2.1 The Introduction to KCR <strong>West</strong> <strong>Rail</strong><br />
The Transport Bureau (Transport Department after 1997) first introduced<br />
the idea of <strong>West</strong>ern Corridor in the document of <strong>Rail</strong>way Development Strategy 1994<br />
(RDS, 1994). The document suggested that it was necessary to construct a railway<br />
which could link <strong>West</strong> New Territories to urban areas to cope with the increasing<br />
population in <strong>West</strong> New Territories and increasing in cross-boarder traveler between<br />
Hong Kong and China. The <strong>West</strong>ern Corridor should be a multi-functional railway,<br />
which provides three kind of service include Port <strong>Rail</strong> Line connecting China with the<br />
container terminal in Kwai Chung, a Through Passenger Line connecting China with<br />
the <strong>West</strong> Kowloon new passenger terminal, and a Suburb Passenger Line connecting<br />
Tin Shui Wai and Yuen Long with the urban areas (Thomas, 2001).<br />
The population of <strong>West</strong> New Territories is expected to grow to 1.4 million<br />
and account for 18% of the total population in Hong Kong at the end of 2011 (<strong>West</strong><br />
