Moving in marches upon the heavenly plain,<br />

As the stars that are starry in the time of our darkness,<br />

To the end, to the end, they remain.<br />

The Ode comes from ‘For the Fallen’, a poem by the English poet<br />

and writer Laurence Binyon and was published in London in the<br />

Winnowing Fan; Poems of the Great War 1914.

President’s <strong>Report</strong><br />

Don Rowe OAM<br />

I have much pleasure in introducing you to the new<br />

formatted <strong>RSL</strong> <strong>Ann</strong>ual <strong>Report</strong>.<br />

As you can see there has been a number of major<br />

changes in the report this year, including the<br />

financial statements and accounts, which was<br />

agreed to by Congress to show the financial<br />

statements in graphs and pie charts. I am sure this<br />

makes it easier to comprehend the true financial<br />

statements and position of the New South Wales<br />

<strong>RSL</strong>. All the figures that are usually presented in<br />

our <strong>Ann</strong>ual <strong>Report</strong> can easily be found on our<br />

website.<br />

The new format also looks at, month by month,<br />

some of the major events which occurred<br />

throughout the year. So, this year my report will not<br />

go into fine detail as I have done in previous years.<br />

As is the custom of <strong>RSL</strong> NSW, I had the opportunity<br />

to attend and represent the League at a great<br />

number of commemoration services and sub-<br />

Branch functions throughout the year. I continue to<br />

see that all our commemoration services are<br />

extremely well attended.<br />

Special thanks to Northern Country Vice President,<br />

Mr Bob Crosthwaite OAM, for standing in as Acting<br />

State President in my absence for ANZAC Day. I<br />

had the pleasure of representing the <strong>RSL</strong> and the<br />

NSW at the ANZAC Day Services in Ieper, Belgium.<br />

I am pleased to report that the <strong>RSL</strong> continues to<br />

strive forward with numerous initiatives being<br />

achieved. As our CEO/State Secretary mentions in<br />

his report the Strategic Plan is playing a major role<br />

not only State Branch/State Council level but I am<br />

pleased to say at District Council and sub-Branch<br />

level.<br />

In October we held a meeting with the District<br />

Council Presidents and in accordance with<br />

Corporate Governance we have tasked our District<br />

Council Presidents to help along with their sub-<br />

Branches with our Strategic Plan. District Councils<br />

and sub-Branches will play a major role in ensuring<br />

that we continue to go ahead into the future<br />

together.<br />

State Council authorized PricewaterhouseCoopers<br />

consultants to investigate and work with us to<br />

ensure that we as State Branch and sub-Branches<br />

continue to comply with tax regulations that are laid<br />

down for not-for-profit charities. It is essential that<br />

we continue to retain that status. This report, and<br />

work needed will continue onto 2012.<br />

The other major issue is in regard to the Not-For-<br />

Profit Commission which was put into place in the<br />

announcements of the Federal Government’s<br />

budget. As yet we are unable to confirm the impact<br />

of this Commission. However, I envisage this will<br />

also require a great deal of effort and work to<br />

ensure that we comply with the yet to be written<br />

rules. There are a number of challenges facing the<br />

League and a lot of those are legal requirements,<br />

which unfortunately are continually being changed<br />

and continue to make the workload of all involved<br />

ever increasing.<br />

Sadly, we continue to see our wonderful veterans<br />

disappearing in our membership of sub-Branches.<br />

The World War II Members have been for many<br />

years the main stay keeping a great organization<br />

running so successfully. It is pleasing to note that<br />

we are seeing more and more younger Members<br />

accepting the role of executive members of our<br />

sub-Branches and District Councils and also<br />

becoming members of our State Council.<br />

In conclusion, I sincerely thank our membership for<br />

their great work, effort and for the time they have<br />

volunteered to ensure that we go forward not only<br />

for the Centenary of ANZAC 2015 but the for<br />

Centenary of the League itself in 2016.<br />

My special thanks and appreciation to members of<br />

State Council who continue to work tirelessly with<br />

great guidance and understanding of where the<br />

League needs to be and more importantly, how we<br />

will get there. I am sure I speak on behalf of all<br />

Members of the League in extending our thanks<br />

and appreciation to the State Secretary staff at<br />

ANZAC House for their hard work and dedication to<br />

our Members and the future of the League.<br />

On behalf of the <strong>RSL</strong> State Council, I am pleased to<br />

present a summary of the audited financial<br />

statements of The Returned and Services League<br />

of Australia (New South Wales Branch) for the year<br />

ended 31 st December <strong>2011</strong>.<br />

Within this <strong>Ann</strong>ual <strong>Report</strong>, there is a summary of<br />

key financial performance data for the State Branch<br />

presented in a graphical format. Financial<br />

statements in detail for <strong>RSL</strong> State Branch can be<br />

viewed at the <strong>RSL</strong> website, in addition to the <strong>RSL</strong><br />

