in Title Security Agency’s<br />

appeal of the Department’s<br />

cease and desist order to<br />

compel best practices and<br />

payment of a civil penalty. The<br />

company is a mortgage broker<br />

that agreed to a negotiated<br />

$200,000 civil money penalty<br />

and to employ best practices<br />

with regard to future business.<br />

Title Security Agency<br />

violated various escrow<br />

agency statutes by its failure<br />

to maintain internal controls<br />

over its business.<br />

• Mortgages Ltd.<br />

We represented the Department<br />

of Financial Institutions<br />

in an action to revoke the<br />

mortgage banker’s license of<br />

Mortgages, Ltd. The company<br />

consented to the revocation<br />

of its mortgage banker’s<br />

license on July 28, 2009.<br />

Mortgages Ltd. was one of<br />

the largest bankruptcies<br />

filed in the state of <strong>Arizona</strong>.<br />

The consent to revocation<br />

was based upon violations of<br />

numerous mortgage banker<br />

statutes.<br />

• Department of Insurance<br />

Case<br />

We represented the Department<br />

of Insurance in an<br />

emergency action before<br />

the Superior Court regarding<br />

two insurance companies,<br />

Thureus Insurance Group,<br />

Inc. and Astraea Risk Retention<br />

Group, Inc., both owned<br />

by Arrow Trucking Company.<br />

Astraea provided various<br />

insurance policies to Arrow.<br />

Thureus provided reinsurance<br />

to Astraea and wrote direct<br />

surety and employer’s liability<br />

coverage for Arrow. On<br />
