Every year we receive many notes of thanks like this one. Some are from yearround<br />

residents and many are from seasonal visitors, but each note mentions our highquality<br />

care and our compassionate, personal attention.<br />

Both Miles and St. Andrews enjoy some of the highest patient satisfaction rates in<br />

<strong>Maine</strong> and in the U.S. While you could easily attribute this to our top-notch medical<br />

staff and employees, ultimately it’s the generous support of the community that<br />

has sustained our organizations and helped us achieve our statewide reputation for<br />

excellence.<br />

Thanks to people like you (our donors, our volunteers), and the tireless work of our<br />

Auxiliary and League members, we were able to purchase vital equipment for our<br />

hospitals, including a new nurse call system and programmable I.V. pumps. We were also able to maintain programs such as the CMCC/<br />

LCH Education <strong>Center</strong> which help us build a brighter future for both our hospitals and our wider community.<br />

Each year we publish an annual report to update our communities on our goals and progress, and to thank the thousands of supporters<br />

who make our work possible. The many notes of thanks, like the one above, are the direct result of your thoughtful generosity.<br />

Doing Whatever It Takes<br />

When Pediatrician <strong>Steven</strong> <strong>Feder</strong> isn’t seeing<br />

patients at his offices in Boothbay Harbor and<br />

Damariscotta, he can often be found coaching<br />

them on the playing fields.<br />

<strong>Dr</strong>. <strong>Feder</strong> has always been a team player, whether<br />

playing football in college and Scotland (he played<br />

a year of professional football for the Fife 49ers)<br />

or working with other providers to insure the<br />

best possible health services in schools as medical<br />

director of the Lincoln Academy and Boothbay<br />

Region High School health centers.<br />

That dedication has earned him accolades from<br />

the <strong>Maine</strong> Osteopathic Association, which named<br />

him <strong>Maine</strong> Outstanding Young Physician in 2002<br />

and Physician of the Year in 2006, and from the<br />

American Academy of Pediatrics, which gave him<br />

a 2010 Community Achievement Award.<br />

Now <strong>Dr</strong>. <strong>Feder</strong>, who lives in Boothbay Harbor<br />

with his wife, Amy Winston, has added a new<br />

responsibility.<br />

As the first <strong>Medical</strong> Staff President of Lincoln<br />

County <strong>Medical</strong> Partners, <strong>Dr</strong>. <strong>Feder</strong> will represent<br />

the medical staffs of Miles and St. Andrews<br />

Hospitals on the Lincoln<br />

County Healthcare Board<br />

of Trustees.<br />

<strong>Dr</strong>. <strong>Feder</strong> said his top<br />

priorities include working<br />

to insure cohesion<br />

between doctors in both<br />

communities (including<br />

those employed by the<br />

hospital and those in<br />

private practice) and<br />

to bring the benefits of<br />

<strong>Maine</strong>Health, the state’s<br />

largest integrated health<br />

care system, to Lincoln County Healthcare<br />

patients.<br />

A more integrated health care system in Lincoln<br />

County means more cost-effective services,<br />

and it also means developing the cooperative<br />

relationships that are critical to responding<br />

effectively to health threats of all description, from<br />

the H1N1 flu to childhood obesity.


Ricki Waltz, RN, School<br />

Nurse at Lincoln Academy<br />

in Newcastle, has worked<br />

with <strong>Dr</strong>. <strong>Feder</strong> since he<br />

first came to the county in<br />

1998. He is also her two<br />

sons’ physician.<br />

She trusts <strong>Dr</strong>. <strong>Feder</strong> as a<br />

doctor, and she also knows<br />

she can count on him as<br />

medical director for the<br />

Lincoln Academy Health<br />

<strong>Center</strong> to keep students<br />

healthy.<br />

“The really big thing that sticks out to me about<br />

Steve is he is willing to do whatever it takes to<br />

provide services,” said Waltz.<br />

If a student can’t make it to an appointment after<br />

school, <strong>Dr</strong>. <strong>Feder</strong> sometimes stops by the school to<br />