Central Council of Women’s Auxiliaries, NSW <strong>RSL</strong><br />

Youth Council, Reginald William Coward Trust, St<br />

Marys <strong>RSL</strong> Memorial Fund and ANZAC House<br />

Trust.<br />

State Branch is intensely involved in a review of its<br />

functioning within the financial system to ensure<br />

both it and sub-Branches are in full compliance with<br />

government legislation, currently and what is<br />

proposed for the not-for-profit sector. Elected<br />

officers at all levels have an obligation to fully assist<br />

with total compliance in all respects and where any<br />

doubt may exist, they should make immediate<br />

contact with State Branch.<br />

Trustees, Treasurers, in fact all elected officers are<br />

encouraged to bring about a greater focus within<br />

their sub-Branches on the importance of <strong>RSL</strong><br />

Charities and the functioning of <strong>RSL</strong> State Branch<br />

when considering any donations. It appears that<br />

this is the last area of consideration by some, rather<br />

than as a priority, evaluating how a sub-Branch can<br />

assist with the improved effectiveness of our own<br />

operations.<br />

It is unimaginable that an <strong>RSL</strong> sub-Branch would<br />

not contribute to <strong>RSL</strong> Charities when in fact such<br />

donations are deployed elsewhere. Without this<br />

support from our sub-Branches especially from<br />

those with available assets, we will be at risk of not<br />

fully meeting our aims and objectives through the<br />

fair distribution of our own wealth with a focus on<br />

shared equity. Each sub-Branch should consider<br />

how it can support <strong>RSL</strong> Charities and other State<br />

Branch programmes, regardless of the level of<br />

support it may be able to provide.<br />

The overall result for the period was a net surplus<br />

of $1,015,350 with net assets increasing to<br />

$39,428,934. Whilst this represents a good result<br />

overall, it must be appreciated that without the<br />

surplus provided by the Hyde Park Inn, the actual<br />

viability of <strong>RSL</strong> State Branch would be seen in a<br />

less viable position.<br />

Through a firm focus on operational costs without<br />

suppressing real opportunities, State Branch has<br />

very effectively managed its responsibilities in an<br />

increasingly challenging environment.<br />

<strong>RSL</strong> State Council extends its appreciation to all<br />

involved.<br />

By the close of <strong>2011</strong>, the year had proved to have<br />

been a good year for the League in NSW. Many<br />

achievements were made at all levels of <strong>RSL</strong> NSW<br />

and the foundations have been laid for a bright and<br />

prosperous future.<br />

The highlights, in a nutshell were, the <strong>RSL</strong> NSW<br />

Strategic Plan <strong>2011</strong> - 2016 was released; <strong>RSL</strong><br />

