A Message
from the
President
With a total registration of 4,280, the
81st General Session & Exhibition
of the IADR in Göteborg, Sweden,
joined the ranks of extremely well-attended
New Executive Director,
Christopher H. Fox, in
Place for Göteborg
Meeting
After a comprehensive
international
search, the IADR and
AADR Boards and
Councils have named
Christopher H. Fox as
the new Executive
Director of the
Associations, for a five-year term effective
April 1, 2003. Dr. Fox is the fifth Executive
Director in the Associations' history,
preceded by Daniel Green (1975-80), John
Gray (1980-90), John Clarkson (1990-97),
and Eli Schwarz (1997-2002).
Dr. Fox received his undergraduate
training at the University of Rochester,
and earned MSc, DMD, and DMSc
degrees at Harvard University, with
concentrations in epidemiology and oral
biology. He also spent four years there in
dual residencies (periodontology and
public health).
After a brief period as Assistant
Director of Clinics at Harvard, Dr. Fox
Göteborg was also the venue for the 2nd
The IADR officers and staff express their
Stephen J.
Challacombe
Iam honored and privileged to have been
elected as the 82nd President of the
IADR, and I am grateful to the IADR
membership for their expression of
confidence in me. The IADR has evolved a
thoughtful and appropriate system where
those who have had the honor of being
elected to office have two years on the Board
before becoming President—in effect, a twoyear
transition period. This allows the
President to gain an increasing awareness of
the organization and the responsibilities
which the President has. It now seems quite a
while since the actual election, which was
some three years ago. I have had the privilege
of working closely with John Clarkson and
have learned much from him. He has led the
organization superbly, and his skills as a
previous Executive Director of the IADR
were applied during his term as President. I
thank him on behalf of the IADR not only
for his outstanding leadership but also for his
example and friendship.
The changeover occurred at the end of
the meeting in Göteborg. This has proved to
be one of our most successful meetings held
outside the USA, and thanks must go to
New IADR Group
on Oral Malodor Proposed
At the recent IADR meeting in
Göteborg, about 200 members
attended the symposium on oral
malodor. This is just one indication of the
growing interest in diagnosis and treatment
of oral malodor. In addition, although some
fifteen research abstracts were presented on
this topic, they were scattered among the
various sessions. Because of the increasing
interest in oral malodor, IADR Council is
being asked to consider establishing a new
Scientific Group on Oral Malodor. For this to
be achieved, e-mails from at least 50 IADR
Regional Development Program
Moves Forward
Guidelines for the IADR Regional
Development Program have been
updated, with 2003/2004 submission
dates (see article on page 17 in this issue).
The following Division proposals were
received and approved by the IADR RDP
Committee and the Board of Directors in
January, 2003 (from proposals received by
the October 1, 2002, deadline):
Division: Continental European
Project: Promotion of dental research in
Central-Eastern and Eastern Europe
The following Division proposals were
members expressing support for and interest
in joining the Group are required. Anyone
who is interested is requested to contact Mel
Rosenberg at melros@post.tau.ac.il.
On another note, the International
Society for Breath Odor Research (ISBOR)
has changed the date of its 6th International
Conference on Breath Odor Research. The
new date is April 20-22, 2004. The London,
UK, venue remains the same. Information
regarding the meeting is available on the
Herzberg to Conclude 11 Years
of Dedicated Service to JDR;
Search Committee Formed
Mark Herzberg, who has been Editor
of the Journal of Dental Research since
March, 1993, has announced to the
IADR and AADR Boards of Directors that
he will not apply for a new term after the
current extended term (to March, 2004). A
Search Committee chaired by Susan Kinder
Haake (UCLA) has been formed, and the
timeline calls for a short list of candidates to
be presented to the Joint Boards at their
meeting in January, 2004.
