*During 2009–10 the LSC introduced payment <strong>for</strong> chairs <strong>and</strong> members of regional councils. This explains the apparent<br />

increase in national <strong>and</strong> regional council members’ emoluments. Members’ travel <strong>and</strong> subsistence costs fell accordingly as<br />

remunerated members were not eligible <strong>for</strong> travel costs to council meetings.<br />

**Includes £36.9 million provision <strong>for</strong> one-off property disposal costs arising from Machinery of Government changes.<br />