see them in the morning, she said. Often, students<br />

will ask for him by name because they know and<br />

trust him, said Waltz.<br />

That sense of trust has long-term consequences,<br />

said Waltz. “It establishes a relationship with<br />

health care people that they are going to need at<br />

some point in their life, even if they are healthy.”<br />

<strong>Dr</strong>. <strong>Feder</strong> said he learned the value of being an<br />

active participant in his patients’ lives from his own<br />

pediatrician, who was also the coach of <strong>Dr</strong>. <strong>Feder</strong>’s<br />

youth football team and a mentor when he first<br />

considered a medical career.<br />

That lesson has stayed with him throughout<br />

his own medical career. For <strong>Dr</strong>. <strong>Feder</strong>, taking<br />

good care of his patients is a job that extends far<br />

beyond regular office hours, whether that means<br />

volunteering, teaching health classes, coaching or<br />

working with others to insure good services for<br />

children.<br />

“I see it as part of the whole package. Teaching<br />

kids leadership, teaching them character, helping<br />

kids be healthy in a lot of different ways,” said <strong>Dr</strong>.<br />

<strong>Feder</strong>.<br />

Certified Registered Nurse Anesthetist Wendy Nichols<br />

noticed the difference the first shift she worked at<br />

Miles Memorial Hospital ten years ago.<br />

“The surgeons and the staff and everybody else really<br />

care about the patients. They care about every aspect of<br />

the patient,” said Nichols, an advanced practice nurse<br />

who lives in Hawaii but works on a temporary basis at<br />

hospitals across the United States.<br />

At other hospitals, the emphasis is often on<br />

performing surgery on as many patients as possible or<br />

using the latest technology, said Nichols.<br />

At Miles Memorial and St. Andrews Hospitals,<br />

where Lincoln <strong>Medical</strong> Partners general surgeons<br />

practice, the focus is simply on the patient.<br />

That focus and the professionalism of the surgical<br />

team she works with is the reason Nichols twice<br />

chose to have her own surgery performed by Lincoln<br />

<strong>Medical</strong> Partners surgeons, although her regular doctor<br />

is in Hawaii.<br />

That sort of decision by a member of a surgical staff is<br />

as good an indicator of quality as any statistic, she said.<br />

“If you want to know where to have surgery, ask the<br />

staff,” said Nichols. The people she works with won’t<br />

have surgery anywhere else, she added.<br />

“Our surgeons look at the patient as somebody they<br />

are going to be sitting next to in church or standing<br />

next to in the line at the grocery store,” said Nichols.<br />

Surgeon Garth Miller, MD, has been operating in<br />

Lincoln County for approximately twenty years, often<br />

on people he has known for years.<br />

<strong>Dr</strong>. Miller joined Lincoln <strong>Medical</strong> Partners last<br />

year because he wanted to spend more time with<br />

his patients and less time handling burdensome<br />

administrative duties.<br />

A specialist in laparoscopic (minimally invasive<br />

surgery), <strong>Dr</strong>. Miller has been gratified by the steady<br />

improvement in laparoscopic techniques and<br />

instruments over the years. Laparoscopic techniques<br />

allow surgeons to perform many common surgeries<br />

using minimally invasive techniques that cause less<br />

pain and disability.


