Our national priorities <strong>for</strong><br />

2009–10 were:<br />

•<br />

to increase the dem<strong>and</strong><br />

<strong>for</strong> learning <strong>and</strong> skills<br />

•<br />

to trans<strong>for</strong>m the further<br />

education (FE) system to<br />

meet dem<strong>and</strong><br />

•<br />

to deliver better skills,<br />

leading to better lives, <strong>and</strong><br />

•<br />

to ensure a smooth<br />

transition to the <strong>Skills</strong><br />

Funding Agency <strong>and</strong><br />

the Young People’s<br />

<strong>Learning</strong> Agency (YPLA).<br />

Our work<br />

Since 2001, we have worked to make<br />

Engl<strong>and</strong> better skilled <strong>and</strong> more<br />

competitive. We have worked locally,<br />

regionally <strong>and</strong> nationally to ensure<br />

that learning <strong>and</strong> skills are at the<br />

heart of local <strong>and</strong> regional economic<br />

development <strong>and</strong> community<br />

regeneration.<br />

In partnership with local authorities,<br />

schools, colleges <strong>and</strong> providers,<br />

we have worked to deliver on a<br />

commitment to deliver effective <strong>and</strong><br />

comprehensive learning <strong>for</strong> young<br />

people in every area.<br />

From April 2010, this work continues<br />

through two national bodies. <strong>The</strong><br />

YPLA, a non-departmental public body<br />

of the Department <strong>for</strong> Education,<br />

supports local authorities in their new<br />

responsibilities <strong>for</strong> commissioning <strong>and</strong><br />

funding 14–19 provision.<br />

For adults, the <strong>Skills</strong> Funding Agency<br />

– an agency of the Department <strong>for</strong><br />

Business, Innovation <strong>and</strong> <strong>Skills</strong> (BIS) –<br />

will ensure that public money is routed<br />

swiftly, efficiently <strong>and</strong> securely to FE<br />

colleges <strong>and</strong> providers in line with the<br />

purchasing decisions of customers<br />

through dem<strong>and</strong>-led mechanisms.<br />
