their vacancies.<br />

<strong>Learning</strong> <strong>and</strong> <strong>Skills</strong> Improvement<br />

Service (LSIS)<br />

<strong>The</strong> LSIS is a new sector-owned<br />

body <strong>for</strong>med from the Quality<br />

Improvement Agency <strong>and</strong> the Centre<br />

<strong>for</strong> Excellence in Leadership. Focusing<br />

on learners, it aims to develop<br />

excellent <strong>and</strong> sustainable FE provision<br />

across the sector, implementing the<br />

Government’s re<strong>for</strong>ms <strong>for</strong> learning<br />

<strong>and</strong> skills.<br />

Local authorities<br />

Local authorities are responsible <strong>for</strong><br />

meeting the learning needs of all<br />

young people up to the age of 18.<br />

<strong>The</strong>y develop strategic commissioning<br />

plans <strong>for</strong> their area, working with<br />

neighbouring authorities, assessing<br />

dem<strong>and</strong> <strong>for</strong> <strong>and</strong> required supply<br />

of 16–18 provision, including<br />

the academic route, Diplomas,<br />

Apprenticeships <strong>and</strong> the Foundation<br />

<strong>Learning</strong> Tier.<br />

Local Employment Partnerships<br />

(LEPs)<br />

LEPs aim to give 250,000 people the<br />

skills that local employers need by the<br />

end of 2010. <strong>The</strong>y will also give people<br />

from local communities genuine<br />

opportunities to come off benefits<br />

<strong>and</strong> really change their lives. <strong>The</strong> LEPs<br />

that exist between Jobcentre Plus <strong>and</strong><br />

employers have been supported by<br />

DWP, BIS <strong>and</strong> the LSC.<br />

Managing In<strong>for</strong>mation Across<br />

Partners (MIAP)<br />

MIAP aims to streamline how<br />

in<strong>for</strong>mation on learning <strong>and</strong><br />

achievement is collected, h<strong>and</strong>led <strong>and</strong><br />

shared across the education sector<br />

so that excellent services are made<br />

available to individuals, employers <strong>and</strong><br />

communities. MIAP will introduce an<br />

internet-based <strong>Learning</strong> Registration<br />

Service <strong>and</strong> a unique learner number<br />

<strong>for</strong> every person in education <strong>and</strong><br />

training – allowing individuals to build<br />

a lifelong record of their learning<br />

participation <strong>and</strong> achievements.<br />

National Apprenticeship Service<br />

(NAS)<br />

<strong>The</strong> NAS focuses on increasing the<br />

number of apprentices in Engl<strong>and</strong>.<br />

<strong>The</strong>y work with employers to help<br />

them introduce apprentices into their<br />

businesses, help those looking to start<br />

their careers find an Apprenticeship<br />

job opportunity, <strong>and</strong> contribute<br />

towards the costs of the training <strong>and</strong><br />

qualifications within an Apprenticeship.<br />

<strong>The</strong> NAS engages with a wide range of<br />

partners to help design the frameworks<br />

<strong>for</strong> apprentices, <strong>and</strong> they implement<br />

all government polices aimed at<br />

improving the quality <strong>and</strong> quantity of<br />

Apprenticeships.<br />

In the first year of operation the<br />

NAS developed of a full service <strong>for</strong><br />

employers with focused marketing, an<br />

active field <strong>for</strong>ce, advice <strong>for</strong> employers,<br />

<strong>and</strong> an online system to match<br />

potential apprentices into their posts.<br />

<strong>The</strong> focus on employers is strong, <strong>and</strong><br />

there is a dedicated service team in<br />

each region, providing personal <strong>and</strong><br />

practical support to employers of all<br />

sizes <strong>and</strong> sectors. Matching together<br />

vacancies with applicants online has<br />

been a major success, <strong>and</strong> at any<br />

one time there are around 8,000 live<br />

vacancies on the site – with this figure<br />

rising all the time.<br />

Not in education, employment or<br />

training (NEET)<br />

<strong>The</strong> Government has set a PSA target<br />

<strong>for</strong> reducing the number of young<br />

people who are NEET by 8 per cent<br />

by the end of 2010. <strong>The</strong> LSC had an<br />

important role <strong>and</strong> contribution to<br />

make – along with local authorities –<br />

in ensuring that suitable provision is<br />

available, accessible, well understood<br />

by young people <strong>and</strong> of high quality.<br />

Public Service Agreement (PSA)<br />

PSAs are a series of cross-government<br />

goals. Each government organisation is<br />

set a number of key indicators during<br />

each Comprehensive Spending Review<br />

period that contribute to achieving the<br />

bigger goals. <strong>The</strong>se are known as PSA<br />

targets.<br />

Qualifications <strong>and</strong> Curriculum<br />

Development Agency (QCDA)<br />

<strong>The</strong> QCDA is responsible <strong>for</strong><br />

developing the national curriculum,<br />

which defines the knowledge,<br />

underst<strong>and</strong>ing <strong>and</strong> skills to which<br />

children <strong>and</strong> young people are entitled.<br />

It reviews the curriculum <strong>and</strong> evaluates<br />

its appropriateness <strong>and</strong> relevance to<br />

the changing needs of learners <strong>and</strong><br />

Regional Development Agencies<br />

(RDAs)<br />

<strong>The</strong>se bodies are responsible<br />

<strong>for</strong> economic development <strong>and</strong><br />

regeneration in the nine regions<br />