A new Lincoln County Healthcare three-year contract with<br />

Olympus, a maker of surgical optics, means Miles and St. Andrews<br />

surgeons will have access to state-of-the art optics as they become<br />

available.<br />

The new equipment offers surgeons an optical improvement<br />

roughly the same as the increase in clarity between an old cathode-<br />

ray television set and a new high-definition T.V.<br />

To a surgeon, that increase in clarity can be critical. The better<br />

optics help them see polyps or other abnormalities at an earlier<br />

stage and work more precisely around vital structures like blood<br />

vessels or nerves.<br />

“In many ways it will help operations go more smoothly and more<br />

quickly and safely,”<br />

said Miller.<br />

Andrews and Miles<br />

also mean that<br />

surgeons have access<br />

to previous test results,<br />

diagnoses and other<br />

information about<br />

patients previously<br />

treated at Miles and<br />

St. Andrews, that<br />

can help prevent<br />

medical errors and<br />

also reduce costs by<br />

avoiding unnecessary<br />

duplication of tests.<br />

“We know that we<br />

can’t do everything that a big hospital can do and we try to limit our<br />

practice to what we can do well,” said <strong>Dr</strong>. Miller.<br />

What it does mean, however, is that patients needing many<br />

common surgeries, including gallbladder surgery, hernia repairs and<br />

colonoscopies, can be confident that they can have their operation<br />

locally without any sacrifice in quality.<br />

“You can get your surgery here and be assured you are getting just<br />

as good care as you can get anywhere else, or better, because we<br />

know you,” said <strong>Dr</strong>. Miller.<br />

Part of a Big Team<br />

Susan Endicott was examining a sump pump in a<br />

friend’s water-filled basement last summer when she<br />

felt a horrible pressure in her chest.<br />

Healthy and physically active at 56, Susan recognized<br />

the symptoms of a heart attack, but at first had difficult<br />

yconfronting the reality of her condition.<br />

“Heart attack went through my mind, but I thought<br />

instantly ‘I can’t afford that, so this has to be something<br />

else’”, she said.<br />

When she went upstairs to lie down, however, her<br />

husband, Robert Mitchell, quickly found his wife an<br />

aspirin and got her to the car.<br />

Moments later, Endicott was passing<br />

through the familiar doors of the St.<br />

Andrews Hospital Emergency Department.<br />

She had been in the Emergency Department<br />

several times over the years, but always as a<br />

caregiver, never as a patient. She realized her<br />

situation was serious, but she also knew that<br />

she was in a good place.<br />

“They were flying around taking care of me.<br />

All the angels were in place, they were just<br />

completely efficient,” said Endicott.<br />

<strong>Dr</strong>. Phelps Carter, an emergency<br />

physician with 38 years experience at <strong>Maine</strong><br />

<strong>Medical</strong> <strong>Center</strong> in Portland, ordered an<br />

electrocardiogram and notified Susan that she<br />

was having a heart attack. Within minutes,<br />

a nurse had administered a medication to<br />

dissolve clots blocking the flow of blood to heart muscle,<br />

and <strong>Dr</strong>. Carter called the coronary catheterization<br />

laboratory at <strong>Maine</strong> <strong>Medical</strong> <strong>Center</strong> to notify them that<br />

Susan was on her way.<br />

As a member of the <strong>Maine</strong>Health integrated health<br />

network, which was ranked 26 th in the nation in 2009 by<br />

SDI, a healthcare market insight and analytics firm, St.<br />

Andrews is a member of a network dedicated to using<br />

all of its resources to insure patients at every member<br />

facility receive the best care possible.<br />

<strong>Maine</strong>Health’s members include <strong>Maine</strong> <strong>Medical</strong><br />

<strong>Center</strong>, one of the top centers for cardiac care in the<br />

country.<br />

When <strong>Dr</strong>. Carter realized that Endicott needed care<br />

that couldn’t be provided at the small rural hospital,<br />

he arranged for her transfer to the large urban medical<br />

center.<br />

“That is one of the great things about being part<br />

of a big team. You have access to help if you need<br />

it,” said <strong>Dr</strong>. Carter. “I can do the initial lifesaving<br />

procedures, but then I am going to need people who can<br />

carry the patient forward in his or her health care.”<br />

When Endicott arrived at <strong>Maine</strong> <strong>Medical</strong> <strong>Center</strong>, she<br />

found herself in a room filled with doctors, nurses and<br />

technicians highly trained in a very specialized field.<br />

Using state-of-the-art x-ray equipment and tiny optical<br />

sensors, the team found the source of the blood clot that<br />

had caused her heart attack and inserted a stent.<br />

After undergoing rehabilitation at <strong>Maine</strong> <strong>Medical</strong><br />

