rights at <strong>Council</strong> meetings<br />
meetings of <strong>Council</strong> committees and subcommittees at which the Tangata<br />
Whenua are represented in accordance with standing order 40.4.<br />
40.10<br />
Representatives of the Tangata Whenua have the right to address any<br />
meeting of the <strong>Council</strong> for a maximum period of 15 minutes on any<br />
items, matters or issues which have been identified or initiated by the<br />
Tangata Whenua and considered at a meeting of a <strong>Council</strong> committee or<br />
subcommittee. This right is in addition to and separate from those rights of<br />
public comment also available to the Tangata Whenua in terms of<br />
standing <strong>orders</strong> 38.1 and 38.2.<br />

41.1<br />
Representatives of the Taura Here may on their own initiative request that<br />
any item which they wish to discuss be placed on the agenda for a<br />
meeting of the committee or subcommittee whose Terms of Reference<br />
cover that item. Any such request is to be in writing, signed on behalf of<br />
the Taura Here, stating the meeting at which it is proposed that the<br />
item be considered, and is to be delivered to the Chief Executive at least<br />
10 clear working days before the date of such meeting.<br />
41.2<br />
Representatives of the Taura Here have the right to address any meeting<br />
of the <strong>Council</strong> for a maximum period of 15 minutes on any items,<br />
matters, or issues which have been identified or initiated by the<br />
Taura Here and considered at a meeting of a <strong>Council</strong> committee or<br />
subcommittee. This right is in addition to, and separate from, those rights of<br />
public comment available to the Taura Here in terms of standing <strong>orders</strong> 38.1<br />
and 38.2.<br />
42. PETITIONS<br />
Form of petitions 42.1<br />
Every petition presented to the local authority or to any of its committees<br />
must comprise less than 500 words and not be disrespectful, nor use<br />
offensive language or make statements made with malice (see standing<br />
<strong>orders</strong> 33.1 and 33.2 regarding qualified privilege).<br />

42.2<br />
Any member of the local authority who presents a petition on behalf of<br />
the petitioners is to confine himself/herself to reading the petition and the<br />
statement of the parties from which it comes, and the number of<br />
signatures attached to it.<br />
42.3<br />
A petition presented to a local authority or any of its committees may be in<br />
English or Maori. Prior arrangement with the Chairperson should be<br />
sought at least 2 working days before the meeting if the petition is not in<br />
English. The Chairperson may order that any petition be translated and/or<br />
printed in another language.<br />
