ASPA Board Members Reappointed by Governor Riley<br />
Congressman Sonny Callahan (Ret.), Mike Fields and Bill Bru were recently reappointed to serve on the Board of Directors of<br />
the <strong>Alabama</strong> <strong>State</strong> <strong>Port</strong> <strong>Authority</strong>. All three positions are appointed by the Governor of <strong>Alabama</strong> and confirmed by the <strong>Alabama</strong><br />
Senate. Governor Bob Riley selected Callahan, Fields and Bru to serve a second term on April 14, <strong>2009</strong>, and the <strong>Alabama</strong><br />
Senate confirmed those appointments on May 14th. Eight members of the <strong>Port</strong> <strong>Authority</strong>’s Board of Directors serve five-year<br />
staggered terms representing six regions across the state, along with one at-large member and one labor representative. The<br />
body’s ninth seat is ex-officio, representing the Mayor of Mobile or the President of the Mobile County Commission serving in<br />
rotating one-year terms.<br />
Federal Grants Available Through Web site<br />
The state of <strong>Alabama</strong> launched a Web site, Stimulus.<strong>Alabama</strong>.gov, to help educate the citizens of <strong>Alabama</strong> about the federal<br />
stimulus law and track how the stimulus money is spent throughout the state. The Web site is divided into categories including<br />
business, individuals and nonprofits, which makes the site user-friendly for visitors. The Web site was launched by the state of<br />
<strong>Alabama</strong> in February <strong>2009</strong>.<br />
According to Gina Smith, public affairs director for the <strong>Alabama</strong> Department of Finance, this federal stimulus is the largest<br />
package in history of its kind. There are very strict requirements on how the money is spent, and applicants may be competing<br />
with other cities and communities for the stimulus money.<br />

Vinyard Elected<br />
Chairman of SCA<br />
Herschel Vinyard, vice president of Atlantic<br />
Marine Holding Company, was elected<br />
chairman of the Shipbuilders Council of<br />
America (SCA) during the Council’s annual<br />
Spring General Membership meeting in<br />
April. Vinyard takes the leadership role of the<br />
Council after two successful years that saw<br />
increased membership and an expansion<br />
of services provided to the SCA. Vinyard is<br />
a lawyer by trade who has been employed<br />
with Atlantic Marine for 10 years.<br />
“My first priority as chair of SCA is a personal<br />
one, and it’s in large measure due to<br />
Atlantic Marine Chief Executive Officer Ron<br />
McAlear and the way he’s made safety the<br />
top priority for Atlantic Marine. Ensuring that<br />
key management leadership understand that<br />
safety is priority one is most important during<br />
my term,” Vinyard said.<br />

SCA is the largest and most broadly-based<br />
trade association representing the U.S. shipyard<br />
industry. The Council represents 40<br />
companies that own and operate more than<br />
100 shipyards, with facilities on all three<br />
U.S. coasts, the Great Lakes, the inland<br />
waterways system and Hawaii. SCA also<br />
represents 26 affiliate members that provide<br />
goods and services to the shipyard industry.<br />
