accelerate the evaluation of the new lines to accelerate the building new line.<br />

Government can also increase the promotion of railway. As railway is an<br />

environmentally friendly public transport, Government can encourage people to make<br />

more railway trips to reduce the pollution.<br />

For passengers who need to travel by public transport frequently to go to<br />

urban areas, different transportation modes are suggested for passengers who live in<br />

different areas. If we consider about the time factor, passengers who live near to <strong>West</strong><br />

<strong>Rail</strong> stations like Siu Hong, Tin Shui Wai South, Long Ping and Kam Tin, <strong>West</strong> <strong>Rail</strong><br />

is a good choice for them to travel to <strong>West</strong> Kowloon and Hong Kong Island as <strong>West</strong><br />

<strong>Rail</strong> can save time in most of the situations. For residents in Tin Shui Wai North,<br />

<strong>West</strong> <strong>Rail</strong> does not have much time advantage when compare with bus. For other<br />

districts, bus is a good choice for them as it can save time. But for all <strong>West</strong> New<br />

Territories passengers who go to East Kowloon like Wong Tai Sin and Kwun Tong,<br />

taking bus can save time in most of the situation. If we consider the monetary factor,<br />

it is suggested that Tuen Mun District residents should use bus to go to urban areas as<br />

the difference of the fare between <strong>West</strong> <strong>Rail</strong> and bus is much larger than in Yuen<br />