visited the troops in a war zone for the first time<br />

since the Vietnam War; <strong>RSL</strong> continued to provide<br />

assistance to ADF members to fill in gaps in the<br />

provision of services or financial assistance in times<br />

of great hardship; the <strong>RSL</strong> Corps of Guards was<br />

formed and the first intake of 20 Guardians on Duty<br />

was inducted to the Corps; District Council<br />

Presidents met and decided to embrace the<br />

Strategic Plan and vowed to take the lead in<br />

modernising and reinvigorating the League in NSW<br />

and many <strong>RSL</strong> sub-Branches took active and<br />

positive steps to increase their membership<br />

numbers.<br />

Membership continues to be our need for focus as<br />

without Members, we fail our mates and the<br />

community in achieving all that is expected of us.<br />

The League is relied upon to be actively engaged<br />

in standing up for our Defence Force, being<br />

responsible for commemoration in many<br />

communities, to lobby for veterans' entitlements<br />

and act as the charity for serving & ex-serving men<br />

and women right across this great state of ours.<br />

Members have asked State Branch for strategies,<br />

tools and resources to assist in the recruitment of<br />

like minded folk to march with us on our journey to<br />

uphold the aims and objects of the League. The<br />

Strategic Plan will guide us down this path and with<br />

diligence, innovation and good old fashioned hard<br />

work we will see the benefits of <strong>RSL</strong> membership<br />

becoming more widely known and appreciated.<br />

In a lot of cases the first, (and sometimes the last)<br />

contact with perspective members is at sub-Branch<br />

level. Here we have to be welcoming to younger<br />

members, tolerant of their differences, embracing of<br />

the mixed gender nature of today's ADF. We should<br />

be able to display our genuine and sincere desire<br />

to help all those who need our help, not just those<br />

from our community, or unit, Corps, ship, squadron<br />

or service as ourselves. Inclusiveness, innovation<br />

and sincerity will overcome all barriers put up in the<br />

past, whether perceived or factual. With the<br />

centenary of the League looming ahead of us in<br />

I recently provided auditing services for eight of our<br />

sub-Branches; Alstonville, Belmore, Brooklyn,<br />

Eumungarie Coboco, Narrandera, Narromine,<br />

Sussex Inlet and Woodenbong. None of these sub-<br />

Branches have large financial assets but they were<br />

still able to provide support for their Members,<br />

conduct commemorative services, maintain war<br />

memorials and war graves, all continuing to support<br />

the ideals and objectives of the League that were<br />

established nearly a century ago.<br />

The recent PricewaterhouseCoopers review of our<br />

sub-Branches income tax exemption status, which<br />

will be presented at the 2012 <strong>Ann</strong>ual State<br />

Congress, will address this issue of sub-Branches<br />

charitable activities.<br />

The Hyde Park Inn Motel provides State Branch<br />

with an income stream through the payment of rent<br />

and administration fees; in <strong>2011</strong> this totalled<br />

$1,066,020.<br />

To ensure the Motel continues to provide this<br />

support the Motel needs to maintain a high<br />

standard of accommodation and service. The Motel<br />

is mid-way through an upgrade with the<br />

refurbishment of all bathrooms; replacement of the<br />

soft furnishings; a new hot water system and noise<br />

reduction works to the rooms. Thank you to our<br />

Members for their positive comments on these<br />

improvements.<br />

<strong>2011</strong> was a year of “steady as you go” for the State<br />

Branch. But this will change in 2012 with the<br />

establishment of the Federal Government’s<br />

Australian Not-For-Profit Commission and in 2013<br />

there will be the introduction of the new statutory<br />

definition of a charity.<br />

The establishment of this Commission will result in<br />

enormous changes for the League and we are<br />

waiting for final details of the legislation. The<br />

Commission will have three main areas –<br />

• <strong>Report</strong>ing framework – financial and<br />

governance reporting by charities;<br />

• Information portal – a searchable database<br />

for the public and a “one stop” gateway for<br />

charities; and<br />

• Education and advice to charities.<br />

We will certainly be providing to all sub-Branches<br />

full details of how the introduction of the Australian<br />

Not-For-Profit Commission will affect their activities<br />

and reporting requirements.<br />

In <strong>2011</strong>, <strong>RSL</strong> AFOF provided<br />

parcels to serving members of<br />

the Australian Defence Force<br />

and Australian Federal Police<br />

posted overseas. The majority<br />

of these personnel serve in<br />

peacemaking missions on a six<br />

month rotation basis and to<br />

ensure that each receives the<br />

benefit of a package during<br />

their period of service, the<br />

packages are made available<br />

for delivery twice yearly. These<br />

packages are loosely referred<br />

to as the mid-year and<br />

Christmas packages.<br />

