HAWKESBURY RIVER DRAGONS 

Where and why they paddle 

Hawkesbury River 

Dragonboater Peter Davis 

of Brooklyn has written this 

story about where and why 

they paddle. 

In the days after I wrote this, Rick 

(from the following story) passed 

away. I’d known that Rick was ill 

and in hospital and wanted to pay 

some tribute to him but did not 

realise he was so very unwell. 

Rick was the custodian of the 

Dragonboat and kept an eye on it 

during the week between paddle 

sessions. He warmly embraced 

hosting the boat at his place of 

residence at Parsley Bay. 

Rick always had a smile and a 

wave for the dragonboaters. 

He kept an eye on the weather 

and tides and would chuckle at 

our folly on rough days or as we 

negotiated past the pet goat that 

kept his lawns low. 

Rick would empty the boat from 

water after heavy rains and always 

enquired as to our next regatta 

and how we were doing. 

Rick was a lovely, kind and 

generous man. He was quickwitted 

to the end and always had 

time to share a joke or yarn. 

He is sadly missed by all who 

knew him. 

On a sleepy Sunday morning, 

when most good folk of Brooklyn 

village are tucked up snug, 

dreaming in bed, old Rick sips his

Parsley Bay. The birds have yet to 

awake, the river is calm and still. Rick 

yawns and rubs his eyes, blinks, 

scratches his head, then looks again. 

 

 

 

creep, softly, silently down to the

Hushed whispers begin to bubble

voyage is east, downstream, into 

the emerging day and along the 

unstirred olive green waters of the 

Hawkesbury. 

A plover shrieks and a dog barks. 

Sailboats sway and rigging begins 

to jangle as the paddlers dip their 

blades into the green.

quickened. Every man and woman 

reaches at once, full stretch, full 

strength, to pull on the water beneath 

the boat. The Dragonboat picks up 

speed when all crew become one. 

Twenty paddles plunge into the river 

in unison over and again. 

One breath and one boat. 

The vessel becomes its mythical 

namesake and, dragon-like, rises up 

and over the water. 

The navigator sweeps an arc with his 

oar and steers out from 

the safety of the bay, 

into the rising tide and 

somehow into a distant 

past. 

Along what will become 

a well-paddled path, the 

 

watched silently on high 

by ridges and ancient 

 

and rust ochre caves 

the only other witness to 

their adventure into this 

magical place. 

After paddling leagues 

along the river, the crew 

returns to the shore and 

back to our time. 

Their faces are red, they 

draw deep breaths, yet 

strangely they smile, 

laugh and appear

RSL Club with some 100 residents. We were all there to attend a 

workshop by the NSW Dept of Planning & Infrastructure involving the 

implementation of ‘A New Planning System for NSW’.

The Lead Facilitator for the workshop was Roberta Ryan from UTS. 

A key theme of the new system is Community Participation involving key 

decisions that will shape our cities, towns and neighbourhoods. 

“We need to look at community engagement in the various planning stages,” 

commented Cllr Antony Anisse. 

Other comments were: 

“Planning is taking in the values of the community,” - Nancy Pallin 

“People’s opinions should be given more notice,” - John Lambeth of Mt 

Colah. 

“People should have a right of a merit appeal,” - Dr Peter Jensen of 

Hyparcons Planning Consultants, who also favoured decentralisation. 

“It’s important that the people are listened to with appropriate consultation,” - 

Matt Kean, State MP for Hornsby. 

Each table gave feedback to the gathering on the points that they had 

discussed which were then passed onto the NSW Planning staff attending.

MERV COLLINS 20 YEARS 

SERVICE TO MARINE RESCUE

Merv Collins joined the Royal Volunteer Coastal Patrol, as it 

was known in those days, at the Sydney division on 17 th January 

2019. He was actively involved with the division from the outset, 

and one of the most memorable events during his time with 

Sydney, was the Olympics. 

Shortly after the Olympics, Merv transferred to Hawkesbury, 

where his skill and dedication were recognised, and he was

there who would go walking in a National Park 

these days without a gun. 

As someone who has been attacked repeatedly 

by a feral cat, and chased by wild pigs, you 

wouldn’t get me anywhere near a National Park 

without both a gun and a dog. 

Seeing that I no longer have a gun, a gun licence, 

nor a dog, I’ll be smart and stay at home.

Dear BT, 

Bad driver behaviour towards cyclists 

I write again to draw attention to poor behaviour 

towards cyclists by some drivers in our 

local area. 

At noon last Sunday I was riding down Yirra 

Road Mount Colah and signalling a right turn 

to Varna St, when a driver behind accelerated 

in an attempt to overtake me as I slowed and 

started to make the turn. Luckily I had seen the 

car approaching from the corner of my eye. 