<strong>Center</strong>, Endicott returned home to an outpouring of<br />

support.<br />

The experience taught Endicott several things: She<br />

learned how much love and affection surrounded<br />

her in the Boothbay community, and that even with<br />

a healthy lifestyle, nobody can take their health for<br />

granted.<br />

It also left her with a deep sense of gratitude. She is<br />

grateful that she survived the heart attack, and also for<br />

her family and everyone who treated her or played a<br />

role in her care that day, including <strong>Dr</strong>. Carter and the<br />

staff at St. Andrews.<br />

“We love this little hospital and it has gotten better<br />

and better and better all the time,” she said.<br />

Stanley Freeman<br />

Since his great grandfather built the<br />

first cottage on Dogfish Head in 1887, six<br />

generations of Stanley Freeman’s family<br />

have spent summers in Southport.<br />

During that time, the Boothbay area<br />

has played a special part in the Freeman<br />

family’s life, a place to return each summer<br />

to reconnect with each other and a unique<br />

community.<br />

Part of that community is St. Andrews<br />

Hospital and Healthcare <strong>Center</strong>, which<br />

Freeman has given an annual gift to for<br />

many years.<br />

“One of my cousins was born at St.<br />

Andrews and my mother died at St.<br />

Andrews,” said Freeman. “As we have had<br />

aging experiences ourselves, we wanted to<br />

acknowledge that it was important to have<br />

a resource there.”<br />

Last year, however, Freeman gave an<br />

additional gift to acknowledge the high<br />

level of care he himself received at St.<br />

Andrews.<br />

At age 83, Freeman has had two heart<br />

valve transplants at Eastern <strong>Maine</strong> <strong>Medical</strong><br />

<strong>Center</strong> in Bangor, where he was also a trustee for 36<br />

years. Last summer, while staying in Southport, he<br />

woke up in the middle of the night with a strange<br />

sensation in his chest.<br />

After driving to St. Andrews at 7 a.m., Freeman met<br />

Emergency Physician Timothy Fox, MD. <strong>Dr</strong>. Fox and<br />

the St. Andrews Emergency Department team did a<br />

thorough check-up and provided Freeman’s Bangor<br />

primary care doctor with a full report.<br />

His doctor described the document as the “most<br />

complete and thorough report from another hospital<br />

he had ever seen,” said Freeman, who was not surprised<br />

after watching the St. Andrews team in action.<br />

“They obviously had a protocol they were using and<br />

everything went smoothly,” said Freeman, who served<br />

as chairman of the Education and Quality committees<br />

during his years on the Eastern <strong>Maine</strong> <strong>Medical</strong> <strong>Center</strong><br />

board.<br />

During his second heart operation, in 2006, Freeman<br />

took notes on every moment of his surgical experience,<br />

except when he was under anesthesia. He offered his<br />

observations to the board in a report entitled “Under<br />

the Covers.”<br />

Open heart surgery requires an extremely high level<br />

of precision and teamwork, said Freeman.<br />

“It is choreographed ballet. Each person has to be<br />

at the right place at the right moment to do the right<br />

thing,” he said.<br />

As in ballet, each movement arises from extensive<br />

training and practice, forming a seamless sequence of<br />

actions centered on offering excellent care.<br />

To Freeman, that level of teamwork and dedication<br />

is an achievement worthy of recognition, whether it<br />

happens in Bangor or Boothbay Harbor.<br />

2010 St. Andrews Spring Fling. The Spring Fling is just one way the St. Andrews Hospital Auxiliary members and<br />

volunteers supported the hospital, St. Andrews Village, and the John F. Andrews Family Care <strong>Center</strong> over the past year.<br />

By donating more than $95,000 to help the hospital keep up with changes in technology and support its education<br />

programs, the auxiliary plays a vital role in ensuring their community will continue to receive the best possible care.<br />

FY 2009 Lincoln County Healthcare Community Benefits Statement<br />

Lincoln County Healthcare, Inc.’s (LCH) day-to-day operations as a tax-exempt organization include many system-wide initiatives to<br />

provide inpatient, outpatient, chronic and acute health care services to the people of Lincoln County, <strong>Maine</strong>. With these programs,<br />

LCH hopes to fill existing local gaps, while making a positive impact in the communities we serve. This report will summarize LCH’s<br />

community benefits efforts over the last year. The final section (VII) will also provide a financial summary of charity care, bad debt,<br />

government-sponsored health care, and all subsidized community programs and other support.<br />

Lincoln County Healthcare’s mission is to ensure access to high-quality, patient-centered and affordable health care to the people of<br />

our region. As renowned rural healthcare centers, St. Andrews and Miles primary focus is patient care, comfort, and safety provided by<br />

a personable, professional staff, utilizing the finest technology and equipment. We are active members of the <strong>Maine</strong>Health® Family of<br />

healthcare providers and function in collaboration with other member organizations throughout southern, western, and central <strong>Maine</strong>.<br />