Under Herzberg's leadership, the JDR
has maintained its #1 Scientific Impact
Factor, the JDR has become full-text online
via HighWire Press, and an online
manuscript submission and review system
has been instituted with software developed
by eJournalPress. In 2003, Associate Editors
were named for manuscripts submitted in the
Clinical and Biomaterials & Bioengineering
categories, and further growth in the quality
of submitted manuscripts is anticipated.
The average time between manuscript
acceptance and publication is now from 12 to
16 weeks.
Applications are due to the Search
Committee by August 15. Please send your
application, or suggest candidates who
should be contacted, by writing
IADR member Cyril Enwonwu
(University of Maryland, Baltimore, USA)
will soon be receiving an award from the
Gede Foundation for his work related to
NOMA. The Gede Foundation has
continued to provide financial support for
the NOMA Children's Hospital in Sokoto,
Nigeria. Prof. Enwonwu's research has been
supported in part by FIC and NIDCR as
well as by the Nestlé Foundation. The latter
Foundation's support ultimately germinated
in the establishment of a hospital dedicated
specifically to the prevention and care of
NOMA in poor children in Nigeria and
neighboring African countries.
IADR Past President John
Greenspan has been elected a Fellow,
King's College London. The Fellowship of
King's College London (FKC) is the most
prestigious award the College can bestow.
The award of the Fellowship is governed by
a statute of the College and reflects
distinguished service to the College by a
member of staff, conspicuous service to the
College, or the achievement of distinction
by those who were at one time closely
associated with the College. New Fellows
are traditionally presented at the College's
Graduation Ceremonies held in the Royal
Festival Hall in July. Following is the
biography that accompanied Dr.
Greenspan's presentation:
Professor John Greenspan ScD (hc),
Georgetown, FACD, FAAAS, FDSRCS Eng,
FRC Path, PhD, BDS, BSc. Professor
Greenspan is one of the outstanding figures in
international dental research. He has
developed the Department of Stomatology at
the University of California at San Francisco
(UCSF) into the world's premier department
in the field. His ability to manage the
interface between dental and medical research
so effectively has been an example to others.
Professor Greenspan is Professor of Oral
Biology and Oral Pathology and serves as the
Leland A. and Gladys K. Barber Professor
Election Results
for 2003-04
Takayuki Kuroda, Tokyo, Japan, has
been elected Vice-president of the
IADR. His term of office began at the
conclusion of the IADR General Session in
Göteborg, Sweden (June 29, 2003). Voters
also approved the Constitutional Change
reflecting the expansion of the IADR Board
from three to five Members-at-Large, now
called Regional Board Members. •

IADR Reports.....Vol. 25
President’s Message...continued from p.1
Gunnar Bergenholtz for his superb handling
of the local arrangements and chairmanship
of the Local Organizing Committee, and to
Gwynn Dominguez from the Central Office,
whose ability and efficiency in organizing
such events we have come to expect. The
SARS epidemic was coming to a close and
did affect attendance from some countries,
but nevertheless over 4,000 people enjoyed
the event. Our three plenary speakers were
Baroness Susan Greenfield, who spoke on
'the brain of the future; how new
technologies can change our thoughts,
emotions and personality', Professor Per
Brandtzaeg on 'mucosal immunity; can we
exploit this health-promoting defense
system', and Professor Paul Sharpe on
'genetic dentistry; making teeth the hard
way'. All three gave superb presentations
that more than fulfilled the expectations of
such plenary lectures. There were some 316
oral sessions, poster sessions, symposia, and
poster discussion sessions throughout the
meeting, covering the full range of dental
research. The convention centre at Göteborg
was one of the best we have been in, and its
proximity to the headquarters hotels allowed
easy access for everyone. My thanks to all
involved with the organization. The 82nd
General Session will be held in Hawaii from
10th-13th March, 2004.
