Housing Stock
•Average SAP) rating (on the scale of 1-100) for
private housing is 58, which is above the
national average for England (47).
•Average SAP rating of WDH properties is
69.69.
•Local analysis indicates that SAP 75 should be
the target to provide affordable warmth.
•Average CO2 emissions for private sector
housing are estimated at 5.82 tonnes per
dwelling resulting in 645,001 tonnes in total for
the Wakefield district.
Climate Change – Wakefield Initiatives
AWAP Vision
“To work in partnership to ensure
everyone in the Wakefield district can
afford to live in a warm, safe home.
Homes will be energy efficient; have
reduced carbon emissions achieved
through greater awareness and
understanding, which leads to
improved health and quality of life”

AWAP Indicators
Reference Indicator Context 2016 Target Progress
AWAP1
Domestic carbon
emissions
Reduction of carbon emissions from fossil fuels in
Wakefield district homes in-line with the Government Low
Carbon Transition Plan target of 29% by 2020 and the
Wakefield Climate Change Action Plan.
15% reduction in
carbon emissions
(based on 2008
baseline of 2.3t per
capita)
4% reduction in 2010 (2.2t)
down from 9% reduction in
2009 (2.1t) (DEFRA Sept
12)
Worsening emissions
likely due to winter 10/11
inclement weather
AWAP2
Households in
fuel poverty
Reduction in the percentage of fuel poor homes in the
Wakefield district to contribute towards the Government
UK Fuel Poverty Strategy target to eradicate fuel poverty
by 2016.
Reduction of fuel poor
households to below
2007 level of 18.2%
Dec 2012 research
scheduled to produce
updated fuel poverty figure
AWAP3
Home energy
efficiency
standards
Improvement in the average energy efficiency standard
(SAP) of private sector households in the Wakefield
district to a level where the occupant is less likely to be at
risk of fuel poverty.
Average private sector
SAP rating of 65 (SAP
58 in 2008)
Dec 2012 research
scheduled to produce
updated SAP figure
AWAP4
Home energy
efficiency
measures
Increase the installation of home energy efficiency
measures in Wakefield district households in-line with the
Government Strategy for Household Energy
Management for all homes (where practicable) to be loft
and cavity wall insulated by 2015.
Annual installation of
2000 cavity wall and loft
insulation measures
through home energy
initiatives
638 measures installed
during 11/12
Much lower than
anticipated due to slow
uptake through Energy
Savers Scheme

Corporate Carbon Management Plan
•Developed July – November 2012
•Cabinet on 11 December 2012
•2013-2020 life span
•Step change for the local authority
•Key drivers:
– Financial - £8m+ spend on fuel
– Regulation – DECs, CRC
– Sustainability – climate change
– Ambition – sustainability leader
Climate Change – Wakefield Initiatives
CMP Vision
“We will strive to become a low carbon Council through
proactive carbon reduction measures, establishing a low
carbon culture and promoting low carbon practices into our
service delivery. We aim to become a leader in carbon
management - setting a good example to the local community,
stakeholders and businesses in order to meet our wider
sustainability objectives.”

Planning as a Corporate Activity
CMP Activity
1. Carbon reduction – projects and measures to reduce
carbon emissions.
2. Behavioural change – activity to raise awareness of
carbon emissions.
3. Promote carbon management – work to ensure ‘carbon
management’ becomes part of Council priority.
4. Information management – work to improve carbon
management information.
Climate Change – Wakefield Initiatives
Key Objectives
•Produce an Asset Management Plan Climate Change
Strategy.
•Consider a woodland biomass fuel project.
•Consider a street lighting energy efficiency programme.
•Undertake a Council’s Depot Rationalisation Project.
•Implement a Council-wide staff carbon/energy efficiency
awareness campaign.
School boiler upgrades = greatest carbon saving