The Lincoln County Healthcare Leadership Team, under the governance of a Board of Trustees, is responsible for the coordination, quality<br />

and efficiency of care provided.<br />

Subsidized Lincoln County Healthcare Community<br />

Programs and Other Support<br />

Subsidized Health Services<br />

• Lincoln Academy School-Based Health Clinic – Lincoln<br />

<strong>Medical</strong> Partners provides a mid-level clinician for the clinic at<br />

no charge. Miles provides medical supplies at no charge.<br />

• Mammography Clinic -- Offered once a year at a subsidized fee<br />

• Breast Health Case Management -- These services are offered<br />

free of charge<br />

• Weekly blood pressure screening clinic -- Offered every week in<br />

2 locations at no charge<br />

• Hepatitis B vaccination program, TB Testing, and blood-borne<br />

pathogen and exposure testing -- For health care volunteers at<br />

no charge<br />

• CarePartners Program – Administered through Lincoln County<br />

Healthcare at no cost. This program provides free/low cost<br />

medical care and medications to qualified candidates. The<br />

program administered and coordinated $874,793 of donated<br />

medical services.<br />

• Hepatitis B vaccination program – Offered to Lincoln Home<br />

employees<br />

• <strong>Maine</strong> Breast and Cervical Health Program – Reduced fees<br />

services for women<br />

• Foot Clinics -- Offered weekly in Damariscotta and Wiscasset<br />

for a subsidized fee<br />

• Boothbay High School-Based Health Clinic – Lincoln <strong>Medical</strong><br />

