HAWKESBURY RIVER DRAGONS<br />

Where and why they paddle<br />

Hawkesbury River<br />

Dragonboater Peter Davis<br />

of Brooklyn has written this<br />

story about where and why<br />

they paddle.<br />

In the days after I wrote this, Rick<br />

(from the following story) passed<br />

away. I’d known that Rick was ill<br />

and in hospital and wanted to pay<br />

some tribute to him but did not<br />

realise he was so very unwell.<br />

Rick was the custodian of the<br />

Dragonboat and kept an eye on it<br />

during the week between paddle<br />

sessions. He warmly embraced<br />

hosting the boat at his place of<br />

residence at Parsley Bay.<br />

Rick always had a smile and a<br />

wave for the dragonboaters.<br />

He kept an eye on the weather<br />

and tides and would chuckle at<br />

our folly on rough days or as we<br />

negotiated past the pet goat that<br />

kept his lawns low.<br />

Rick would empty the boat from<br />

water after heavy rains and always<br />

enquired as to our next regatta<br />

and how we were doing.<br />

Rick was a lovely, kind and<br />

generous man. He was quickwitted<br />

to the end and always had<br />

time to share a joke or yarn.<br />

He is sadly missed by all who<br />

knew him.<br />

On a sleepy Sunday morning,<br />

when most good folk of Brooklyn<br />

village are tucked up snug,<br />

dreaming in bed, old Rick sips his<br />

<br />

bottom right) and gazes out over<br />

Parsley Bay. <strong>The</strong> birds have yet to<br />

awake, the river is calm and still. Rick<br />

yawns and rubs his eyes, blinks,<br />

scratches his head, then looks again.<br />

<br />

creep, softly, silently down to the<br />

a dragon boat<br />

from its lair.<br />

Hushed whispers begin to bubble<br />

<br />

slips their craft into the mists. <strong>The</strong>ir<br />

voyage is east, downstream, into<br />

the emerging day and along the<br />

unstirred olive green waters of the<br />

Hawkesbury.<br />

A plover shrieks and a dog barks.<br />

Sailboats sway and rigging begins<br />

to jangle as the paddlers dip their<br />

blades into the green.<br />

<br />

now ebbed and their breathing has<br />

quickened. Every man and woman<br />

reaches at once, full stretch, full<br />

strength, to pull on the water beneath<br />

the boat. <strong>The</strong> Dragonboat picks up<br />

speed when all crew become one.<br />

Twenty paddles plunge into the river<br />

in unison over and again.<br />

One breath and one boat.<br />

<strong>The</strong> vessel becomes its mythical<br />

namesake and, dragon-like, rises up<br />

and over the water.<br />

<strong>The</strong> navigator sweeps an arc with his<br />

oar and steers out from<br />

the safety of the bay,<br />

into the rising tide and<br />

somehow into a distant<br />

past.<br />

Along what will become<br />

a well-paddled path, the<br />

<br />

watched silently on high<br />

by ridges and ancient<br />

<br />

and rust ochre caves<br />

the only other witness to<br />

their adventure into this<br />

magical place.<br />

After paddling leagues<br />

along the river, the crew<br />

returns to the shore and<br />

back to our time.<br />

<strong>The</strong>ir faces are red, they<br />

draw deep breaths, yet<br />

strangely they smile,<br />

laugh and appear<br />

younger.<br />

On Thursday 2 <strong>May</strong> I found myself with other Councillors at Hornsby<br />

RSL Club with some 100 residents. We were all there to attend a<br />

workshop by the NSW Dept of Planning & Infrastructure involving the<br />

implementation of ‘A New Planning System for NSW’.<br />

<strong>The</strong> Lead Facilitator for the workshop was Roberta Ryan from UTS.<br />

A key theme of the new system is Community Participation involving key<br />

decisions that will shape our cities, towns and neighbourhoods.<br />

“We need to look at community engagement in the various planning stages,”<br />

commented Cllr Antony Anisse.<br />

Other comments were:<br />

“Planning is taking in the values of the community,” - Nancy Pallin<br />

“People’s opinions should be given more notice,” - John Lambeth of Mt<br />

Colah.<br />

“People should have a right of a merit appeal,” - Dr Peter Jensen of<br />

Hyparcons Planning Consultants, who also favoured decentralisation.<br />

“It’s important that the people are listened to with appropriate consultation,” -<br />

