CRUEL & INHUMANE: DOG RACING IN FLORIDA<br />
Overview<br />
There are currently twelve operational dog tracks<br />
<strong>in</strong> <strong>Florida</strong>.<br />

Thousands of Dogs Endure Lives of Conf<strong>in</strong>ement at <strong>Florida</strong> Racetracks<br />
At <strong>Florida</strong> tracks greyhounds are kept <strong>in</strong><br />
warehouse-style kennels <strong>in</strong> rows of stacked cages,<br />
with shredded paper or carpet remnants as<br />
bedd<strong>in</strong>g. <strong>Greyhound</strong>s are normally conf<strong>in</strong>ed <strong>in</strong><br />
these cages for 20 to 23 hours per day. 1 As many<br />
as 8,000 dogs are housed <strong>in</strong> these conditions. 2<br />

The state currently has no rules or regulations<br />
govern<strong>in</strong>g cage sizes or turn out times, but state<br />
records <strong>in</strong>dicate that at least some dog track cages<br />
<strong>in</strong> <strong>Florida</strong> measure three feet, by three feet, by<br />
three and a half feet. 3 Large greyhounds cannot<br />
stand erect <strong>in</strong> these cages.<br />

<strong>Greyhound</strong>s Suffer Serious Injuries<br />
Unlike most states with greyhound rac<strong>in</strong>g, <strong>Florida</strong> does not<br />
require tracks to report <strong>in</strong>juries to the public. State records,<br />
however, suggest that greyhound <strong>in</strong>juries are common.<br />
Injuries that have been documented <strong>in</strong>clude dogs that<br />
suffered broken legs, dogs that died from heart attacks and a<br />
dog that was electrocuted. For example:<br />

On February 9, 2013 a twenty-three month old<br />
greyhound named Raiders Uncle Mo died after he<br />
fell <strong>in</strong>to the racetrack rail at Sarasota Kennel Club and<br />
was electrocuted. 4<br />
Accord<strong>in</strong>g to state records, twenty greyhounds were<br />
<strong>in</strong>jured at Flagler between June 4, 2011 and July 24,<br />
2011. 5 At least fifteen of these greyhounds suffered<br />
broken legs. 6 Additionally a greyhound named GMC<br />
Kook Keever was euthanized after suffer<strong>in</strong>g a broken<br />
back, and a dog named Fuzzys San Jose died on the<br />
track after suffer<strong>in</strong>g a heart attack. 7<br />
At Ebro <strong>Greyhound</strong> Park, twenty-eight greyhounds<br />
suffered “substantial” <strong>in</strong>juries and ten greyhounds<br />
were euthanized <strong>in</strong> a six-week period between May<br />
21, 2011 and July 5, 2011. 8<br />

On May 7, 2011 a two-year-old br<strong>in</strong>dle greyhound named Gossip was euthanized after she was struck<br />
by other dogs, flipped over, and broke her left shoulder dur<strong>in</strong>g a race at Sanford Orlando Kennel Club. 9<br />
On April 23, 2011 a three-year-old br<strong>in</strong>dle greyhound named Rumbl<strong>in</strong> Reba was euthanized when she<br />
collided with other dogs dur<strong>in</strong>g a race at Sanford Orlando Kennel Club and broke two bones <strong>in</strong> her left<br />
h<strong>in</strong>d leg. 10<br />
On April 22, 2011 a two-year-old black greyhound named Hang Aue was euthanized after break<strong>in</strong>g<br />
several bones <strong>in</strong> his right front leg dur<strong>in</strong>g a race at Palm Beach Kennel Club. 11<br />

On January 17, 2011 a three-year-old br<strong>in</strong>dle<br />
greyhound named SV Weihl Cool collapsed<br />
and died shortly after rac<strong>in</strong>g at Daytona Beach<br />
Kennel Club. 12<br />
On January 7, 2011 a two-year-old white and<br />
red br<strong>in</strong>dle greyhound named Boc’s Maisie<br />
Mae suffered an apparent seizure and died<br />
after f<strong>in</strong>ish<strong>in</strong>g a race at Sanford-Orlando<br />
Kennel Club. 13<br />
On January 5, 2011 a three-year-old red<br />
br<strong>in</strong>dle greyhound named Crystal B Disco<br />
died after she collided with another dog<br />
dur<strong>in</strong>g a race at Sanford Orlando Kennel Club,<br />
struck the rail with her forehead, and suffered an open skull fracture. 14<br />

2012 <strong>Florida</strong> racetracks susta<strong>in</strong>ed a<br />
comb<strong>in</strong>ed loss of $35 million on dog<br />

Cases of Neglect Have Been Documented at <strong>Florida</strong> Dog Tracks<br />
S<strong>in</strong>ce 2004, state <strong>in</strong>vestigators have documented at least n<strong>in</strong>e cases of severe neglect at <strong>Florida</strong> dog tracks and<br />
associated kennel compounds. For example:<br />

