<strong>West</strong> <strong>Rail</strong> trip. From the result of value of time, it is suggested that <strong>West</strong> <strong>Rail</strong> should<br />

target at those people who can save time by taking <strong>West</strong> <strong>Rail</strong>. KCR should first<br />

choose some particular places in urban area like Mong Kok and Jordon, and <strong>West</strong><br />

New Territories like Tin Shui Wai South and Yuen Long. Then focus promotion<br />

should be given to these passengers to let them know that taking <strong>West</strong> <strong>Rail</strong> from a<br />

particular place in <strong>West</strong> New Territories is the fastest way to go to a particular place<br />

in urban area.<br />

Government can also execute some measures to improve the passenger<br />

amount of <strong>West</strong> <strong>Rail</strong>. First Government should accelerate the extension of railway<br />

network and subsidize the railway construction in Hong Kong if necessary. Originally<br />

Phrase 2 of the <strong>West</strong> <strong>Rail</strong> can be completed much earlier than anticipated including<br />

Canton Road stations. But the negotiation between the KCRC and the developer break<br />

down because of the financial problems. It causes the delay of the building of Phrase<br />

2 and cancellation of the Canton Road station. Canton Road station is located on the<br />

most crowded area of Tsim Sha Tsui. It is expected to increase the passenger amount<br />

of <strong>West</strong> <strong>Rail</strong>. So it is suggested that Government should intervene in the financial<br />

problem of subsidizing the construction work of KCRC in order to increase the<br />

passenger amount. Also the East-Kowloon Line, <strong>West</strong> and South Island Line and<br />