Partners provides a mid-level clinician for the clinic at no<br />

charge.<br />

• Skin Cancer Screening /Education -- American Cancer Society<br />

“No Sun for Babies” Program – provided free of charge.<br />

• Subsidized Community Physician Services -- Lincoln County<br />

has few private practice physicians. In order to ensure access<br />

to primary care and certain specialty care physicians, Lincoln<br />

County Healthcare employs physicians and provides their<br />

services through its hospital-based practices at St. Andrews<br />

Hospital and Miles Memorial Hospital. Services include:<br />

Family Medicine, General Surgery, Orthopaedic Surgery,<br />

Pediatrics, Internal Medicine, Obstetrics and Gynecology.<br />

Services are provided without regard to ability to pay. Given<br />

the demographics of Lincoln County, these services – although<br />

critical – are not self-sufficient.<br />

Community Health Services<br />

• Free Bi-Weekly Grief Support Group -- Provided to anyone<br />

in the community who has suffered a recent loss<br />

• Hospice Community Education – Five presentations by <strong>Dr</strong>.<br />

Robert Hunold at no cost<br />

• Childbirth Classes offered through the Obstetrics Unit at<br />

Miles at a subsidized cost<br />

• Physician referral answering service and physician referral<br />

guide -- Mailed to all residents of Lincoln County at no<br />

charge<br />

• Local Speaker’s Bureau -- Staff provided health-related<br />

presentations for nonprofit and service organizations<br />

• Monthly Alzheimer’s Support Group -- Provided free to the<br />

community<br />

• Provides class space for Emergency <strong>Medical</strong> Technician<br />

Training (no charge)<br />

• Provides CPR courses to local nonprofit agencies at a<br />

minimal cost<br />

• Provides Infant and Child CPR classes and course materials<br />

for parents and family members at no charge<br />

• Miles Memorial Hospital Emergency Department is a<br />

clinical site for Emergency <strong>Medical</strong> Technician Training.<br />

• American Red Cross Babysitting Course – Provides<br />

babysitting skills course to children 11 years and older around<br />

safe babysitting care<br />

• Hospice Volunteer Training -- Seminars offered in the spring<br />

and fall (40 hour course) are provided free of charge.<br />

• Weekly Telephone Grief Support & Referral Service --<br />

Provided through Miles & St. Andrews Home Health &<br />

Hospice (MSAHHH).<br />

• Miles Memorial Hospital Laboratory provides clinical<br />

training to EMTs.<br />

• Memory screenings - Held annually in conjunction with the<br />

Alzheimer’s Foundation of America<br />

• H1N1 vaccination services – MMH handled the ordering,<br />

storing, distribution and administration to schools, EMS<br />

groups, Mobius, and area health professional offices.<br />

• Matter of Balance - A fall prevention program targeted to<br />

seniors hosted by St. Andrews Village in partnership with the<br />

Boothbay YMCA<br />

• Pre-Diabetes Classes – Offered to community organizations<br />

at no cost<br />

• Community Sharps Disposal Program – Offered four times<br />

per year at no cost<br />

• Blood Pressure Screenings<br />

• Nutritional Counseling Services<br />

• Dental Hygiene Program – Offered through the Family Care<br />

<strong>Center</strong> and the School Health <strong>Center</strong><br />

Community-Building Activities<br />

• Lincoln County Healthy <strong>Maine</strong> Partnership -- As a cosponsor<br />

for this organization, Miles co-develops, provides<br />

funding and staffing, and implements a winter community<br />

health event each year. Miles staff members participate on


their Advisory Group and on various committees.<br />

• Sweetser -- Sweetser’s adult community-based services<br />

provide support and resources for individuals with behavioral<br />

and mental health needs who are eligible for services<br />

under state guidelines, to assist them in remaining in the<br />

community of their choice. These individuals are placed in<br />

volunteer positions at LCH, and LCH staff work with these<br />

individuals to assist them in developing job skills.<br />

• ASPIRE/ TANF: <strong>Maine</strong>’s Welfare Program -- The TANF<br />

Program provides cash assistance; employment, training and<br />

education opportunities; and work support, such as childcare,<br />

to low-income parents with children. Most parents receiving<br />

TANF are required to participate in a work activity for 30<br />

hours per week. Failure to participate results in a loss of<br />

benefits to the family. Parents are placed as volunteers for 30<br />

hours a week at Miles.<br />

• Senior Community Service Employment Program -- The<br />

goals are the enhancement of employment opportunities<br />

for older Americans and the promotion of older workers<br />

as a solution for businesses seeking a trained, qualified,<br />

and reliable workforce. The strategy is to utilize a service<br />

approach that can respond quickly and effectively to the<br />

changing needs of business.<br />

• High School Job Fairs and Career Days -- Human Resources<br />

and various departments at Miles go to area high schools<br />

presenting health care career opportunities and provide job<br />

interview training and other job-seeking skills.<br />

• Boothbay Region Land Trust – St. Andrews Hospital is a<br />

grantee providing approximately 25 acres of land set aside for<br />

nature trails and land preservation.<br />

• Participate and support disaster preparedness in community<br />

- provides three employees quarterly to represent hospitals in<br />

disaster support and training<br />

• Remembrance Gathering -- Memorial Service sponsored by<br />

MSAHHH<br />

• Friends in Service Helping (FISH) - In partnership with<br />

FISH, St. Andrews Village coordinates scheduling of drivers.<br />

• Domestic Abuse Prevention Council - Partnership with<br />

community groups/individuals to address domestic violence<br />

Charitable Giving<br />

• Host/sponsor of the American Cancer Society Making<br />

Strides against Breast Cancer – LCH is a sponsor for this<br />

event, providing volunteer leadership and meeting facilities.<br />

• Host and sponsor of the American Cancer Society Daffodil<br />

Days<br />

• Healthy Kids (Child Abuse and Neglect Council of Lincoln<br />

County) — LCH is a Corporate Sponsor of the programs<br />

“Strawberry Shuffle” fundraiser.<br />

• American Diabetes Association -- Lincoln <strong>Medical</strong> Partners<br />