In <strong>2011</strong>, <strong>RSL</strong> AFOF (NSW<br />

Division) commitment to the<br />

support of serving ADF<br />

members overseas continued:<br />

HMAS Toowoomba and HMAS<br />

Melbourne on Operation Slipper<br />

were provided with Satellite TV<br />

services and <strong>RSL</strong> AFOF (NSW<br />

Division) paid for the Cultural<br />

tours for the ships’ crews when<br />

in port.<br />

Afghanistan - <strong>RSL</strong> AFOF (NSW<br />

Division) helped pay for the<br />

restoration of the Memorial at<br />

Tarin Kot and the issuing of<br />

Challenge Coins to all serving<br />

members serving in<br />

Afghanistan on Remembrance<br />

Day, 11/11/11.<br />

The Middle East - provided<br />

fitness equipment to the RAAF<br />

personal serving in Al Minhad<br />

(AMAB – the RAAF Base in<br />

Dubai).<br />

The Sinai - AUSCON<br />

Multinational Force and<br />

Observers Sinai, Egypt where<br />

equipment, which was paid for<br />

by <strong>RSL</strong> AFOF (NSW Division),<br />

was provided so as they could<br />

celebrate Australia Day and<br />

have ongoing recreational<br />

equipment.<br />

This ongoing support has led to<br />

a special relationship being<br />

formed between the ADF and<br />

<strong>RSL</strong> AFOF (NSW Division).<br />

Evidence of this special<br />

relationship was shown by the<br />

invitation from the ADF for two<br />

of our AFOF members to visit<br />

the crew of HMAS Toowoomba<br />

on deployment in the Gulf and<br />

then onto Afghanistan to visit<br />

our troops. <strong>RSL</strong> AFOF (NSW<br />

Division) is committed to the<br />

ongoing support of our ADF<br />

personnel in whatever ways we<br />

can be of service.<br />

<strong>2011</strong> continued the tradition<br />

where we saw volunteers from<br />

<strong>RSL</strong> State Branch, <strong>RSL</strong> sub-<br />

Branches and civilians from the<br />

Defence Department and the<br />

Department of Veterans’ Affairs<br />

joining with serving members of<br />

the Deployed Forces Support<br />

Unit (39 th Battalion) at<br />

Randwick Barracks in NSW to<br />

pack over 3,500 parcels in both,<br />

May and November, for<br />

shipment overseas under the<br />

direction of Mr Derek Robson,<br />

the <strong>RSL</strong> AFOF Executive<br />

Commissioner.<br />

These <strong>RSL</strong> AFOF parcels were<br />

sent to Afghanistan, Timor<br />

Leste, Iraq, Middle East, Sinai,<br />

Solomon Islands and Sudan.<br />

Australia has large numbers of<br />

personnel serving in these<br />

overseas missions. The<br />

packages contained various<br />

items to remind personnel of<br />

home and included ANZAC<br />

biscuits, glucose confectionery,<br />

salted peanuts, muesli bars,<br />

lollies, a letter of appreciation<br />

on behalf of all Australians and<br />

Membership contact details.<br />

It should be noted that it is<br />

essential for the Fund to keep<br />

sufficient finances on hand, so<br />

that in the event of a sudden<br />

requirement, <strong>RSL</strong> AFOF can act<br />

immediately in support of our<br />

forces.<br />

To achieve this we receive<br />

regular support from the <strong>RSL</strong><br />

community and thank all sub-<br />

Branches, Women’s Auxiliary’s<br />

and others for their generous<br />

donations totalling $103,665<br />

We are also most grateful for<br />

the significant $12,500.00<br />

donation received from the<br />

United Returned Soldiers Fund<br />

through the sale of the badges<br />

on ANZAC Day.<br />

The Sydney ANZAC Day March<br />

for <strong>2011</strong> commenced at the<br />

stroke of 9 o’clock and the rain<br />

was clearly unperturbed by the<br />

grumblings of organisers and<br />

participants alike. Despite the<br />

conditions, the big wet failed to<br />

dampen the spirits of the<br />

veterans and those who<br />

supported them. Under trying<br />

conditions, the <strong>2011</strong> March was<br />

seen as a great success and<br />

although there was an obvious<br />

reduction in numbers in some<br />

contingents, more than 18,000<br />

people turned out to participate<br />

in the largest commemorative<br />

event in Australia.<br />

Command was the March<br />

Commander. The <strong>RSL</strong> NSW<br />

contingent was led by State<br />

Vice President Northern<br />

Country, Mr Bob Crosthwaite,<br />

OAM representing the State<br />

President who was fulfilling<br />

responsibilities overseas. Also,<br />

Australia’s most recent recipient<br />

of the Victoria Cross for<br />

Australia, Corporal Ben<br />

Roberts-Smith, VC, MG,<br />

marched with the SASR<br />

Association. The <strong>2011</strong> media<br />

focus was on the 70 th<br />

anniversary of the Siege of<br />

Tobruk and the formation of the<br />

World War II Women’s Services<br />

who marched as one group in<br />

honour of this occasion.<br />

In a continuing effort to make<br />

the March less physically<br />

draining for senior veterans, the<br />

March Committee trialled a<br />

reserved seating area in<br />

George St for those veterans<br />

who could get into town but<br />

were unable to march. The<br />

Committee was also extremely<br />

thankful to the Pedapod<br />

Company for volunteering to<br />

transport veterans from drop-off<br />