Matt Kean, State MP for Hornsby.<br />

Each table gave feedback to the gathering on the points that they had<br />

discussed which were then passed onto the NSW Planning staff attending.<br />

SERVICE TO MARINE RESCUE<br />

Merv Collins joined the Royal Volunteer Coastal Patrol, as it<br />

was known in those days, at the Sydney division on 17 th January<br />

2019. He was actively involved with the division from the outset,<br />

and one of the most memorable events during his time with<br />

Sydney, was the Olympics.<br />

Shortly after the Olympics, Merv transferred to Hawkesbury,<br />

where his skill and dedication were recognised, and he was<br />

<br />

Barry McGrath of Marine Rescue said, I have been fortunate to<br />

“Merv has always completed the job with professional<br />

competency and brought the boat and crew back safely. His<br />

leadership and boat handling skills in these conditions, tend to<br />

I am actually bemused that there are people out<br />

there who would go walking in a National Park<br />

As someone who has been attacked repeatedly<br />

by a feral cat, and chased by wild pigs, you<br />

without both a gun and a dog.<br />

Seeing that I no longer have a gun, a gun licence,<br />

nor a dog, I’ll be smart and stay at home.<br />

& Treasure/Garage sale held at Willow Park<br />

Dear BT,<br />

Bad driver behaviour towards cyclists<br />

I write again to draw attention to poor behaviour<br />

towards cyclists by some drivers in our<br />

local area.<br />

At noon last Sunday I was riding down Yirra<br />

Road Mount Colah and signalling a right turn<br />

to Varna St, when a driver behind accelerated<br />

in an attempt to overtake me as I slowed and<br />

started to make the turn. Luckily I had seen the<br />

car approaching from the corner of my eye.<br />

I realised then that he was going to hit me at<br />

speed if I turned right and quickly turned toward<br />

the left side of the road and the kerb. <strong>The</strong> driver<br />

braked hard to avoid hitting another vehicle<br />

coming up the hill and after the screech of<br />

brakes several people came out from houses to<br />

see what was happening.<br />

Had I not made that split second decision to<br />

abort the right turn I would probably be seriously<br />

injured or worse. I am grateful the winds of good<br />

fortune blew in my direction that day! What is<br />

interesting is that the driver stopped and left his<br />

vehicle to abuse me, and suggest that I nearly<br />

caused the collision!<br />

It just reinforces my view, and it’s a view based<br />

on many similar experiences, that there are<br />

a few drivers on our local roads who do not<br />

regard cyclists as legitimate road users. As a<br />

consequence they constitute a real danger to<br />

cyclists and other road users and should be<br />

reported to police for their dangerous driving<br />

behaviour towards cyclists.<br />

CAREFLIGHT<br />

Aeromedical rescue charity CareFlight is looking volunteers to help<br />

raise funds during its MAYday for CareFlight <strong>2013</strong> campaign.<br />

Volunteers are needed to seek donations at Liverpool and 29 key railway<br />

stations around Sydney on the morning of Friday 17 <strong>May</strong>.<br />

“If volunteers can’t help at a station they can choose their own location, such<br />

as at work or a favourite coffee shop,” CareFlight Community Engagement<br />

Co-ordinator John Ebbott said.<br />

Commemorative Exhibition<br />

for Pat Gaye<br />

For two weeks commencing <strong>May</strong> 14 at Hornsby TAFE, School of Fine<br />

Arts, 205 Pacific Highway, Hornsby there will be a commemorative<br />

exhibition of the works of the Late Pat Gaye, who was for many years<br />

the oldest student at Hornsby Tafe.<br />

This exhibition will be to raise funds for the McGrath Foundation.<br />

<strong>The</strong> exhibition will be opened at 1pm on Tuesday <strong>May</strong> 14 by Lyndall Beck.<br />