I realised then that he was going to hit me at 

speed if I turned right and quickly turned toward 

the left side of the road and the kerb. The driver 

braked hard to avoid hitting another vehicle 

coming up the hill and after the screech of 

brakes several people came out from houses to 

see what was happening. 

Had I not made that split second decision to 

abort the right turn I would probably be seriously 

injured or worse. I am grateful the winds of good 

fortune blew in my direction that day! What is 

interesting is that the driver stopped and left his 

vehicle to abuse me, and suggest that I nearly 

caused the collision! 

It just reinforces my view, and it’s a view based 

on many similar experiences, that there are 

a few drivers on our local roads who do not 

regard cyclists as legitimate road users. As a 

consequence they constitute a real danger to 

cyclists and other road users and should be 

reported to police for their dangerous driving 

behaviour towards cyclists.

Aeromedical rescue charity CareFlight is looking volunteers to help 

raise funds during its MAYday for CareFlight 2013 campaign. 

Volunteers are needed to seek donations at Liverpool and 29 key railway 

stations around Sydney on the morning of Friday 17 May. 

“If volunteers can’t help at a station they can choose their own location, such 

as at work or a favourite coffee shop,” CareFlight Community Engagement 

Co-ordinator John Ebbott said.

Commemorative Exhibition 

for Pat Gaye 

For two weeks commencing May 14 at Hornsby TAFE, School of Fine 

Arts, 205 Pacific Highway, Hornsby there will be a commemorative 

exhibition of the works of the Late Pat Gaye, who was for many years 

the oldest student at Hornsby Tafe. 

This exhibition will be to raise funds for the McGrath Foundation. 

The exhibition will be opened at 1pm on Tuesday May 14 by Lyndall Beck. 

Pat’s works are being donated by her longtime friend Dr Barb Angell. People 

attending the exhibition can choose to own one of Pat’s works in return for an 

appropriate donation to the McGrath Foundation. Wear a pink ribbon!

thread that made Monroe’s bra strap break when she curtseyed to Sir Laurence

Berowra Rotary will celebrate the 36th 

Anniversary of its Charter on Wednesday 

29th May at a Dinner at Berowra RSL Club. 

During these years many young people have benefited from RYLA (Rotary 

Youth Leadership Award), RYDA (Rotary Youth Driving Awareness) Science 

and Engineering Challenge, and the Rotary Youth Exchange Program. 

Nearly 40 students – sponsored by Berowra Rotary – have experienced 

living in the Berowra area, enjoying the Australian way of life and the 

culture of participating countries, including Japan, South Africa, USA, 

Indonesia, Sweden, Germany and Brazil. 

The friendships continue today and contribute to World Understanding 

and Peace.

A TRIBUTE TO RAYMOND 

(RAY) FREDERICK 

PHILLIPSON 

In acknowledgement of the recent passing of highly 

respected Hornsby Lions member and former Police Sergeant 

Ray Phillipson, Lion Pauline Henebery writes: 

It is with much sorrow that I reflect on the passing of Lion Ray 

Phillipson of the Lions Club of Hornsby, who passed 

away Thursday, April 4, 2013. 

Ray’s funeral was held on Thursday, April 11, at Magnolia Chapel, 

Macquarie Park Crematorium, North Ryde followed by a ‘wake’ 

at Asquith Bowling & Recreation Club where he had served on the 

board. 

Ray Phillipson was awarded the Medal OAM of the Order of 

Australia in the General Division for his service to the community 

through a range of service and youth organisations. Just some of 

this service included President, Secretary, fundraiser and member of 

Hornsby Lions Club since 1984; President; Vice President of Probus 

of Asquith 2008 and committee member and member since 2005; 

President, Operating Committee of Hornsby and Ku-ring-gai Life 

Education Mobile Van from 1988-2000; Life Member of Hornsby 

and District Life Education Centre; Director Asquith Bowling and 

Recreation Club since 2009; Inaugural Secretary/Manager of 

Hornsby and Ku-ring-gai Police and Citizens Youth Club in the 60s 

and 70s; Co-ordinator of the Blue Light Discos; Active member for 

many years of the Hornsby Branch NSW retired Police Associaiton 

since 1992 and Senior Sergeant NSW Police Force for 31 years 

until his retirement. 

Ray also served for six years in the Australian Army in his younger 

years and was present at Maralinga during the British Nuclear tests 

during the 1950s. “He used to say to me, with a chuckle, ‘I was 

at Maralinga during the testing …. That’s why I glow in the dark!’” 

said long-time community associate Kathie Comb of TBTW. 

During Ray’s police service, he was involved in the establishment of 

163 Neighbourhood Watch programs in th eChatswood, Eastwood 

and Hornsby areas during the 1980s. 

Ray was a true local Lions Club person. Right up until his death, 

right through his long period of serious inconvenience and pain, 

Ray continually encouraged participation in all the Club was doing. 