points to their assembly area at<br />

no cost. Both these initiatives<br />

look like continuing in the<br />

future.<br />

The Sydney ANZAC Day March<br />

is supported by many<br />

organisations. Chief amongst<br />

these are the taxi companies<br />

and drivers (especially <strong>RSL</strong><br />

Cabs) that convey the elderly<br />

and immobile veterans, the<br />

Army drivers and vehicles that<br />

transport the contingent<br />

commanders, the St Johns<br />

Ambulance medics who provide<br />

first aid and the NSW Police,<br />

Ambulance and Fire Brigades<br />

that provide invaluable<br />

assistance, along with many<br />

others. Special appreciation<br />

however must go to all the<br />

volunteer Marshals. Without<br />

their tireless and often<br />

thankless endeavours the<br />

March would not be as<br />

successful as it is. If you are a<br />

participant in the Sydney March<br />

please be mindful of the fact<br />

that the Marshals volunteer<br />

their time, in all weather, to<br />

ensure that everyone has as<br />

good an experience in the<br />

March as is possible and they<br />

should be treated with courtesy<br />

and respect.<br />

Pouring rain could not be the<br />

best of conditions for a good<br />

band performance however<br />

once again, the more than 60<br />

service and community bands<br />

that took part in the March<br />

performed admirably and nary a<br />

grumble was heard.<br />

As we come to the end of <strong>2011</strong><br />

I think it is time to reflect on the<br />

events URSF has been<br />

involved with.<br />

As you are all aware the main<br />

two events URSF are involved<br />

with are ANZAC and Poppy<br />

Day Appeals. Both these<br />

appeals take considerable time<br />

to organise and conduct, so I<br />

would like to thank the following<br />

people within Headquarters for<br />

their outstanding efforts, they<br />

are Corrine Jenkins who is in<br />

accounts and looks after the<br />

money side of both appeals,<br />

Linda Pryor in accounts for<br />

paying the bills when they come<br />

in and also to Del Harker (my<br />

wife) who worked tirelessly to<br />

fill all your orders and get them<br />

to you. To them all I am forever<br />

grateful and without them the<br />

appeals would not run as<br />

smooth as they do.<br />

We understand the difficulty of<br />

this year’s ANZAC Appeal what<br />

with ANZAC Day, Easter and<br />

the School Holidays all falling<br />

around the same period which<br />

made it somewhat difficult to<br />

sell many badges but you all<br />

tried your best and for that we<br />

are forever grateful.<br />

This year we managed to<br />

generate the following from<br />

I would also like to thank all the<br />

sub-Branches for trying to get<br />

stragglers still sending ANZAC<br />

Appeal stock back in the middle<br />

of the Poppy Appeal so if we<br />

could avoid this in future<br />

appeals it would be greatly<br />

appreciated.<br />

Sydney, sailors from HMAS Kuttabul and<br />

They were a gleaming sight in summer<br />

whites with poppies for everyone on the<br />

morning of 11-11-11.<br />

The NSW <strong>RSL</strong> Youth Council is<br />

the authorised body, elected by<br />

<strong>RSL</strong> State Council, to<br />

administer and control the <strong>RSL</strong><br />

Youth Movement throughout<br />

NSW. The aims and objectives<br />

are:<br />

* to assist, guide and advise<br />

<strong>RSL</strong> Youth Clubs<br />

* to establish new clubs and to<br />

constantly re-appraise the<br />

Youth Movement by introducing<br />

new sporting and cultural<br />

activities<br />

* to afford our youth the<br />

opportunity of clean and healthy<br />

outlets, to enable them to<br />

develop principles of good<br />

citizenship, the observance of<br />

law and the development of<br />

sportsmanship in both social<br />

and competitive sport.<br />

There are currently 44 Youth<br />

Clubs in NSW and the activities<br />

provided are a diverse range<br />

including Swimming, Ballroom<br />

Dancing, Gymnastics, Soccer,<br />

Netball and many others.<br />

Reciprocal visits are organized<br />

each year with the RSA of New<br />

Zealand Youth Movement.<br />

Tinkler Shield<br />

This competition is conducted<br />

annually by the <strong>RSL</strong> Youth<br />

Council to reward the leading<br />

<strong>RSL</strong> Youth Club in the state and<br />

is considered to be the most<br />

prestigious award of the year by<br />

Youth Council.<br />

CABRAMURRA<br />

<strong>RSL</strong> Youth Hostel<br />

The Youth Hostel had become<br />

a costly exercise trying to<br />

maintain it in a usable condition<br />

and with a downturn in its<br />

usage a decision was made by<br />

State Council to make an offer<br />

to the Snowy Hydro Limited to<br />

have the building transferred to<br />

them at no cost to Youth<br />

Council. As a result the Youth<br />

Hostel has been closed as of<br />

November <strong>2011</strong> and transferred<br />

to the Snowy Hydro Limited to<br />

be used as accommodation for<br />

its contractors and workers.<br />

In <strong>2011</strong> the <strong>RSL</strong> Women’s<br />

Auxiliaries have approximately<br />

donated $ 209,453 to <strong>RSL</strong><br />

