Contempt to be recorded<br />

in minutes<br />

21.15<br />

Where the meeting resolves to find the member in contempt that<br />

resolution shall be recorded in the minutes.<br />

Removal from meeting 21.16<br />

If any member who is required in accordance with a Chairperson's<br />

requirement to leave the meeting refuses or fails to do so, or having left the<br />

meeting attempts to re-enter without the permission of the Chairperson,<br />

any Police Officer or employee of the <strong>Council</strong> may, at the Chairperson's request,<br />

remove or exclude the member from the meeting.<br />

22. QUORUM AT MEETINGS<br />

22.1<br />

"A meeting is duly constituted if a quorum is present whether or not all of the<br />

members present are voting or entitled to vote."<br />

"Business may not be transacted at any meeting unless at least a quorum of<br />

members is present during the whole of the time at which the business is<br />

"The quorum at any meeting of a local authority consists of half the members if the<br />

number of members (including vacancies) is even, or a majority of members if<br />

the number is odd."<br />

22.4<br />

"The quorum at a meeting of a Committee:<br />

(a)<br />

(b)<br />

Is not fewer than 2 members of the Committee (as determined<br />

by the local authority or committee that appoints the<br />

committee); and<br />

In the case of a committee (other than a subcommittee), shall<br />

include at least 1 member of the local authority."<br />

23. FAILURE OF A QUORUM<br />

Meeting lapses if no<br />

quorum<br />

23.1<br />

If a meeting is short of a quorum at its commencement, or falls short of a<br />

quorum, the business is to stand suspended and, if no quorum is present<br />

within 15 minutes, the Chairperson is to vacate the chair and the<br />

meeting shall lapse.
