Holland Village Council
has selected Midwest Contracting
to construct a new
maintenance storage building,
at a cost of $408,900.
At an April 16 meeting,
council voted to select the
firm on Albon Road–even
though Willson Builders of
Toledo submitted a lower
bid.
Dave Koppelman of
Poggemeyer Design Group
engineering firm told council
that 11 bids were
received for the project.
The new 2,800-squarefoot
building with two overhead
doors will match the
brick of the other buildings
at the village complex on
Clarion Avenue.
It will be used to store
the village garbage truck and
police equipment.
The two existing storage
facilities will be demolished.
The project was estimated
to cost $507,000, Mr.
Koppelman said.
Willson’s bid was
$408,000, but Mayor Mike
Yunker said he believes
Midwest will provide better
service.
Village council has hired

Willson completed an addition
of two bays on the

CBI instructor for Perrysburg

believes the fair will be
helpful to her students. CBI
students earn three elected
credits per year by working
a job for a minimum 15
hours per week, she
explained.
CBI is designed for students
who struggle in the
regular classroom environment.
“It’s an alternative
path to graduation,” she
said.
Dawson Shaw of Springfield
Schools was among
those attending the job fair.
Currently working at Granite
City Brewery in the
Shops at Fallen Timbers, he
has been looking into enlisting
in the U.S. Army sometime
after graduation.
The senior enjoys being
in the CBI program. “I like
it. It is a really easy way to
get work experience and
school credit,” he said,
adding. “It’s more engaging
than sitting in the classroom.”
Dawson learned about
the program from his guidance
counselor, Tim Reiser.
The teen worked at KFC
before landing the job at
Granite City Brewery. “It
was rough starting, but I
stuck with it and got a lot
better. It’s a very fun place
to work,” he said.
As for a future career in
the restaurant industry,
Dawson said, “That would
be nice. I’d like to own my
own business.”
Perrysburg Schools
senior Nick Edwards
learned about the program
from his guidance counselor
time.”
However, there were
“many difficulties” with the
work by Willson, located on
Heritage Court in Toledo,
and that project did not finish
on time, the mayor said.
Mayor Yunker also said
Midwest is accredited by the
Better Business Bureau,
while Willson is not.
“Our experience with
Willson wasn’t as good as
with Midwest,” he explained.
“Since these bids
are so close, I think the best
thing is to consider what we
think is the best bid.”
Village solicitor Phil
Dombey advised council
members that they have the
right to select “the lowest
and best bid.”
“We know the quality,
the feasibility and the efficiency
of the work [by Midwest]
better,” he said. “And
their history of past work
done in the village is better.”
Council President Lee
Irons complimented Midwest
for their work at the
lodge.
“We had some challenges
at the lodge that Midwest
helped us iron out,” he
added.
Council member Elaine
Olsen agreed, “Based on the
history we have with both
contractors, I’m also going
to support Midwest.”
Other Business
In other business, council:
•Appointed Tony
Kruczkowski to the village
planning commission. He
has been a Holland resident
for 12 years and previously
served on the budget,
Dawn Burks. He believes
the program is a good fit. “I
wasn’t much for homework,”
he said.
Nick is employed at Blue
Pacific Grill at Levis Commons.
“It’s a good place to
work,” he said of the job he
has held since last summer.
After graduation, Nick
plans to attend Owens Community
College and earn an
associate degree in business.
“I want to open my own
restaurant.”
Of the CBI program, he
said, “I like it. I’m graduating,”
and he was appreciative
of the job fair. “It’s a lot
of good information.”
The goal of CBI is to
help students become productive
workers and earn
credits toward graduation
with the cooperation of
employers, parents and the
school district.

Mayor Yunker said it is “a
rare certification” among
law enforcement officers in

a resident about drivers
parking too close to the stop
sign on Dunn Drive.
Police Chief Bob Reed
said the area will be monitored
and officers have
issued tickets for the violation.
Drivers are not allowed
to park within 35 feet of a
stop sign.
Council’s next meeting is
at 7:30 p.m., Tuesday, May 7,
at the village hall, 1245 Clarion
Avenue. The meeting is
open to the public.
Volunteers need to help
preserve local history
Volunteers of all ages are
needed to help at the Holland-Springfield-Spencer
Historical Society.
Al Grant, membership
chairman of the society,
attended a recent meeting of
Holland Village Council to
plead for assistance.
“We need help,” he said.
“We’re asking all our members,
their children and
grandchildren.”
In the past two years, 54
new members and 35 business
members have joined
the group, he noted.
The society is collecting
local history memorabilia
and volunteers are needed to
catalog the items.
Also clerical help with
files and assistance preparing
displays is needed.
Mr. Grant said he contacted
the local schools but
has not received any
response from students.
The society moved into a
historical building last year
at 7154 Front Street, which

