FOREWORD BY THE EXECUTIVE MAYOR CLLR S.S NKOSI<br />

IDP REVIEW <strong>2011</strong>/20<strong>12</strong><br />

The Integrated Development Plan (IDP) is a principal strategic planning instrument which guides and informs all planning and<br />

development in the municipality. The institution has given effect to its Integrated Development Plan and conducted its affairs in<br />

a manner consistent with its planning model.<br />

<strong>Local</strong> government works closest to the local communities. It is where each of our plans is put into practice. It must therefore be<br />

an effective instrument for change moving forward. The system of local government is one of the youngest and most<br />

democratic in the world. Although much more needs to be done, <strong>Govan</strong> <strong>Mbeki</strong> <strong>Municipality</strong> has performed fairly well in areas<br />

such as:<br />

Water, Sanitation and Electricity.<br />

<br />

Waste and Environmental management.<br />

Provision of free basic services.<br />

Provision of houses.<br />

Infrastructure development.<br />

Economic development<br />

While the municipality is pleased with these achievements, it has also taken action to learn from the previous IDP cycle as part<br />

of its desire to continuously improve its performance. Building on our achievements and drawing on the lessons derived from<br />

our collective experience, we can move even faster and further to realize the goal of better life for all.<br />

The municipality will have an opportunity to enhance and deepen local democracy during the consultation process for the new<br />

IDP cycle. We will also have a qualitative opportunity to improve the participation of local communities in the process of<br />

decision making, allocation of resources and identification of local needs and priorities.<br />

We are indeed determined to fulfil our resolve to halve unemployment and poverty by 2014 and to further create an enabling<br />

environment through stakeholder participation to provide the skills required by the complex economy to ensure that the local<br />

community is fully able to enjoy the full dignity of freedom.<br />

We are mindful that an effective, democratic and accountable local government is an integral part of this vision. We will work<br />

hard to ensure that councillors are responsive, accountable, and effective and that everybody involved in local government<br />

understands and honours the duty to respect and serve the people.<br />
