Removal of members of<br />

34.2<br />

If any member of the public who is required in accordance with standing<br />

order 34.1 to leave a meeting refuses or fails to leave the meeting or, having left<br />

the meeting, attempts to re-enter the meeting without the permission of<br />

the Chairperson, any Police Officer or employee of the <strong>Council</strong> may, at<br />

the request of the Chairperson, remove or exclude that member of the<br />

public from the meeting.<br />

35. MINUTES OF PROCEEDINGS<br />

Minutes to be evidence of<br />

proceedings<br />

35.1<br />

Every local authority must keep minutes of its proceedings, and minutes<br />

of proceedings duly entered and authenticated as prescribed by the local<br />

authority are prima facie evidence of those proceedings.<br />

Keeping of minutes 35.2<br />

The Chief Executive or his/her designated representative shall keep the<br />

minutes of meetings. The minutes shall record the date, time and venue of the<br />

meeting; the names of those members and officers present; identification of<br />

the Chairperson; apologies tendered; arrival and departure times; any<br />

failure of a quorum; a list of speakers under public comment and the<br />

topics they cover; a list of items considered; resolutions pertaining to<br />

those items; any objections to words used; all divisions taken; names of any<br />

members abstaining from voting when requested; declarations of<br />

pecuniary interest; contempt, censure and removal of any members;<br />

resolutions to exclude members of the public; and the time that the meeting<br />

concludes or adjourns (see standing <strong>orders</strong> 15, 21.15, 23.3, 24.3, 26.4, 32.5, and<br />

32.10).<br />

Committee minutes<br />

35.3<br />

The minutes and proceedings of every <strong>Council</strong>, community board and<br />

community committee meeting are to be circulated to members and<br />

considered at the next meeting succeeding, and, if approved by that<br />

meeting, or when amended as directed by that meeting, are to be signed by<br />

the Chairperson of such succeeding meeting.<br />

Approval of minutes 35.4<br />

The minutes and proceedings of every committee meeting (excluding<br />

community committees) are to be circulated to members with the <strong>Council</strong><br />

order paper and considered at the next appropriate <strong>Council</strong> meeting.<br />

Consideration at that meeting is to include amendments to any matters<br />

recorded, receipt of the minutes (which represent a report to <strong>Council</strong>), and<br />

consideration of any recommended matters requiring <strong>Council</strong> approval.<br />

Receipt by <strong>Council</strong> of the minutes of committees will, unless stated otherwise,<br />

be interpreted as confirmation of the accuracy of the minutes. If received<br />

by that meeting, or when amended as directed by that meeting, the minutes are<br />

to be signed by the Chairperson of the committee.