among 27 Penta Career Center
students inducted into the
center’s first National Technical
Honor Society during a
special ceremony on April
16. Maegen is enrolled in the
digital video production program
at Penta.
NTHS is similar to high
schools’ National Honor
Society in which students are
recognized for scholarship,
leadership, service and character.
To be eligible for
NTHS membership, students
must have excellent attendance,
good behavior and a
grade point average of 3.5 or
higher.
In addition, inductees
must meet the seven attributes
of the organization–skills,
honesty, service, responsibility,
scholarship, citizenship
and leadership.
Penta Superintendent Ron
Matter commended the students
on their achievement.
CELEBRATING 10 YEARS!
“What an outstanding
accomplishment. There is no
doubt that you are well on
your way to achieve future
success in your chosen
career program and that journey
called life,” he said.
He continued, “You were
driven to achieve this special
recognition. You had great
teachers coaching you up;
you have support from your
family, friends and classmates;
you have put in the
hard work to be here tonight.
That is what will separate
you from others in the competitive
world that lies
beyond Penta.”
The superintendent
acknowledged the hurdles
and challenges the inductees
faced to attain this goal.
“You did not let what you
cannot do keep you from
what you could do, and that
was doing the hard work to
earn induction into the
National Technical Honor
Society. That is what hard
work is all about.”
He encouraged students
as they go through life not to
play the “what if or I wish”
game, but to go out in the
world and make things happen.
“You cannot chart the
safe, comfortable or easy
course. Take smart risks. Do
not let your life revolve
around those questions and
the regrets that follow,” Mr.
Matter said.
He also advised the
inductees to “build upon
your success that you have
achieved to date and commit
yourself to establishing new
goals for the future.”
And he reminded the students
not to be afraid of hard
work or failure, closing with
a quote from John Wooden,
former UCLA basketball
coach. “Success is never
final; failure is never fatal.
It’s courage that counts.”
Following the superintendent’s
presentation, the students
were inducted into the
NTHS by co-advisors and
instructors Mindy Phillips
and Sonia Herman. The students
recited the membership
pledge, and each student
was called to the stage
to sign the membership registration.
Penta Director Jeff Kurtz
then installed NTHS officers.
“Serving as officers is a
great place for students to
gain leadership,” he said.

