Here we only focus on the monetary cost of <strong>West</strong> <strong>Rail</strong>. <strong>West</strong> <strong>Rail</strong> offer 20%<br />

discount for octopus card users who travel between <strong>West</strong> New Territories and urban<br />

areas in the first year of opening. A 10% discount is provided to passengers traveling<br />

between stations within <strong>West</strong> New Territories. The fare ranges from $3.9 to $6.2 for<br />

octopus card users and $4.5 to $6.5 for single-ride ticket users. After 20 th October<br />

2004, the fare discount for octopus card users traveling between <strong>West</strong> New Territories<br />

and urban areas was reduced by 10% and the fare ranges from $10.3 to $14.4 for<br />

octopus card users and $10.8 to $14.8 for single-ride ticket users. The reduction of<br />

fare is mainly because of two reasons. First is that the economy in Hong Kong is<br />

recovering. <strong>West</strong> <strong>Rail</strong> is running losses now, so it is necessary and suitable for <strong>West</strong><br />

<strong>Rail</strong> to reduce the loss. Second is that passenger amount is small. It just has 40<br />

thousands per days and only account for one-fourth of the passengers (Ta Kung Pao,<br />

2004).<br />

Octopus card passengers can also freely interchange with Light <strong>Rail</strong> (LR)<br />

and KCRC feeder bus, or enjoy a discount to interchange with minibus and bus. The<br />

passenger amount was lower than they have expected in the beginning, so they started<br />

to introduce one-month pass in August 2004. People can travel on <strong>West</strong> <strong>Rail</strong>, Light<br />

<strong>Rail</strong> and its feeder buses service unlimited times within one month for only $300.<br />
