Road Types For running emissions, county-level VMT is distributed to four road types: • Rural Restricted Access (freeways and Interstates), • Rural Unrestricted Access, • Urban Restricted Access (freeways and Interstates), • Urban Unrestricted Access • A fifth road type, “off-network”, is included to capture start, evaporative and extended idle emissions – This is not the same as “off-network” vehicle activity in the travel modeling world. 27