in Wiscasset actively raises funds in support of diabetes<br />

research and participates in the “Walk with your Doc Event.”<br />

• Salvation Army, Holiday Wish Tags in Lincoln County<br />

-- Provides volunteers and leadership to collect toys/gifts<br />

throughout Lincoln County Healthcare for area needy<br />

families<br />

• Food Donations -- The Dietary Departments donates extra<br />

food to Meals-on-Wheels, the local food pantry and the<br />

Salvation Army.<br />

• Skidompha Summer Reading Program -- Miles sponsors<br />

this local children’s literacy program.<br />

• Support of the Boothbay Region Ambulance Service<br />

- Providing the <strong>Medical</strong> Director, supplies and<br />

pharmaceuticals.<br />

• Donation of medical supplies for local and overseas missions<br />

• United Way Campaign – LCH staff provide their time<br />

(within their regular paid work time) to help coordinate the<br />

campaign and process the results.<br />

Health Professions Education<br />

• Internships – Lincoln County Healthcare provides internship<br />

opportunities for nursing, social services, pharmacy and<br />

resident physicians who are completing their rural rotations.<br />

• ACLS classes – Classes were offered for employees as well as<br />

ambulance service providers in the area and any other health<br />

care provider that wish to attend.<br />

• CNA Training – Provided three 12-week CNA classes at no<br />

charge to students<br />

• ED Training for EMS personnel – 4 reviews and in-services<br />

in trauma care for 20 EMS personnel. 12 students also<br />

participated in an EMS EKG course.<br />

• LCH Professional Development Program – Miles provided<br />

scholarships and continuing education opportunities to its<br />

employees and members of the community.<br />

• Nursing Program – Provided medical supplies and equipment;<br />

lease of classrooms, computer lab and clinical labs; and<br />

communications at no charge in partnership with CMCC’s<br />

nursing program.<br />

• Nursing School Clinical Placements – Provided 3 - 12 week<br />

clinical placements for nursing school students in long-term<br />

care and in the hospital<br />

• The Lincoln County Healthcare Education <strong>Center</strong> is a<br />

collaborative effort of Central <strong>Maine</strong> Community College and<br />

Lincoln County Healthcare. The new school, the first college<br />

degree program in Lincoln County, opened in September 2008<br />

to eight students. First year students have the option to earn a<br />

Licensed Practical Nursing (LPN) within a year and will have<br />

a five year grace period to complete the requirements for the<br />

RN credential, should they choose, or continue on for a second<br />

year to become a Registered Nurse. The program collaboratively<br />

works with colleges, clinical departments of the hospital, long<br />

term care facilities, <strong>Maine</strong>Health, Lincoln Academy, and local<br />

businesses. Students receive classroom training at Central<br />

<strong>Maine</strong> Community College and in classrooms at the Lincoln<br />

County Healthcare Education <strong>Center</strong> located at 66A Chapman<br />

Street in Damariscotta. An agreement with Lincoln Academy<br />

will allow students to use their labs for a percentage of their<br />

work. Clinical training will be at Miles Memorial Hospital,<br />

and at our long-term facilities in both communities. Lincoln<br />

County Healthcare provides administrative services, clinical<br />

training, equipment, supplies, technical support, and two full<br />

scholarships to the school.<br />

Access to Care Programs<br />

CarePartners – The program arranges the provision of donated<br />

healthcare services for low income uninsured <strong>Maine</strong>rs in Cumberland,<br />

Kennebec, Lincoln, and Waldo Counties. CarePartners also provides<br />

administrative support to help serve the target population, including<br />

comprehensive eligibility assessment, care management, and access to<br />

low cost or free pharmaceuticals.<br />

MedAccess – The program provided access to approximately $2.2<br />

million of free medications in FY09. CarePartners provides this<br />

community resource to uninsured and underinsured community<br />

members through the Patient Assistance Programs (PAPs). In<br />

addition to this service, MedAccess offers application assistance for<br />

other prescription access programs (Medicare Part D, etc.), local lowcost<br />

generic programs, and other state and federal programs either inperson<br />

or through a toll-free number.<br />

Billing and Collection Practices<br />

Lincoln County Healthcare charges all patients the same price for the<br />

same services, regardless of payor source. Individuals are not required to<br />

pay or make arrangements to pay prior to the services being provided.<br />

On average, the first bill is sent to a patient 7-10 days after services are<br />

provided. After that initial billing date, the patient has 30 days to pay<br />

for those services. Before collection action is taken, three notices must<br />

be sent to patients informing them of their lack of proper payments and<br />

continued attempts to communicate with them about a solution. In the<br />

absence of either full payment or a patient’s attempts to communicate<br />

in order to resolve the situation, LCH does use a responsible and<br />

professional collection agency, if necessary. A bill will become classified<br />