On October 29, 2010 state <strong>in</strong>vestigators<br />
discovered 37 dead greyhounds dur<strong>in</strong>g<br />
an <strong>in</strong>spection of the Ebro <strong>Greyhound</strong><br />
Park kennel compound. 18 Five other<br />
dogs were alive but severely emaciated,<br />
<strong>in</strong>clud<strong>in</strong>g one greyhound that was<br />
unable to stand. 19 Many of the dogs<br />
were double crated, and at least some of<br />
the dogs had silver duct tape wrapped<br />
around their necks. 20 The tape was<br />
wrapped so tightly that it could not be<br />
cut off and had to be unwrapped. 21 A<br />
necropsy later determ<strong>in</strong>ed that the<br />
greyhounds died from dehydration or<br />
starvation. 22 A greyhound tra<strong>in</strong>er<br />
named Ronald Williams was<br />
subsequently arrested and charged with<br />
42 counts of felony animal cruelty. 23<br />

Williams spent a year <strong>in</strong> jail before agree<strong>in</strong>g to plead no contest to thirty-n<strong>in</strong>e counts of felony cruelty<br />
to animals. 24 He also agreed to waive the jail credit for his time served, and was sentenced to five years<br />
<strong>in</strong> prison for each count, to be served concurrently. 25<br />
On July 2010 a veter<strong>in</strong>arian and a track official documented unsanitary conditions <strong>in</strong> a kennel at the<br />
Sanford Orlando Kennel Club. 26 Accord<strong>in</strong>g to witness statements the kennel had “a strong smell of<br />
ammonia” from ur<strong>in</strong>e, “<strong>in</strong>dicat<strong>in</strong>g that the kennel was not be<strong>in</strong>g properly cleaned.” 27 The tra<strong>in</strong>er<br />
responsible for the kennel was banned from the facility, but no further action was taken. 28<br />

On October 2, 2009 two state <strong>in</strong>vestigators <strong>in</strong>spected a kennel at Pensacola <strong>Greyhound</strong> Track and<br />
discovered evidence of severe neglect. 29 Accord<strong>in</strong>g to their official report, “upon enter<strong>in</strong>g the kennel it<br />
was apparent from the overwhelm<strong>in</strong>g ur<strong>in</strong>e smell that the bedd<strong>in</strong>g materials <strong>in</strong> the crates were not<br />
cleaned <strong>in</strong> quite some time … the greyhounds appeared unenergetic, lethargic, and most just laid there<br />
not even offer<strong>in</strong>g a bark. Several of the cages were noticed with both dried and fresh ur<strong>in</strong>e puddles <strong>in</strong><br />
them. Four greyhounds <strong>in</strong> particular seemed noticeably th<strong>in</strong>.” 30 After <strong>in</strong>spect<strong>in</strong>g the kennel, state<br />
<strong>in</strong>vestigators <strong>in</strong>terviewed witnesses who <strong>in</strong>dicated that 22 greyhounds from the kennel had been<br />
euthanized between August 31, 2009 and September 4, 2009. 31 The dogs were euthanized after be<strong>in</strong>g<br />
exam<strong>in</strong>ed by a veter<strong>in</strong>arian, who <strong>in</strong>dicated that they were severely underweight and some were<br />
suffer<strong>in</strong>g from pressure sores. 32<br />
<strong>Greyhound</strong>s Repeatedly Test Positive for Drugs, Includ<strong>in</strong>g Coca<strong>in</strong>e<br />
Over the past decade, greyhounds at <strong>Florida</strong> tracks have repeatedly tested positive for serious drugs, <strong>in</strong>clud<strong>in</strong>g<br />
coca<strong>in</strong>e. For example:<br />

Accord<strong>in</strong>g to a January 2011 news report, seven greyhounds tested positive for coca<strong>in</strong>e at Daytona<br />
Beach Kennel Club. 33<br />
A greyhound named Scotty Smalls tested positive for a coca<strong>in</strong>e metabolite after rac<strong>in</strong>g at Orange Park<br />
on January 6, 2010. 34 As a result of this positive test, a greyhound tra<strong>in</strong>er was f<strong>in</strong>ed $1,000. 35<br />
Accord<strong>in</strong>g to the University of <strong>Florida</strong> <strong>Rac<strong>in</strong>g</strong> Laboratory, there were 49 positive greyhound drug tests <strong>in</strong><br />
fiscal year 2009/2010, <strong>in</strong>clud<strong>in</strong>g n<strong>in</strong>e positive tests for coca<strong>in</strong>e or a coca<strong>in</strong>e metabolite. 36<br />
In addition to these coca<strong>in</strong>e positives, the Department of Bus<strong>in</strong>ess and Professional Regulation has <strong>in</strong>vestigated<br />
other cases <strong>in</strong>volv<strong>in</strong>g drugs. For example, on May 18, 2011 state <strong>in</strong>vestigators discovered a vial of testosterone<br />
propionate <strong>in</strong> a rac<strong>in</strong>g kennel at Derby Lane <strong>in</strong> St. Petersburg. 37 Testosterone propionate is an oil-based,<br />
<strong>in</strong>jectable anabolic steroid. 38<br />
Accord<strong>in</strong>g to a 2010 <strong>in</strong>vestigative report, the state does not test rac<strong>in</strong>g greyhounds for steroids. 39 In the same<br />
report, Dr. Richard Sams of the University of <strong>Florida</strong> <strong>Rac<strong>in</strong>g</strong> Laboratory <strong>in</strong>dicated that anabolic steroids, such as<br />
Stanozolol, would be “excellent” for enhanc<strong>in</strong>g performance. 40<br />