This was the first IADR General Session
for our new Executive Director, Christopher
Fox, though he has attended many others in
his former capacities. On behalf of the
IADR, I would like to welcome him to the
organization and look forward to working
closely with him over the next few years. The
IADR has a splendid staff at the Central
Office in Alexandria that efficiently
orchestrates all the various activities of the
organization behind the scenes. I should like
to pay public tribute to Skip Collins, our
Deputy Executive Director, who has worked
so hard for the IADR during the interim
period. We all owe him a huge debt of
gratitude for holding the reins and doing
two jobs at once for an extended period.
The General Session is also when the
Council of the IADR meets. This is the
governing body and is made up of
representatives of all the Divisions and
Sections and of the 20 Scientific Groups.
Board Member-at-Large Susan Reisine and I
have conducted a review of the Strategic
Plan for the IADR over the last two years,
and the Board has recommended a number
Save the date!
See page 24 for important dates and meeting information.
of changes to the Constitution, some of
which have already been accepted and
implemented. These include an increase at
the Board level from 3 to 5 Board Membersat-Large,
now to be called Regional Board
Members, to represent large geographical
areas of the world. This, it is hoped, will
give a more direct linkage between regions
of the world and the Board, since each
Regional Board Member will be responsible
for keeping the Board informed of events in
his/her geographical area. A second change is
that, subject to final approval by the
membership, each Scientific Group will now
have a vote on Council, which therefore
becomes a matrix of geographical and
specialized research interests. A number of
other changes, all directed at the basic
concept of increasing the efficiency of the
IADR and enabling it to meet its missions
more effectively, are still under review and
will be discussed by the Board and put to the
membership in due course.
I believe that it is important that the
Membership be aware of the missions of the
organization, which are not only to produce
high-class research but also to disseminate
these findings for the benefit of the
international community at large. During
my term of office, I would like to see the
IADR embrace more of the international
dental research community, foster
collaboration between some of the stronger
Divisions and those Divisions in developing
countries, and make better use of the
Regional Development Program, which is
designed to aid such collaboration. I see the
IADR as the source of evidence that allows
governments to make informed decisions on
strategies for the effective delivery of oral
health care. It is thus important for the
IADR to work closely with the FDI and
WHO to achieve these aims. In these days of
high technology and the development of new
technologies, it is important that dental
research be seen as a collaboration between
clinical and non-clinical scientists to make
the best use of the amazing opportunities
that information technology now allows. It
is also important that the IADR foster a
spirit of such collaboration and that it help
researchers enjoy their work. As always, the
officers and Central Office staff are delighted
to receive suggestions as to how we can
promote these concepts more effectively for
the benefit of the international dental
research community. •
IADR Reports.....Vol. 25
Promoting Research in Developing Regions
A Request for Proposals from IADR Divisions
and Sections
Rationale/Program Description
The purpose of this Request for Proposal
(RFP) is to identify projects, submitted by
IADR Divisions/Sections, that would help
initiate research and development or
otherwise strengthen the oral health research
infrastructure in developing regions. In
response to appropriate proposals, grants will
be awarded to Divisions/Sections subject to
the availability of funds and approval by the
IADR Board of Directors. The size of
individual grants will vary, depending on the
number and quality of proposals submitted
and the amount of funding available.
Although it is desirable to encourage the
development of a research infrastructure in as
many developing regions as possible,
consideration will be given to supporting
ongoing initiatives that have demonstrated an
ability to promote research development.
Divisions/Sections currently having welldeveloped
oral health research efforts may
submit proposals whose objectives are to assist
adjacent regions/Divisions/Sections that do
not have such capacity. Where appropriate,
regional coalitions of Divisions are encouraged
to join together to submit proposals and
implement programs. Wherever possible, the
use of matching funds to enhance the effort is
encouraged. Examples of projects eligible for
support include: training workshops and
grants, improving access to scientific
information, provision of scientific journals,
fellowship and lecture programs,
communications infrastructures, training in
research methods, and surveys of oral health
that would identify further research needs and
provide experience in conducting research for
participants, as well as other programs which
would advance oral/dental health research and
improve communications and collaborations
in the oral health scientific community in the
region and internationally.
Proposals are reviewed twice annually.