Pat’s works are being donated by her longtime friend Dr Barb Angell. People<br />

attending the exhibition can choose to own one of Pat’s works in return for an<br />

appropriate donation to the McGrath Foundation. Wear a pink ribbon!<br />

A TRIBUTE TO RAYMOND<br />

(RAY) FREDERICK<br />

PHILLIPSON<br />

In acknowledgement of the recent passing of highly<br />

respected Hornsby Lions member and former Police Sergeant<br />

Ray Phillipson, Lion Pauline Henebery writes:<br />

It is with much sorrow that I reflect on the passing of Lion Ray<br />

Phillipson of the Lions Club of Hornsby, who passed<br />

away Thursday, April 4, <strong>2013</strong>.<br />

Ray’s funeral was held on Thursday, April 11, at Magnolia Chapel,<br />

Macquarie Park Crematorium, North Ryde followed by a ‘wake’<br />

at Asquith Bowling & Recreation Club where he had served on the<br />

board.<br />

Ray Phillipson was awarded the Medal OAM of the Order of<br />

Australia in the General Division for his service to the community<br />

through a range of service and youth organisations. Just some of<br />

this service included President, Secretary, fundraiser and member of<br />

Hornsby Lions Club since 1984; President; Vice President of Probus<br />

of Asquith 2008 and committee member and member since 2005;<br />

President, Operating Committee of Hornsby and Ku-ring-gai Life<br />

Education Mobile Van from 1988-2000; Life Member of Hornsby<br />

and District Life Education Centre; Director Asquith Bowling and<br />

Recreation Club since 2009; Inaugural Secretary/Manager of<br />

Hornsby and Ku-ring-gai Police and Citizens Youth Club in the 60s<br />

and 70s; Co-ordinator of the Blue Light Discos; Active member for<br />

many years of the Hornsby Branch NSW retired Police Associaiton<br />

since 1992 and Senior Sergeant NSW Police Force for 31 years<br />

until his retirement.<br />

Ray also served for six years in the Australian Army in his younger<br />

years and was present at Maralinga during the British Nuclear tests<br />

during the 1950s. “He used to say to me, with a chuckle, ‘I was<br />

at Maralinga during the testing …. That’s why I glow in the dark!’”<br />

said long-time community associate Kathie Comb of TBTW.<br />

During Ray’s police service, he was involved in the establishment of<br />

163 Neighbourhood Watch programs in th eChatswood, Eastwood<br />

and Hornsby areas during the 1980s.<br />

Ray was a true local Lions Club person. Right up until his death,<br />

right through his long period of serious inconvenience and pain,<br />

Ray continually encouraged participation in all the Club was doing.<br />

In many ways Ray was the Club conscience and the Club mentor.<br />

Ray was dearly loved by his wonderful family, especially by his<br />

wife Dell.<br />

Deepest sympathy is extended to Dell and the family at this time.<br />

So close…but so far away.<br />

I am writing this article as quickly as I can<br />

because there is something I have to do.<br />

For the last 5 days the sand upon the<br />

beach of the Gold Coast has been<br />

calling to me.<br />

My wife and I have been at a conference<br />

and we are staying in a really nice<br />

“Ocean View” room, we can see the<br />

waves, we can smell the sea, we can<br />

even hear the sounds of kids playing as<br />

they run up and down, but we are yet to<br />

set foot on it!<br />

<strong>The</strong> conference we are attending has<br />

had a very high tempo but coupled<br />

with that it has seemed that every<br />

moment has been taken up with<br />

additional meetings or opportunities<br />

to catch up but now – finally – that is<br />

all done and we have the next two days<br />

free to enjoy (as soon as this article is<br />

finished).<br />

I have often heard people say that ‘close<br />

enough is good enough’ and the fact<br />

is that it is just not true. Bridges would<br />

fail if they were constructed under this<br />

method, relationships would disintegrate<br />

if approached in this manner, and<br />

surgery would very frightening indeed<br />

if this was the motto written above the<br />

surgeon’s desk!<br />

Being ‘near’ something comes in as a<br />

poor second to being ‘with’ that person<br />

or activity.<br />

It has been nice to look at the beach<br />

from a distance but it will pale into<br />

insignificance when compared to the<br />

long walk on the sand that I am about<br />

to take.<br />

<strong>The</strong>re are probably things that you are<br />

