The 2008 – <strong>2011</strong> Integrated Development Plan document is meant to guide<br />
development and planning for the new political office bearers with emphasis on<br />
improving socio-economic situation, meeting millennium targets, improving service<br />
delivery mechanisms, strengthening and improving inter-governmental relations and<br />
community participation. The aim of the documents is to ensure comprehensive<br />
Integrated Planning and Economic Development within the <strong>Govan</strong> <strong>Mbeki</strong><br />
<strong>Municipality</strong>.<br />
IDP must reflect the municipal / council’s vision for the long term development of the<br />
municipality and cite critical development and internal transformation needs.<br />
An assessment of the existing level of development in the municipal jurisdiction,<br />
identification of communities that are indigent, communities who do not have access<br />
to basic municipal services.<br />
The IDP as the strategic business plan of government institution will allow one to<br />
identify together with the community that is affected sustainable projects that can be<br />
funded by government or by private sector, and projects that demand co-funding by<br />
both the private sector and public sector.<br />