State Inspection Reports Have Documented Humane Issues<br />
GREY2K <strong>USA</strong> conducted an analysis of 689 greyhound kennel <strong>in</strong>spection forms that were filed by the<br />
<strong>Florida</strong> Department of Bus<strong>in</strong>ess and Professional Regulation between January 1, 2009 and April 27, 2010. 41<br />
These reports documented several humane concerns, <strong>in</strong>clud<strong>in</strong>g poor kennel conditions, <strong>in</strong>jured dogs,<br />
dozens of <strong>in</strong>cidents where greyhounds were double caged, possible drug violations and fire hazards. 42<br />
<strong>Greyhound</strong>s Have Died from a Form of Horse Flu<br />
In the summer of 2004, hundreds of greyhounds fell ill with a respiratory illness and ten dogs died at racetracks<br />
across <strong>Florida</strong>. 43 <strong>Greyhound</strong>s died from the illness at Naples-Ft. Myers <strong>Greyhound</strong> Track, Palm Beach Kennel<br />
Club, Sanford Orlando Kennel Club and Derby Lane. 44 Six greyhounds had died from the illness the previous<br />
year. 45<br />
It was later proven that the dogs died from a form of horse flu that had never before jumped species. 46 With<strong>in</strong><br />
a year, this new dog flu had spread beyond the greyhound rac<strong>in</strong>g <strong>in</strong>dustry to pet dogs and was detected <strong>in</strong><br />
several states throughout the country. 47<br />
In 2006, seventeen greyhounds died from a respiratory illness at Naples-Ft. Myers <strong>Greyhound</strong> Track. 48<br />
Accord<strong>in</strong>g to a spokesperson for the <strong>Florida</strong> Department of Bus<strong>in</strong>ess and Professional Regulation, at least two<br />
additional greyhounds died from the same illness at other tracks <strong>in</strong> the state. 49<br />
<strong>Greyhound</strong>s Have Been Killed Because They Were Not Profitable<br />
In a 2004 court hear<strong>in</strong>g, <strong>in</strong>vestigators for the <strong>Florida</strong> Department of Bus<strong>in</strong>ess and Professional Regulation<br />
testified that greyhound owners and tra<strong>in</strong>ers sent dogs to the farm of an Alabama man, who shot the dogs for<br />
$10 apiece. 50 Accord<strong>in</strong>g to law enforcement officials, the man admitted to kill<strong>in</strong>g between 2,000 and 3,000<br />
greyhounds over a 40-year period. 51<br />
Dog Track Acknowledges That a Pesticide Was Used on Dogs<br />

stated that the use of Termidor was an “<strong>in</strong>dustry standard” practice and it was used by greyhound kennels<br />
because it is “cheaper” than flea and tick repellants. 54<br />
<strong>Greyhound</strong>s Have Died While Be<strong>in</strong>g Transported to <strong>Florida</strong> Tracks<br />
Because greyhounds often compete at multiple facilities dur<strong>in</strong>g their career, they are frequently moved over long<br />
distances. On at least two recent occasions, greyhounds have died while be<strong>in</strong>g transported to <strong>Florida</strong> racetracks:<br />

Three greyhounds died <strong>in</strong> August 2008 while be<strong>in</strong>g transported from Iowa to the Palm Beach Kennel<br />
Club. 55 The dogs apparently died of heat related illness. 56<br />
<br />
On September 14, 2005, ten greyhounds were killed and several others <strong>in</strong>jured when a trailer caught fire<br />
on State Road 434. 57 The dogs were be<strong>in</strong>g taken to Jacksonville to race. 58<br />
At <strong>Florida</strong> Tracks, <strong>Greyhound</strong>s are Fed Cheap Meat to Reduce Costs<br />
Accord<strong>in</strong>g to the <strong>in</strong>dustry handbook Care of the <strong>Rac<strong>in</strong>g</strong> and Retired <strong>Greyhound</strong>, greyhound tra<strong>in</strong>ers rout<strong>in</strong>ely<br />
use “4-D” meat from dy<strong>in</strong>g, diseased, disabled, and dead animals. 59 This meat is used because “it is the most<br />
economically feasible for the <strong>Greyhound</strong> <strong>in</strong>dustry at this time.” 60 To discourage human use, 4-D meat conta<strong>in</strong>s<br />
denatured charcoal. 61<br />
<strong>Greyhound</strong> Licensees Are Repeatedly Cited for Expired Vacc<strong>in</strong>ations<br />
S<strong>in</strong>ce 2006, state regulators have conducted fifty <strong>in</strong>vestigations related to licensees who were rac<strong>in</strong>g<br />
greyhounds with expired vacc<strong>in</strong>ations. 62 For example, on February 9, 2011 a state review of 431 vacc<strong>in</strong>ation<br />
records at Jefferson County Kennel Club found that 185 (43%) were out of date. 63<br />