as “bad debt” if a patient has not paid the full amount within 120<br />

days. <strong>Maine</strong>Health hospitals may pursue legal action for collecting an<br />

outstanding bill only with prior Board approval. The LCH Board has<br />

not voted to pursue such legal action in the past several years. Member<br />

organizations offering long-term and residential care services have, from<br />

time to time, taken legal action to collect amounts due from patients or<br />

residents who are not covered under the <strong>Maine</strong>Care program and have<br />

the sufficient resources to pay for the services they received.<br />

Charity Care Policies<br />

Lincoln County Healthcare’s policy of charity care and financial<br />

assistance is easily understood, prominently posted, and publicly<br />

available. A process exists for offering charity care or financial assistance<br />

to patients who are unable to pay after they have already been billed. In<br />

addition to monitoring collection practices, copies of the charity care<br />

policy are made available to patients at the main entrance and with bill/<br />

collection notices. The organization uses simple application procedures<br />

for charity care or financial assistance that do not intimidate or confuse<br />

applicants. LCH’s employees who work in billing, and accounts<br />

receivable are fully informed and educated about all financial assistance<br />

policies. These staff members identify unpaid bills where persons are<br />

unable to pay, and separates these potential “charity care” bills from<br />

other bad debt accounts.<br />

Miles Memorial Hospital and St. Andrews Hospital are required by law<br />

to give a reasonable amount of its services without charge to eligible<br />

persons who cannot afford to pay for care. To be eligible to receive<br />

uncompensated service, your family income must be at or below the<br />

Good Governance<br />

LCH has a Board of 20 community members, the majority of whom are<br />

not practicing physicians, officers, department heads, or other employees<br />

with a financial connection or otherwise affiliated with the organization<br />

itself. The Board meets 12 times a year (on average), and has a written<br />

“conflict of interest” policy in place. The Board understands the specific<br />

mission of the organization, and approves strategic planning initiatives<br />

aimed at carrying out this mission. Trustees understand their fiscal and<br />

other specific responsibilities while serving on the Board, and further<br />

education/information is provided to Board members if requested.<br />

Trustees and Executive Officers of LCH do not receive loans on behalf<br />

of the organization. The organization ensures that a substantial part<br />

of its activities do not involve attempts to influence legislation, and<br />

that it will not take an official position or provide direct support for or<br />

against a political candidate. Moreover, in addition to the CEO, CFO,<br />

or both officially signing-off on the annual 990s and audited financial<br />

statements, the Board of Trustees must also have final approval of the<br />

annually audited financial statements. The Board has also adopted and<br />

maintains a corporate compliance program that includes a Code of<br />

Conduct for all staff education and training, monitoring for compliance,<br />

and a Helpline for staff to call, all intended to produce continual<br />

compliance with organizational policies and the law.<br />

Executive Compensation<br />

LCH has a formal written compensation policy in place. In consultation<br />

with Towers Perrin, The <strong>Maine</strong>Health Board Compensation Committee<br />

establishes appropriate compensation parameters for each member<br />

organization’s CEO and certain members of their Senior Management<br />

team. Working within those parameters, the LCH Board determines the<br />

level of compensation for its CEO. The findings of the Compensation<br />

Committee are made transparent to, and voted on by, the full Governing<br />

Board. This “total executive compensation” is filed publicly by the<br />

organization, and includes “total cash compensation” and “total value<br />

of all benefits and perquisites associated with position (such as housing<br />

allowances, social club memberships, signing bonuses, etc.).” The Board<br />

takes necessary action to prevent the CEO from voting or directly<br />

participating in the final Committee determination of, her/his, own<br />

compensation. The organization’s executive compensation procedure<br />

relies upon appropriate data for comparability (e.g. compensation levels<br />

paid by both taxable and tax-exempt similarly-situated organizations<br />

and independent compensation surveys by nationally recognized<br />

independent firms). Finally, the organization refrains from allowing<br />

executive compensation to ever be based solely on LCH’s revenues or<br />

other similar profit-sharing strategies.<br />