LifeCare, <strong>RSL</strong> Welfare &<br />

Benevolent Institution, State<br />

President’s Christmas Appeal<br />

and CCWA for administration<br />

purposes. Many Auxiliaries<br />

have given substantial amounts<br />

to their respective sub-<br />

Branches and Community Life<br />

Care Complexes to assist with<br />

welfare requirements. Our<br />

grateful thanks are extended to<br />

these very dedicated, loyal and<br />

tireless Auxiliary Women and I<br />

congratulate them on a job well<br />

done under difficult<br />

circumstances.<br />

We enrolled 188 new Members<br />

in <strong>2011</strong>. There are 174<br />

auxiliaries at the moment with<br />

3,400 Members including Life<br />

Members. This number is also<br />

approximate as some Life<br />

Members have moved away<br />

and it is hard to keep in touch<br />

with them.<br />

Sub-Branches have closed and<br />

become a chapter of another<br />

sub-Branch or closed down<br />

completely, some clubs have<br />

been sold and the new club<br />

won’t let the girls work in the<br />

club to raise money. I have two<br />

Auxiliaries where the girls have<br />

to meet in one of the Auxiliary<br />

Member’s home so that they<br />

can keep functioning and sell<br />

the ANZAC badges and<br />

Poppies. They are to be<br />

admired. We lost 6 Auxiliaries in<br />

<strong>2011</strong>. It is sad to think that after<br />

all these years of <strong>RSL</strong> Women’s<br />

Auxiliaries that it has come to<br />

this.<br />

In 2012 a Recruiting Committee<br />

will be formed with the aim of<br />

increasing membership in all<br />

Auxiliaries. We would like all<br />

sub-Branches to support their<br />

Auxiliary and to form an<br />

Auxiliary if they do not already<br />

have one. CCWA will be very<br />

happy to help them. Auxiliaries<br />

give great support to their sub-<br />

Branch by raising money for<br />

Welfare, Welfare & Benevolent<br />

Institution, <strong>RSL</strong> Life Care and<br />

AFOF. Also they support sub-<br />

Branches with selling emblems,<br />

providing help on ANZAC and<br />

Remembrance Days and<br />

Welfare work.<br />

The Returned and Services<br />

League - NSW Branch of<br />

Women’s Auxiliaries were<br />

founded on fellowship and a<br />

desire to care for our<br />

communities. This continues to<br />

exist to this day. Members<br />

enjoy the friendship of likeminded<br />

women and the<br />

opportunity to develop welfare<br />

skills. Members enjoy visiting<br />

other Auxiliaries when they hold<br />

functions, sharing ideas and<br />

ideals.<br />

It is always sad when we see in<br />

our “Garden of Remembrance”<br />

the passing of Members and<br />

Life Members and there could<br />

be more of whom we haven’t<br />

been advised.<br />

Our 64th Congress, held at<br />

Burwood <strong>RSL</strong> Club, was<br />

opened by Mrs Karen Phillips,<br />

Director of People Services of<br />

DVA. The Guest Speaker was<br />

Miss <strong>Ann</strong>ette Mulliner OAM,<br />

CFO/Assistant State Secretary.<br />

Central Council was<br />

congratulated by many Auxiliary<br />

Members, who attended<br />

Congress, for the very<br />

interesting and informative<br />

information given by our Guest<br />

Speaker.<br />

In October, the Metropolitan<br />

Conference was held again at<br />

Burwood <strong>RSL</strong> Club. We had<br />

two Guest Speakers, Mr<br />

Christie who spoke his uncle<br />

who had served in World war !<br />

And a cross that was on his<br />

grave in France and again, by<br />

special requests from<br />

Auxiliaries, Miss <strong>Ann</strong>ette<br />

Mulliner OAM. Both were well<br />

received.<br />

I had 95 invitations from<br />

Auxiliaries and Country<br />

Conferences. This included 87<br />

Birthday Luncheons. Thanks go<br />

to the Deputy State President,<br />

Clara Elliott, State Secretary/<br />

Treasurer, Robin McKinnon,<br />

Mavis Goodlad, Far north Coast<br />

Councillor and Pat Mortlock<br />

OAM, South Coast and<br />

Tablelands Councillor for<br />

representing me at two<br />

Conferences and eight<br />

Luncheons.<br />

Our gratitude goes to the City of<br />

Blacktown <strong>RSL</strong> sub-Branch and<br />

Kogarah <strong>RSL</strong> sub-Branch for<br />

their donations towards the rent<br />

of our rooms in ANZAC House.<br />

<strong>2011</strong> has been a very<br />

successful year in terms of<br />

training new volunteers, the<br />

consolidation of the <strong>RSL</strong> Day<br />

Clubs throughout NSW, the<br />

Official Opening (and 1st<br />

Birthday) of Coonabarabran's<br />

'Aurora Club' and Dubbo's<br />

‘Orana Club’ which celebrated<br />

their 30th <strong>Ann</strong>iversary.<br />

The <strong>RSL</strong> sub-Branches have a<br />

very strong association with<br />

their Day Clubs. This<br />

association through<br />

sponsorship and support is<br />

fundamental to the life of the<br />

Day Club Program. The <strong>RSL</strong><br />

State Branch would like to<br />

sincerely thank each of those<br />

sub-Branches and strongly<br />

encourage them to continue<br />

with their ongoing involvement<br />

in 2012.<br />

The <strong>RSL</strong> State Branch would<br />

also like to sincerely thank each<br />

and every Day Club volunteer<br />

