On the other hand, KCRC blamed the situation on Transportation Department for not<br />

cutting out some of the overlapping bus routes and suggested that residents were not<br />

yet familiar with the new <strong>West</strong> <strong>Rail</strong> services.<br />

After several months, Transportation Department had started to remove or<br />

stop some of the bus routes that overlap with <strong>West</strong> <strong>Rail</strong> or have low passengers<br />

amount in <strong>West</strong> New Territories. Also they reduced bus frequency or changed the<br />

routing of buses to cope with the opening of <strong>West</strong> <strong>Rail</strong>. On the other hand, KCRC<br />

introduced several discounts or concessions like one-day pass for students, one-month<br />

pass, festival pass and enhancement of feeder services for <strong>West</strong> <strong>Rail</strong> to attract<br />

passengers. According to a newspaper report ( 羅 麗 明 , 2004), the passenger amount<br />

increased at about 5000 per month. Also the introduction of the one-month pass and<br />

the enhancement of feeder services in August led to a great increase of 30,000<br />

passengers ( 文 匯 報 , 2004). After adopting these measures, the passenger amount<br />

increased over 80% to about 180000 per day. Although the passenger amount is still<br />

lower than the expectation of KCR, it is believed the passenger amount of KCR <strong>West</strong><br />

<strong>Rail</strong> will continuous to increase. It is obvious that discounts, concessions and<br />

enhancement of feeder services are great incentives for people to take <strong>West</strong> <strong>Rail</strong>. <strong>West</strong><br />

<strong>Rail</strong> has made some impact on the choice of transportation mode for residents in <strong>West</strong><br />

New Territories.<br />