Submission dates are October 1 and
March 1—e.g., a proposal received in the
Central Office before October 1, 2003, will
be acted upon by the IADR Board no later
than January, 2004, whereas a proposal
received after October 1 will be considered
with proposals receiving final action by
summer, 2004.
Focus of Proposals
Although a range of projects is eligible for
support, the IADR has decided to emphasize
certain areas. The highest priority will be
placed on those targeting support for:
• young scientists' development by
supporting attendance at appropriate
local, regional, or international meetings
to present the results of their research;
• mentoring of developing scientists, e.g.,
travel for established scientists to work
on site with students/developing
researchers for various periods of time
(short "visiting lecture" programs will
not be considered for funding); and
• initiation/enhancement of newsletters or
other communication systems, e.g., use
of the World Wide Web (www), that
describe and promote local oral health
research activities.
Proposals should not exceed five (5) typewritten
pages (approximately 1,000 words) and should
be submitted in the following format:
Background
Grant applications should include a brief
historical background of the Division/Section
making the application and any experience it
has had in conducting activities promoting an
oral health research infrastructure or activities.
The region/institution to be targeted may be
within the Division/Section or in an adjacent
region, and it should be described.
Objectives
List the specific objectives to be achieved.
Program Description/Evaluation
Applications should include a full description
of the proposed program(s), project(s),
initiative(s), or infrastructure development and
how the targeted area would be affected. The
description should include a methodology, a
time line, and a plan to evaluate the
effectiveness of the program.
Financial Request/Matching
Support
A grant program budget should be provided.
Please indicate the amount in US dollars for
each aspect of the program and the time line
required to implement the program outlined
above. Indicate if university, institution,
association, or corporate support will be
added to this grant, the length of this
financial commitment, the US$ amount, and
the number of personnel who will
supplement the grant program. Describe the
institutional support, name the responsible
institutional officials, and include a signed
letter of support from the institution.
Research Publication
Grant applicants should indicate if the
results of this grant will be submitted for
publication in a professional journal or
presentation at a scientific meeting. If so,
the name of the journal or meeting should be
included. Approval of the grant is not
contingent upon publication or presentation.
Reporting
No later than (6) months after the completion
date of the project, the Division/Section shall
provide a written report to the IADR Central
Office describing the results of the initiative.
The description should follow the evaluation
plan. A summary report should be submitted
for publication in the IADR Reports newsletter
and on the Web site (www.dentalresearch.org).
Application
Each Division/Section may present only one
proposal per grant cycle. To apply for a
grant, a Division or Section should submit a
signed original and two copies of the grant
proposal in English to the IADR Central
Office in Alexandria, Virginia, USA, no
later than October 1 or March 1. Proposals
should be typewritten in the format
outlined above. Grant applications that
lack the required information will be
returned to the originators with an
explanation of the proposal's shortcomings.
All grant applications will be evaluated and
approved or rejected by the IADR Board of
Directors. Applicants will be notified of
the status of their submissions prior to the
formal announcement of funded proposals.
The proposals will be evaluated according
to the establishment of clear and
measurable outcome variables. For
example, a proposal to launch or enhance a
newsletter should include a description of
the number and size of issues to be
produced within a specified period as well
as a specific plan for continuation of the
medium subsequent to the grant support
period. Support for scientists beginning
research careers should specify the number
who are currently able to travel to
meetings, the level of support for each
scientist's travel, and the additional number
projected to attend national/international
meetings as a result of the grant. •
Can You Serve
on a Committee
Committees are the backbone of the
IADR, and each year the
President-elect seeks a wide variety
of volunteers, representing as many
geographic areas and scientific disciplines
as possible, to fill committee vacancies.
If you are interested in serving on an
IADR committee, beginning in 2004,
contact IADR President-elect Paul
Robertson (paulrob@u.washington.edu).
Please include a brief "history" of
yourself to allow the President-elect to
make a more informed judgment.
You CAN make a difference!