The Late George Quinsey, who was a<br />

former State Councillor for Eastern<br />

Metropolitan, left a bequest to assist<br />

dependents, descendants, or members<br />

of the family who served in the<br />

Commonwealth of Australia Armed<br />

Forces with war service not necessary.<br />

The trust was set up and administered by<br />

the Public Trustee of New South Wales.<br />

Both the <strong>RSL</strong> of Australia (New South<br />

Wales Branch) and the Vietnam<br />

Veterans’ Federation receive and assess<br />

the applications with the annual income<br />

from the trust shared equally by both<br />

bodies.<br />

The ANZAC Memorial in Hyde Park<br />

South underwent considerable<br />

restoration during 2009 and 2010<br />

with funds provided by the State<br />

Government.<br />

The State Government took this<br />

opportunity to revise the Memorial<br />

Trust Deed and the operation of the<br />

Memorial.<br />

One result was the State Branch<br />

was appointed Custodian of the<br />

Memorial and funds were provided<br />

to establish a Corps of Guards. The<br />

Corps has been given the task of<br />

assisting with the Commemorative<br />

Ceremonies conducted at the<br />

ANZAC Memorial as well as<br />

providing a welcoming face to the<br />

visitors and was required to assist<br />

the Memorial Guides.<br />

Following an extensive external<br />

training course on Volunteering<br />

with an assessed component and<br />

further training on the history of the<br />

ANZAC Memorial, 23 Guardians<br />

graduated at a Parade reviewed by<br />

the Hon Victor Dominello, MP<br />

Minister for Citizenship,<br />

Communities and Minister for<br />

Aboriginal Affairs. The Parade was<br />

held at the ANZAC Memorial on<br />

Saturday 15 October <strong>2011</strong>.<br />

Since that date the Guardians have<br />

performed weekend duties at the<br />

ANZAC Memorial as well as<br />

assisting with a number of<br />

commemorative ceremonies within<br />

and outside the Memorial<br />

Corps of Guards<br />

Judging by the standard of entry<br />

received at ANZAC House for the<br />

‘Australia My Country’ Competition<br />

in <strong>2011</strong>, it is obvious that the youth<br />

of NSW are well versed in the<br />

history and traditions of our great<br />

country. The competition is<br />

designed to allow students to<br />

express their thoughts on themes<br />

such as sacrifice, loyalty, service<br />

and tradition through composition,<br />

poetry, artwork or electronic media<br />

and many take the opportunity to<br />

produce works of exceptional<br />

standard.<br />

There were close to 500 entries<br />

across the 15 sections in <strong>2011</strong> and<br />

the standard was extremely high,<br />

making the job of judging the<br />

winners difficult. The members of<br />

the Teachers’ <strong>RSL</strong> sub-Branch who<br />

participate in the judging are to be<br />

commended for their efforts.<br />

The winning student from each<br />

I have very much pleasure in<br />

presenting on behalf of the<br />

Trustees our <strong>Ann</strong>ual <strong>Report</strong> for the<br />

Welfare & Benevolent Institution.<br />

As our <strong>Ann</strong>ual <strong>Report</strong> indicates we<br />

continue to see more and more<br />

requests made to the Welfare and<br />

Benevolent Institution for<br />

assistance. The Trustees are very<br />

pleased that we have been able to<br />

support many veterans and their<br />

families in the last year and look<br />

forward to continuing this<br />

commitment. We have seen a<br />

change in the dynamics of our<br />

Pension and Advocacy work now<br />

with more MICA than DVA claims<br />

being handled as we see more<br />

younger veterans seeking our help.<br />

The Trustees thank our sub-<br />

Branches and Women’s Auxiliaries<br />

for their donations to ensure that<br />

we are able to continue to look<br />

after veterans and their families in<br />

need, whether it be through family<br />

tragedy, illness, or affected by<br />

natural disasters.<br />

The Trustees particularly like to<br />

thank our dedicated staffs who<br />

have gone out of their way to<br />

ensure that our aims and objects<br />

are met to provide this welfare<br />

work. We thank all for their support<br />

for <strong>2011</strong> and look forward to this<br />

Cadet of the Year<br />

The Cadet of the Year formerly known as<br />

the ‘Spirit of ANZAC’ Awards is a<br />

competition conducted annually by the<br />

State Branch, in conjunction with the<br />

Cadet Services of the Australian Defence<br />

Force, to find the top Cadet in each of the<br />

three services. Cadets are assessed in<br />

Drill, First Aid, General Knowledge, a<br />

presentation on a military subject and a<br />

personal interview.<br />

This year’s winners sailed on SYS<br />

‘Young Endeavour’ in January 2012.<br />

The value of the training that the Cadets<br />

receive on the voyages is invaluable to<br />

their further prospects.<br />

Sir Colin Hines Scholarship<br />

The State President conducted a<br />

presentation of Sir Colin Hines<br />

Scholarships to recipients at the Hyde<br />

Park Forum on Monday 27 June <strong>2011</strong>.<br />

Six scholarships were awarded this year<br />