In many ways Ray was the Club conscience and the Club mentor. 

Ray was dearly loved by his wonderful family, especially by his 

wife Dell. 

Deepest sympathy is extended to Dell and the family at this time.

So close…but so far away. 

I am writing this article as quickly as I can 

because there is something I have to do. 

For the last 5 days the sand upon the 

beach of the Gold Coast has been 

calling to me. 

My wife and I have been at a conference 

and we are staying in a really nice 

“Ocean View” room, we can see the 

waves, we can smell the sea, we can 

even hear the sounds of kids playing as 

they run up and down, but we are yet to 

set foot on it! 

The conference we are attending has 

had a very high tempo but coupled 

with that it has seemed that every 

moment has been taken up with 

additional meetings or opportunities 

to catch up but now – finally – that is 

all done and we have the next two days 

free to enjoy (as soon as this article is 

finished). 

I have often heard people say that ‘close 

enough is good enough’ and the fact 

is that it is just not true. Bridges would 

fail if they were constructed under this 

method, relationships would disintegrate 

if approached in this manner, and 

surgery would very frightening indeed 

if this was the motto written above the 

surgeon’s desk! 

Being ‘near’ something comes in as a 

poor second to being ‘with’ that person 

or activity. 

It has been nice to look at the beach 

from a distance but it will pale into 

insignificance when compared to the 

long walk on the sand that I am about 

to take. 

There are probably things that you are 

waiting for an opportunity to experience, 

there may be things that you can see 

that you just cannot touch because 

of your schedule or other obstacles 

which are in the way. I hope that you 

are actively working towards touching 

those things which are important and 

that you are not satisfying yourself with 

being a permanent spectator rather than 

participant. 

People often approach their relationship 

to God in this same manner, they are 

happy to observe from a distance but 

they never get around to walking on the 

beach with Him. 

James the brother of Jesus, put it like 

this… “Draw near to God and He will 

draw near to you…” (4:8) 

So today, perhaps it is time to stop 

looking at the things of God from afar 

and to take a step and try walking with 

Him – I assure you that it will be even 

better than you imagine!

“The White Paper has the biggest changes to the planning 

system in more than 30 years and will affect the lives of all 

residents,” Hornsby Mayor Steve Russell said. 

Hornsby Council encourages all residents of Hornsby Shire to look 

at the NSW Government’s draft Metropolitan Strategy for Sydney, as 

well as the Planning White Paper that will significantly reform the way 

local infrastructure and development is planned and approved. 

The Metropolitan Strategy sets the framework for Sydney’s growth 

over the next 20 years, with Sydney’s population forecast to increase 

by 1.3 million people, from 4.3 to 5.6 million. 

Of particular interest to Hornsby Shire residents is the creation 

of a new North subregion comprised of Hornsby, Ku-ring-gai, 

Manly, Warringah and Pittwater local government areas. 

The draft Strategy proposes that by 2031 the North Subregion 

will be required to: 

Grow in population by 81,000 persons; and 

Provide at least an additional 37,000 new homes and an additional 

39,000 new jobs to support the increase in population. 

The detail of how this growth is distributed across each local 

government area has not yet been determined but will form part of 

the NSW Government’s future Subregional Delivery Plan and the 

Council’s future Local Plans. 

Other objectives in the draft Strategy for the North Subregion 

that may be of interest to Hornsby Shire residents are to: 

Enhance Hornsby Town Centre as a location for retail and office use 

by providing for at least 1,000 new jobs, supported by higher density 

housing near the Centre; 

Facilitate delivery of additional homes and jobs in the Epping Town 

Centre and provide for the redevelopment of a variety of housing 

densities around other commercial centres along major transport 

corridors. 

Link the Orbital Motorway Network to the F3 and improve the Main 

Northern Rail Line for both passengers and freight; and 

Define the Metropolitan Rural Area and develop a new Land Release 

Policy that seeks to balance the need to provide housing against 

conserving productive agricultural land. 

Public comments on the draft Metropolitan Strategy will be accepted 

by the Department of Planning and Infrastructure until 31 May 2013. 

The draft Strategy can be viewed at www.planning.nsw.gov.au/sydney 

The White Paper, meanwhile, is attempting to build a planning system 

focussed on sustainable growth that will deliver the houses and jobs 

that are needed. 

The proposed new planning system will be based on five key 

elements, with the Government hoping to deliver: 

Upfront community participation, which will become a legal right; 

Delivering infrastructure alongside growth, along with a more certain 

nad consistent way of funding infrastructure; 

Better strategic planning, developed early in the process; 

A planning system that is easy to access with timely results for 

customers; and 

An easy-to-use system that provides certainty to everyday 

applications such as family homes, extensions and small 

businesses.
