS
Through a series of road markings and signs, moving traffic regulations
encourage safe driving and help reduce congestion.
Westminster City Council is responsible for enforcing moving traffic
regulations, in addition to parking regulations.
The following are some examples
of the signs and markings enforced
by Westminster City Council:
box junctions
to certain vehicles
What happens if I do not follow
moving traffic regulations
In the City of Westminster, moving
traffic regulations are enforced
using CCTV. If you do not drive
in accordance with the signs
and markings, you may be issued
with a Penalty Charge Notice.
Incorrect parking
If you don’t park in accordance with
the regulations or restrictions that
apply to your parking location you
may be penalised. Depending on
where you have parked and the
nature of the parking infringement,
one of the following penalties may
be applied:
• parking tickets or PCNs are the
most common form of enforcement
• clamping
• removal.
Parking tickets
If you receive a parking ticket, you
may ask the parking attendant for
an explanation. If you feel a ticket
has been issued wrongly, parking
attendants will record your
comments in their pocket book.
A parking attendant has no authority
to cancel or ‘tear up’ a parking ticket
once it has been issued.
The cost of a parking ticket is £120
or £80 depending on the nature of
the parking infringement. Payments
made within 14 days (including the
date of issue) will have a 50%
discount applied i.e. £60 or £40.
These charges are set by London
Councils and approved by the Mayor of
London and the Secretary of State,
not Westminster City Council.
IMPORTANT
• Do not ignore your parking ticket
or any associated correspondence
• Challenge your parking ticket if
you feel it has been wrongly issued
• If you write to us always include
the number of the parking ticket,
the Vehicle Registration Number
(VRN) and your full postal address
Clamping
Vehicles parked in contravention
may be clamped following the issue
of a parking ticket. Depending upon
the contravention, clamping can
occur immediately after the parking
ticket has been issued. If you do not
arrange for the release of the clamp
within four hours, the vehicle may be
removed, and a removal fee of £200,
together with the cost of the parking
ticket, will be payable.
The current charge for release from
a wheel clamp is £70. This charge
and the cost of the parking ticket
must be paid before the vehicle
will be released back to you.
To release the clamp, call the
number on the notice attached to
your vehicle. Credit and debit card
details are accepted over the phone
or you can visit the City Council's
One Stop Services.
26 - PARK RIGHT - INCORRECT PARKING
If you feel that you have been
wrongly clamped you are still
required to pay the charge for the
release of your vehicle and the cost
of the parking ticket. You can then
challenge the issue of the parking
ticket and wheel clamp charge.
Challenges must be received within
28 days of the release of your
vehicle.
Vehicle removal
Vehicles parked in contravention
may be removed following the issue
of a parking ticket. This is more
likely to occur if the vehicle is
causing an obstruction, for example,
a vehicle parked in a sole-use
resident bay without displaying a
valid resident permit. Depending
upon the contravention, removal can
occur immediately after the parking
ticket has been issued.
The current charge to recover your
vehicle is £200 which must be paid
in addition to the applicable parking
ticket.
To check if your vehicle has been
removed you can call the London
wide TRACE service on
020 7747 4747.
If you feel that your vehicle was
wrongly removed you are still
required to pay the charge for the
release of your vehicle and the cost
of the parking ticket, then ask for
a representation form on which to
challenge the ticket and removal.
This form must be received within
28 days of release of the vehicle.
If you do not collect your vehicle
from the vehicle pound within
24 hours, storage charges of £40 per
day will be incurred. If your vehicle
does not have valid road tax, the City
Council will take steps to dispose of
your vehicle within 7 – 14 days from
the date of removal. If your vehicle
does have valid road tax and you do
not claim your vehicle within 84
days, then the City Council will take
steps to dispose of your vehicle at
a further cost of £70. The cost of your
parking ticket, removal, storage and
disposal will still apply and action
will be taken to recover these charges.
Vehicles displaying a valid
disabled badge will not be
clamped or removed unless misuse
of the badge is suspected. If the
vehicle is causing an obstruction
it may be relocated. If your vehicle
is removed or relocated call the
London wide TRACE service
on 020 7747 4747.
How to challenge a parking ticket
If you feel a parking ticket has
been wrongly issued you should
challenge it.
1. Formal written representation
A Notice to Owner (NtO) will be sent
to the registered owner of the vehicle
28 days after the parking ticket has
been issued.
This Notice will advise that there
are 28 days to either:
• Pay the parking ticket in full; or
• Make a formal written
representation to the Council
based upon the grounds detailed
in the NtO.
On receipt of the representation,
we will carefully consider all the
relevant facts, any mitigating
circumstances and all information
relating to the contravention held
on our computer records and in the
parking attendant's pocket book.
If your representation is accepted,
you will be notified that the parking
ticket has been cancelled.
Otherwise, you will be sent a formal
Notice of Rejection (NoR) together
with an appeal form. The NoR will
advise you to either pay the parking
ticket in full or to appeal to an
Independent Adjudicator against
this rejection.
28 - PARK RIGHT - TICKET AND CLAMPS: PAYMENTS AND CHALLENGES
If you need advice on how to
challenge a parking ticket, call
Parking Services on 020 7823 4567.
2. Appeal to an Independent
Adjudicator
You can only appeal to the
Independent Adjudicator on receipt
of the Notice of Rejection (NoR).
Appeals at this stage should be
sent to the Independent Parking
Adjudicator at the Parking and
Traffic Appeals Service using the
appeal form provided with the NoR.
The Adjudicator can only consider
appeals on the grounds listed in the
Notice to Owner (NtO). The decision
of the Adjudicator is final and
binding upon both parties. Appeals
can be heard either in person or by
post, depending on your preference.
Appeals in person are arranged by
the Parking and Traffic Appeals
Service (see useful contacts on the
back cover of this guide).
How to challenge a clamp
and/or removal
Written representations must
be received within 28 days of the
release of your vehicle. Westminster
has 56 days to investigate the
representation and to reply. If your
representation is accepted, you will
be notified that the parking ticket
has been cancelled and any charges
will be refunded to the person who
paid them. Otherwise you will be
sent a formal Notice of Rejection
(NoR) together with an appeal
form. The NoR will advise that your
representation has been rejected
and that you can appeal to an
Independent Adjudicator against
this rejection (see section 2, Appeal
to an Independent Adjudicator).