and the recipients received a Certificate<br />

and a cheque for $1,200.<br />

The Sir Colin Hines Scholarship Awards<br />

were established by the Returned and<br />

Services League of Australia (New South<br />

Wales Branch) to assist the children of<br />

Vietnam Veterans with their<br />

tertiary education.<br />

The Scholarship is available to all<br />

children of Vietnam Veterans resident in<br />

New South Wales. The veteran’s<br />

membership of the <strong>RSL</strong> is not a<br />

prerequisite.<br />

The Scholarship is conducted through<br />

the State Branch and is administered by<br />

a Committee comprising a member of<br />

The Returned and Services League of<br />

Australia (New South Wales Branch),<br />

members of the Australian Vietnam<br />

Forces Welcome Home Committee and<br />

a nominee of the Office of the<br />

Board of Studies.<br />

Applications for the Scholarship are<br />

made available on the HSC Students<br />

The Sir Colin Hines Scholarships are a<br />

fitting memorial to a great <strong>RSL</strong> identity<br />

who retained a steadfast faith in the<br />

youth of Australia.<br />

Sir William Yeo Scholarship<br />

The object of the scholarship is to assist<br />

students enrolling in courses within fields<br />

such as Rural Science, Veterinary<br />

Science, Agricultural Economics or<br />

Agriculture and to further their studies at<br />

the tertiary level.<br />

The scholarship is open for competition<br />

amongst candidates in the Higher School<br />

Certificate examination in New South<br />

Wales. The scholarship is awarded on<br />

merit taking into account marks obtained<br />

at the HSC examination in the best ten<br />

(10) units of study. The scholarship<br />

carries an allowance of $600 per annum,<br />

paid in two (2) instalments.<br />

ANZAC Peace Prize<br />

ANZAC of the Year Award<br />

The aim of the award is to perpetuate the<br />

name of “ANZAC” and all it stands for in<br />

a contemporary and significant way.<br />

First nominations for the award were<br />

called for in 1978 and are now<br />

implemented on an annual basis.<br />

The awards are in the form of a Silver<br />

Medallion for the “ANZAC Peace Prize”<br />

and seven Bronze Medallions for the<br />

“ANZAC of the Year Awards”<br />

Only one ANZAC Peace Prize is awarded<br />

annually for outstanding efforts in<br />

promoting world understanding and<br />

peace. The award is not given if the<br />

selection panel does not identify a<br />

suitable candidate.<br />

Up to seven ANZAC of the Year awards<br />

can be awarded annually. The award is<br />

to recognise the service of the Australian<br />

citizens or organisations to their fellow<br />

human beings and the community in<br />

some positive, compassionate and<br />

selfless manner.<br />

The <strong>RSL</strong> ANZAC Peace prize for <strong>2011</strong><br />

was not awarded.<br />

The only recipient of the 32nd ANZAC of<br />

the Year award for <strong>2011</strong> was<br />

SYMBOLISM OF THE <strong>RSL</strong> BADGE<br />

The Crown<br />

On top of the badge is the crown which has always been the symbol of royalty. It is also<br />

symbolic of our allegiance to royalty and of our loyalty to our monarch – our nation – and<br />

the <strong>RSL</strong>.<br />

The Shield<br />

The badge is in the shape of a shield which, from time immemorial, has always been used<br />

for protection. The shield, therefore, is symbolic of the protection which the <strong>RSL</strong> gives its<br />

members, widows, orphans and dependants of those who paid the supreme sacrifice and<br />

which the <strong>RSL</strong> accepts as its responsibility to protect.<br />

The Figures<br />

The four figures in the centre of the badge are symbolic of the youthful forces which have<br />

emblazoned Australia’s nationhood across the world and of the comradeship which existed<br />

during our war service and which now continues among members of the League. The<br />

figures are marching shoulder to shoulder and are in step with each other, reflecting a<br />

combined determination and unity of purpose. In unity we have strength and therefore, the<br />

figures are symbolic of the solidarity and strength of the League.<br />

The Circle<br />

The centre of the badge is surrounded by a circle. A circle can be described as unbroken<br />

continuity and is symbolic of the League’s unbroken continuity of purpose.<br />

The Colours<br />

There are three colours in the badge. The red represents the blood-tie of war that exists<br />

between comrades. The white stands for the purity of thought, motive and purpose to<br />

render service without thought of personal gain or ambition. The blue indicates a<br />

willingness to render that service to a comrade anywhere under the blue sky – wherever<br />

the comrade may be.<br />

The Sprigs of Wattle<br />

In the top left hand corner of the badge are sprigs of wattle which is the accepted national<br />

floral emblem of Australia. It, therefore, symbolises that the <strong>RSL</strong> is a national organisation<br />

and is national in its outlook.<br />

The Rose, Leek, Thistle & Shamrock<br />

The emblems of England, Wales, Scotland and Ireland are located in the top right-hand<br />

corner. They are symbolic of, and represent, the link with these countries.<br />
