The main focus of the investments will be: • To address community needs • To meet the millennium targets • To create jobs • To improve service delivery • To improve communication and community participation All communities will have access to clean water and decent sanitation by 2010. All houses will have access to electricity by 2012. Housing developments in particular inclusive development will ensure that people are located closer to places of work. The municipality in partnership with the provincial department of housing will strive to put more resources to build more and better roads, infrastructure for water and sanitation, and schools and clinics where they are needed, in rural and urban areas alike. By using the approach of the expanded public works programme in providing infrastructure, we will strive to ensure that more people have work opportunities and are given skills. Implement other special programmes in rural and urban areas where the poorest people live, including assistance in setting up food gardens and enviro-clubs and promotion and protection of the environment. Assist those who want to set up small businesses with skills, and other forms of support in partnership with SEDA. The 33