Springfield BOE opts not to pursue performance audit with Evergreen

Following a review of an
Ohio Department of Education
staffing analysis and
discussion on the Evergreen
Solutions performance audit
proposal, the Springfield
Schools board of education
decided not to pursue an
audit with Evergreen.
At the April 22 meeting,
the board left open the
option to look into other performance
audit companies
and to consider ways the district
can consolidate some
services directly with the
Village of Holland and
Springfield Township.
Treasurer Ryan Lockwood
explained the results
of the ODE staffing analysis,
released last month.
The ODE analysis took
into account all six school
buildings, the district size of
22 square miles and the student
population of 3,316.
The analysis also looked
at Ohio school districts comparable
to Springfield
including, locally, Bowling
Green, Maumee and Oregon.
Under the cost per pupil,
in 2012 Springfield averaged
$9,119; comparable schools
were $10,198 and the
statewide average was
$10,508.
Mr. Lockwood noted that
in 2009, the district spent
$9,752 per pupil. “Our
expenditures per pupil has
decreased by $633,” he said.
In fiscal year 2013,
Springfield had about 175
teachers; districts of comparable
size averaged nearly
174.
And with regard to counselors,
media specialists,
school nurses, social workers,
art, music and physical
education personnel, Springfield
averaged 24.17 compared
to similar schools at
29.45 and the state requirement
of 16.58, said Mr.
Lockwood.
Administrative and classified
personnel numbers
also were evaluated by
ODE. Administratively, the
district fell at or below the
number employed by comparable
districts.
Numbers were similar for
clerical, food service,
teacher and library aides,
monitors and supervisors.
The district was above
similar school systems in the
number of bus drivers and
had a higher number of
maintenance personnel,
seven compared to 3.8.
Mr. Lockwood explained
that the maintenance number
was offset by the number of
custodians 17.35 for the district,
27 for comparable
school systems.
Board president Ken
Musch said the report, done
at no cost to the district,
shows Springfield is on par
or below average compared
to similar districts in personnel
numbers, adding that
staffing encompasses 80 percent
of the budget.
“I’m not saying there
isn’t room for improvement.
There always is, but I have
concerns paying an outside
organization $70,000 when
the state just did the bulk of
the work for free,” Mr.
Musch said.
Superintendent Kathryn
Hott said she looked into
Evergreen’s references,
including districts in Virginia
and Connecticut.
Of the Virginia district,
she said the superintendent
there “had a lot of good
things to say about Evergreen.”
However, the audit was
done voluntarily as the state
contracted for the services,
and that district has no collective
bargaining, unlike
Springfield.
Mrs. Hott also learned
that some of the recommended
changes couldn’t be
made due to procedures that
district is required to follow.
She said in Connecticut,
the superintendent told her
that many of the recommendations
did not fit state
requirements.
They were able to implement
20 of the recommended
cuts, but not at the projected
savings, she added.
Based on those references,
Mr. Musch worries
that Evergreen lacks an
understanding of Ohio laws,
regulations and bargaining
units. “It concerns me,” he
said.
Board member Ev Harris
believes money spent on the
audit could be put to better
use.
Springfield Township
Trustee Andy Glenn countered
that the district’s costs
could be reduced to $63,000
with a combined township/
school district audit.
And he argued that the
Evergreen audit would not
be the same as ODE’s. “It
will look at more than
staffing,” he said.
Board member Keiran
Menacher disagreed and
expressed reluctance to
spend the money.
“I don’t think they
[Evergreen] will offer us
anything that we don’t
already know,” she said.
Mr. Musch agreed and
added, “I think it would be
money that would not be
well spent.”
The board president did
not discount looking at other
audit companies in the
future. “ I think we need to
look at other options,” he
said.
He acknowledged that
having an audit conducted
prior to a levy request would
be nice, but does not believe
it to be “critical.”
He suggested other ways
the board can save such as
consolidating grass mowing,
snow plowing and other services
with the village and
township.
“We also can look at
sharing services with neighboring
[school] districts,” he
added.
Overall, Mr. Musch said
he was pleased with the
ODE analysis, which he
believes indicates the district
is doing well managing its
financial resources and
delivering a quality education.
“All in all, everything
says we are doing a good
job,” he added.
Other Business
In other business, the
school board:
•Approved three-year
administrative and supervisory
contracts for Libby
McIlwain, 205 days annually;
Dana Damman, 215
days; Dustin Hamilton, 260;
David Zambo, 260 days, and
Mr. Lockwood, 260 days.
The board also approved a
two-year contract for Gary
Devol, 205 days.
•Extended the employment
of Kevin Semler, bus
driver, $17 per hour, for the
remainder of the school year.
•Approved a family medical
leave for Noralyn
Sutherland, effective May 1.
She plans to return in
August, said Mrs. Hott.
•Accepted the retirement
of Marilyn Peth, German
teacher at the high school,
effective June 7.
•Heard from Mr. Lockwood,
that expenses are
$385,000 higher than last
year at this time and revenues
are down by
$700,000.
•Approved an unpaid
leave for the remainder of
the school year for Erin
Schoen Marsh.
•Accepted a list of 262
graduating seniors for 2013.
•Approved supplemental
contracts for Arica Hoge,
$200 and Kristy Disalle,
$400.
•Accepted the resignation
of Remi Smith, high school
math teacher, effective June
5.
•Approved Christina Crill
food service and lunchroom/recess