waiting for an opportunity to experience,<br />

there may be things that you can see<br />

that you just cannot touch because<br />

of your schedule or other obstacles<br />

which are in the way. I hope that you<br />

are actively working towards touching<br />

those things which are important and<br />

that you are not satisfying yourself with<br />

being a permanent spectator rather than<br />

participant.<br />

People often approach their relationship<br />

to God in this same manner, they are<br />

happy to observe from a distance but<br />

they never get around to walking on the<br />

beach with Him.<br />

James the brother of Jesus, put it like<br />

this… “Draw near to God and He will<br />

draw near to you…” (4:8)<br />

So today, perhaps it is time to stop<br />

looking at the things of God from afar<br />

and to take a step and try walking with<br />

Him – I assure you that it will be even<br />

better than you imagine!<br />

“<strong>The</strong> White Paper has the biggest changes to the planning<br />

system in more than 30 years and will affect the lives of all<br />

residents,” Hornsby <strong>May</strong>or Steve Russell said.<br />

Hornsby Council encourages all residents of Hornsby Shire to look<br />

at the NSW Government’s draft Metropolitan Strategy for Sydney, as<br />

well as the Planning White Paper that will significantly reform the way<br />

local infrastructure and development is planned and approved.<br />

<strong>The</strong> Metropolitan Strategy sets the framework for Sydney’s growth<br />

over the next 20 years, with Sydney’s population forecast to increase<br />

by 1.3 million people, from 4.3 to 5.6 million.<br />

Of particular interest to Hornsby Shire residents is the creation<br />

of a new North subregion comprised of Hornsby, Ku-ring-gai,<br />

Manly, Warringah and Pittwater local government areas.<br />

<strong>The</strong> draft Strategy proposes that by 2031 the North Subregion<br />

will be required to:<br />

Grow in population by 81,000 persons; and<br />

Provide at least an additional 37,000 new homes and an additional<br />

39,000 new jobs to support the increase in population.<br />

<strong>The</strong> detail of how this growth is distributed across each local<br />

government area has not yet been determined but will form part of<br />

the NSW Government’s future Subregional Delivery Plan and the<br />

Council’s future Local Plans.<br />

Other objectives in the draft Strategy for the North Subregion<br />

that may be of interest to Hornsby Shire residents are to:<br />

Enhance Hornsby Town Centre as a location for retail and office use<br />

by providing for at least 1,000 new jobs, supported by higher density<br />

housing near the Centre;<br />

Facilitate delivery of additional homes and jobs in the Epping Town<br />

Centre and provide for the redevelopment of a variety of housing<br />

densities around other commercial centres along major transport<br />

corridors.<br />

Link the Orbital Motorway Network to the F3 and improve the Main<br />

Northern Rail Line for both passengers and freight; and<br />

Define the Metropolitan Rural Area and develop a new Land Release<br />

Policy that seeks to balance the need to provide housing against<br />

conserving productive agricultural land.<br />

Public comments on the draft Metropolitan Strategy will be accepted<br />

by the Department of Planning and Infrastructure until 31 <strong>May</strong> <strong>2013</strong>.<br />

<strong>The</strong> draft Strategy can be viewed at www.planning.nsw.gov.au/sydney<br />

<strong>The</strong> White Paper, meanwhile, is attempting to build a planning system<br />

focussed on sustainable growth that will deliver the houses and jobs<br />

that are needed.<br />

<strong>The</strong> proposed new planning system will be based on five key<br />

elements, with the Government hoping to deliver:<br />

Upfront community participation, which will become a legal right;<br />

Delivering infrastructure alongside growth, along with a more certain<br />

nad consistent way of funding infrastructure;<br />

Better strategic planning, developed early in the process;<br />

A planning system that is easy to access with timely results for<br />

customers; and<br />

An easy-to-use system that provides certainty to everyday<br />

applications such as family homes, extensions and small<br />

businesses.<br />

<strong>The</strong> White Paper will be on exhibition until 28 June <strong>2013</strong>. To<br />
