standards are followed. <strong>IATA</strong> Circle of Excellence<br />
The <strong>IATA</strong> Operational Safety<br />
Audit (IOSA) is the world’s only<br />
global airline operational safety<br />
audit program. As of 1 May<br />
<strong>2012</strong>, of the 376 airlines on the<br />
IOSA registry, 133 (35%) are<br />
non-<strong>IATA</strong> member airlines. In<br />
2011, IOSA-registered airlines<br />
flew 64% of all commercial<br />
flights. The total accident rate<br />
for IOSA carriers continues<br />
to be better than the industry<br />
rate and was 52% better than<br />
non-IOSA operators. Since<br />
2003, over 1,300 IOSA audits<br />
have been completed. IOSA<br />
is active in all regions of the<br />
world and is mandatory for <strong>IATA</strong><br />
membership.<br />
Despite the success of IOSA,<br />
airlines could do more to<br />
participate in the other safety<br />
programs that <strong>IATA</strong> has developed.<br />
Of the nine <strong>IATA</strong> audit<br />
and safety programs, <strong>IATA</strong><br />
members participate, on average,<br />
in only three. Only 23%<br />
of <strong>IATA</strong> members participate in<br />
more than four programs. <strong>IATA</strong>’s<br />
Circle of Excellence campaign<br />

aims to bring airlines into all of<br />
the interconnected audit and<br />
safety programs. The support of<br />
governments and regulators for<br />
IOSA and for the <strong>IATA</strong> Safety<br />
Audit for Ground Operators<br />
(ISAGO) is vital. IOSA is<br />
mandated by 11 governments<br />
worldwide, a figure that <strong>IATA</strong> is<br />
looking to increase.<br />
Ground damage costs the<br />
industry billions of dollars per<br />
year. ISAGO is a globallyapproved<br />
audit for reducing<br />
ground accidents by eliminating<br />
ground hazards, for reducing<br />
aircraft ground damage<br />
and personnel injuries, and for<br />
reducing the number of redundant<br />
audits. Complementing<br />
the ISAGO program is the<br />
new <strong>IATA</strong> Ground Operations<br />
Manual (IGOM), which provides<br />
globally standardized<br />
procedures, and a new Ground<br />
Damage Database (GDDB)<br />
program, which provides performance<br />
monitoring.<br />

Since ISAGO’s inception in<br />
February 2008, and up to<br />
1 May <strong>2012</strong>, more than 460<br />
audits have been conducted<br />
with over 100 ground service<br />
providers. ISAGO is supported<br />
by 65 governments and airport<br />
authorities. In early <strong>2012</strong>,<br />
ISAGO received endorsement<br />
by all 44 members of<br />
the European Civil Aviation<br />
Conference (ECAC). The<br />
ISAGO Audit Pool includes 44<br />
member airlines and consists of<br />
200 ISAGO-qualified auditors.<br />