Springfield Twp. posts March fire
report; reviews crime statistics
At the April 15 trustees
meeting, Springfield Township
Fire Chief Barry Cousino
provided the trustees with
a breakdown of department
activities for March.
Last month the department
responded to 250 calls.
There were 210 EMS and 40
fire calls. Of that total, 30
EMS calls were for the Village
of Holland, which also
had two fire calls.
The majority of fire calls
pertained to alarm malfunctions,
nine, followed by
good intent calls, 7; structure
fires, five, and grass/brush
fires, four.
EMS calls were largely
for ill persons, 58; injured,
42; cardiac, 28; difficulty
breathing, 22; injury accident,
14, and unconscious,
12.
In the village, EMS calls
were for ill or injured persons,
18, followed by stroke,
unconscious and injury accident
two apiece.
Other Business
In other business, the
trustees:
•Learned that Fire Captain
Kokocinski fabricated a
skid unit for the all terrain
vehicle.
The ATV is used as an
off-road, wildland firefighting
vehicle, explained Chief
Cousino.
•Heard from the chief
that Fyr Fyter Sales and Service
performed the annual
fire extinguisher inspections
and servicing of the department’s
60 fire extinguishers.
“The inspections are a
requirement of the Ohio Fire
Code and help maintain the
units in operational condition,”
the chief said.
•Learned that Captain
Heidi Hess conducted a CPR
and AED course for 20
employees of Pugh Heating.
•Heard from the chief
that 57 inspections were
conducted, including 39
annual inspections and 15 to
verify occupancy status.
Sheriff’s Report
Sgt. Matt Luettke of the
Lucas County Sheriff ’s
office presented the trustees
with copies of the March
crime report.
“Thefts are down, but
with summer coming, I
expect an increase in thefts
from vehicles,” he said.
The sergeant noted that
thefts from vehicles are relatively
easy for criminals and
are considered a “good risk”
since the crime is a misdemeanor.
He said deputies also are
working to control criminal
trespass or the instances of
people begging for money at
retail establishments.
“It’s the same group of
people repeatedly intimidating
[customers].”
He recalled one person
who walks around with an
empty gas can, claiming he
ran out of gas and needing
money to purchase fuel.
“He doesn’t even own a
car and has $80 to $90 in his
wallet,” Sgt. Luettke said.
The sergeant also
reminds area residents that
prom season is now under
way and advises motorists to
be careful with students out
for prom and Afterprom
events.
“Parents, make sure you
know what your kids are
doing and where they are
at,” he added.
He noted that Springfield
High School recently held its
prom. “Springfield deserves
recognition. There were no
incidents this season, and it
was a good weekend.”
Reviewing the March
crime report, he said crime
statistics were a lower.
The most frequent crimes
committed were thefts, 43,
followed by telecommunications
harassment, 14.
Other crime statistics
were criminal damage and
domestic violence, 11 each
and disputes and menacing,
10 apiece.

Research Foundation
(JDRF) of Northwest Ohio
will host its second annual
“Under One Roof” from 10

adults, are diagnosed with

to give information on the
latest treatment options.

of Front and Clark streets, it
was known for many years as
the Palmer House, a boarding
house for overnight guests
coming in on the train. Over
the years, it housed an implement
and hardware business,
a mercantile store, the post
office, an antique store, and
was the former location of
Copper Moon art shop.
Displays at the Historical
Society include photos of
local officials, notable homes
in the area, railroad workers,
old trains and the Holland
depot.
Four rooms in the lower
level of the building feature a
variety of memorabilia from
area schools, fire departments,
veterans organizations
and more.
The public is invited to
contribute additional historical
items, photos and documents.
Mr. Clark said family trees
are being constructed, and
volunteers also could provide
help with that work.

Spring Reflection Day on
April 11, at Lourdes University.
The day’s spiritual journey
took place in the Queen
of Peace Chapel with the
theme “A Celebration of
Gifts and Fruits from Service.”
The topic revolved around
God’s presence in the daily
lives of people and His gifts
and fruits received through
service.
The organization’s members
are involved in serving
disadvantaged children and
their families.
Pope Emeritus Benedict
XVI recently said, “We only
receive life when we gift it.”
This quote worked its way
into the presentations of five
women who expressed their
thoughts regarding what gifts
or fruits were experienced as
they gifted others.
Following the presentations,
there was reflection
time and sharing period.
The five presenters were
Nancy Dargart, Dee Dillon,
Sue Kertz, Jane Larsen and
Terry Mohler.
The Christ Child Spirituality
committee hosted the
event, and organizers were
Sister Rosine Sobczak, Jane
Charette, Mary Bell, Jan Purinton,
and Sharon Henning.
Christ Child Society is a
nondenominational organization
that holds annual fundraisers

At Crissey Elementary
School and throughout the
State of Ohio, we are participating
in the State of Ohio
Achievement Assessments
program (OAA).
Through May 3, students
in grades 3, 4 and 5 will have
a series of different assessment
tests administered in
reading and math. In fifth
grade, a science assessment is
added.
The state-testing program
is a good opportunity to
measure student achievement.
The classroom teachers
have been working very hard
each day to help your child
learn and do their best.

