of voting from which, each time, the candidate<br />

with the fewest votes in the previous round is<br />

excluded; and<br />

in any round of voting, if 2 or more candidates tie<br />

for the lowest number of votes, the person<br />

excluded from the next round is resolved by lot.<br />

(4) System B-<br />

requires that a person is elected or appointed if he or she<br />

receives more votes than any other candidate; and<br />

6. APPOINTMENT OF COMMITTEES<br />

6.1<br />

A local authority may appoint the committees, subcommittees and other<br />

subordinate decision – making bodies that it considers appropriate, and a<br />

committee may appoint the subcommittees it considers appropriate,<br />

unless prohibited from doing so by the local authority.<br />

6.2<br />

Unless expressly provided otherwise in an Act, a local authority, and a<br />

committee with respect to a subcommittee appointed by that committee,<br />

may at any time discharge or reconstitute any committee or<br />

subcommittee.<br />

Committees subject to<br />

direction of local authority<br />

6.3<br />

Every committee is subject in all things to the control of the local authority<br />

and must carry out all directions of the local authority given in relation to<br />

the committee or its affairs. However, nothing in this standing order<br />

entitles a local authority or committee to rescind or amend a decision<br />

made by a committee, subcommittee or other subordinate decision-making<br />

body in accordance with a delegation authorising the making of the<br />

decision. Similarly, every subcommittee is subject in all things to the control<br />

of the committee that appointed it and is required to carry out all directions<br />

of the committee given in relation to the subcommittee or its affairs.<br />