HAP Art
Showcase Success
The Holloway Association
of Parents, HAP, and
Holloway Elementary recently
held our building level
art showcase where more
than 200 students, family
members and community
members attended.
The art showcase was a
chance to view art projects
from across the grade levels
in kindergarten through fifth
grade.
Showcase allows the community
to see both our facilities
we have to offer and the
creative work of our students.
Along with the Art Fair, a
hands-on craft area and art
activities were held in the
gym, HAP hosted a barbecue
dinner and raffle in the cafeteria.
More than 40 baskets
filled with donated prizes
were award that evening.
The showcase event wrapped
up with a entertaining juggling
performance with lots
of audience participation.
HAP reports a successful
dinner and raffle event. Holloway
and HAP wishes to
thank those who donated
items for the gift baskets. The
student raffle winner was
Kelly Garrison.
We appreciate Jessica
Mack, who organized the
event, the Springfield High
School student volunteers
and Cheri Casper, Holloway
Girl Scout Troop 10723, and
all of the HAP parents who
worked to make this evening
an enjoyable event for our
Students and Families.

who attended to create a successful

Springfield High School juniors and seniors celebrated
Prom 2012 on April 13, at Premier Banquet Complex.
Chairing this year’s prom was instructor Leah Moore.
Also attending the event were Springfield administrative
personnel, including Principal Steve Gwin.
Elected by their peers and crowned the queen and
king of this year’s festivities were Grisoranyel Barrios
and Nate Gillette.

Jett’s Squadron Flies High
By Raising $645
for March of Dimes
This past Sunday, April 21,
was a special day for a special
Holland first grader named
Jett Quigg.
Jett was appointed recently
as the March of Dimes Ambassador
for 2013 for the entire
northwest area of Ohio.
He was the official starter of
the walk for the March of
Dimes on Sunday. He got to
blow the air horn for more
than 5,000 walkers to start
them on their three-mile walk.
Here is Jett’s story as to why
he received this special privilege.
Jett was born on January
30, 2005, at 23 weeks weighing
1 pound, 6 ounces. His
twin brother Seth, weighed 1
pound, 7 ounces. Seth only
lived until February 5, 2005.
Seth fought very hard to live,
and his parents were with him
and Jett every day.
Jett was so small yet he
fought hard and has grown
into a fine young boy. While
he has many challenges
ahead, he continues to fight
every day to overcome the obstacles
placed in his way after
being born premature.
Jett and his family represent
the March of Dimes.
The mission of the March
of Dimes is to improve the
health of babies by preventing
birth defects, premature birth
and infant mortality. The big
goal is to give every baby a
full, healthy nine months. The

Friends!
As we move through the
last few months of the 2012-13
school year, it brings the opportunity
to meet many new
kindergarten friends and their
families. This month, the
Springfield Local District
hosted a Kindergarten Visit
Day for new kindergarten
friends to tour the buildings
and visit the kindergarten
classrooms.
It was an opportunity to
meet the kindergarten teachers,
learn more about registration,
review kindergarten
expectations, and ask questions
about the upcoming
school year.
It was a wonderful time to
reconnect with Dorr Elementary
families who have children
who will be new to
kindergarten next year and to
connect with new Dorr families
who have kindergarten
students just beginning their
educational journey at Dorr
Elementary.
It was certainly a pleasure
spending time with all of you.

March of Dimes has helped
with many advances. The one
you might be most familiar
with is the polio vaccine. After
they helped with preventing
polio, the March of Dimes
began to focus their research
towards helping women have
full term pregnancies. Due to
these advances, the Quigg
family had an addition to their
family on June 21, 2012. Liam
Quigg was born as a full term
baby at a healthy weight of
seven lbs and 11 ounces.
Along with being the ambassador
family, the Quiggs
are involved in helping to
raise funds for the March of
Dimes to continue to fund the
critical research that is helping
so many babies go full term.
In that spirit, to honor our
brave first grader Jett and to
honor the memory of his
brother Seth, Holland Elementary
students began joining
Jett’s Squadron. Mrs.
Perlaky, Jett’s first grade
teacher came up with and
helped our building raise
funds for the March of Dimes
Walk. By making little “Jett”
airplanes, we filled them with
dimes to give every student an
opportunity to see why this
type of research is so necessary.
When all the money was
finally counted, we had raised
$645 to add to Jett’s team for
the March of Dimes walk.
The Northwest Ohio Walk
for the March of Dimes announced
that more than
$235,000 dollars were raised
locally by all the people of our
area. What a great expression
of caring by so many wonderful
children we have at Holland
Elementary.
