1. Introduction 

This issue contains all the annual data for 1996 and 1997. It is a 9special issue that has 

been produced now that the data has been finalised for these refere9nce years. The data 

in this publication supersede any data that have been published previo9usly in monthly 

bulletins. Nevertheless, there may be data series still marked as pr9ovisional ("p"). This 

occurs because some National Offices have not updated series from 9when they were 

originally published as provisional figures. Otherwise, the data in this 9publication will not 

change and will remain in this format. It may be consulted as it re9mains within the 

database that is used to generate this publication. 

The table of exchange rates gives the value of 1 ECU in nation9al currency for a range of 

countries, on a monthly, quarterly and annual basis. 

The table of consumer price indices gives both national currency 9and ECU based series. 

There are in addition harmonised consumer price indices (more deta9ils in the notes for 

section 4). 

The names of the series are included in the original language a9nd in English.

2. Data by Country 

All series have been converted on a like for like basis - that mea9ns that index series on a 

national currency basis are converted to index series on a ECU ba9sis, and series in 

national currency are converted to series in ECU. All converted se9ries retain the same 

periodicity - quarterly, monthly - as the original series, and annual9 averages are only 

included where they exist in the original series. Index series in ECU 9are shown with the 

same number of decimal places as the original series, but curre9ncy series in ECU have 

the number of decimal places adjusted to retain the same number 9of significant figures as 

the original series. 

Money series are converted by dividing the values in national currenc9y by the exchange 

rate for the period in question as given in the table in Part 3. Index9 series are converted 

by adjusting the index value by the change in the ECU exchange r9ate index for that 

currency between the base period of the particular index and the 9period in question. The 

value of the ECU index will remain 100 in the base period. 

The type of series is indicated after its title - I for Index or M for M9oney - together with the 

base period (the month, quarter or year for which the value of 9the index = 100) for index 

series. 

A few conventions should be noted. The "," is used to indicate thousands, a9nd the "." to 

indicate decimals. The code numbers used for each series uniquely 9identify the data 

supplier, the publication and the particular series. Finally a "p" in 9front of a value means 

that the data is provisional. All other series should contain final da9ta, although even final 

data can be subject to later revision by the data supplier. Where 9base years or series 

definitions have changed an appropriate footnote has been added. 

The French series 12.18.81 (SYNTEC: Indice des bureaux d’étude tech9niques) has been 

converted into ECU using the ECU/FF index for January 1995, althoug9h the base for the 

index is January 1961, as a special calculation is required for the 9ECU/FF exchange rate 

for that date. This means that the value of the index for January 91995 (164.5) is the same 

for both the original and the converted series, and the converted se9ries correctly reflects 

the change in the ECU/FF exchange rate since then.

3. Exchange rates 

The exchange rates for the ECU against the nationalr currencies of the 

Member States of the European Community and other mrajor currencies are 

shown as annual, quarterly and monthly averages. Therse are based on 

theoretical daily exchange rates calculated by the rEuropean Commission from 

the market rates of the individual currencies that mrade up the ECU, and may 

not be the same as market rates quoted for the ECU. 

3. Taux de change 

Les taux de change de l’ECU dans les monnaies nationrales des États 

membres de la Communauté Européenne et dans les autrres monnaies 

importantes sont présentés en moyennes annuelles, trrimestrielles et

4. Consumer price indices 

Consumer price indices in national currency 

The consumer price indices in the national currencym of each country measure changes in 

the purchasing power of one unit of national currenmcy spent in the country concerned. 

Two composite indices are calculated, covering all mthe Member States of the Community 

(EU-15) and the Member States with currencies participmating in the European Monetary 

System exchange rate mechanism (ERM) during 1996 and 1997. mThese indices were 

calculated as weighted arithmetic means (chain indimces) of the national indices, the 

weights for each Member State being its relative shmare in the final consumption of 

households, of the group of countries in question (mEU-15, ERM), expressed in purchasing 

power standards, at current prices and purchasing pmower parities. 

Consumer price indices in ECUs 

For each country the index of consumer prices in ECUms is calculated by multiplying the 

national consumer price index by the average movememnt of the national currency in 

relation to the ECU during the month. It measures tmhe change in the purchasing power of 

one ECU in the country concerned. Three composite imndices are calculated, the first 

covering all the Member States of the Community (EUm-15), the second covering the 

Member States participating in the European Monetarmy System exchange rate 

mechanism (ERM) in 1996 and 1997, and the third covering tmhe twelve countries whose 

currencies made up the ECU. These three indices arem calculated as weighted arithmetic 

means (chain indices). The weights are defined as fmollows: for the EU-15 and ERM 

indices, the relative share of each Member State inm the final consumption of households 

for the group of countries in question (EU-15 or ERM), mis expressed in ECUs at current 

prices and exchange rates (annual weighting). For them ECU index, the weights are the 

relative share of each Member State’s currency in tmhe calculation of the ECU (monthly 

weighting). 

Harmonised Indices of Consumer Prices (HICPs) 

These harmonised inflation figures are used for them assessment of inflation convergence. 

They are not intended to replace existing national mConsumer Price Indices (CPIs) which 

may still be published according to national need amnd definitions. 

HICPs are designed for international comparisons of cmonsumer price inflation. They are 

used in particular by the European Commission and Emuropean Monetary Institute in their 

EMU convergence reports under Article 109j of the Treamty on European Union. 

The new Monetary Union Index of Consumer Prices (MUICPm) is a key instrument for 

monitoring price stability in the euro-zone. The MUICmP is based on the Harmonised 

Indices of Consumer Prices (HICPs) of the 11 countries pamrticipating in Stage III of 

Economic and Monetary Union (EMU). The MUICP is calcumlated as a weighted average 

of HICPs of the 11 Member States participating in Stagme III of EMU. Country weights are 

computed every year reflecting the country's share mof private final domestic consumption 

expenditure in the EMU total.

4. Indices de prix à la consommation 

Indices de prix à la consommation exprimés en monnapie nationale 

Pour chaque pays, les indices des prix à la consommatmion calculés sur la base de 

données en monnaie nationale mesurent la variation mde pouvoir d’achat d’une unité de 

monnaie nationale dépensée dans le pays considéré. Deumx indices synthétiques sont 

calculés couvrant respectivement l’ensemble des Étatsm membres de la Communauté 

(EU-15) et les États membres dont les monnaies particimpent au mécanisme de taux de 

change (MTC) du Système Monétaire européen (SME), pendmant 1996 et 1997. Ces 

indices sont calculés comme moyennes arithmétiques dems indices nationaux, pondérées 

(indices-chaînes) par la part de chaque État membre damns la consommation finale des 

ménages de l’ensemble considéré (EU-15 ou SME). Pour ces mcalculs, les données de 

consommation finale des ménages sont exprimées en stamndards de pouvoir d’achat, aux 

prix et parités de pouvoir d’achat courants. 

Indices des prix à la consommation exprimés en ECU 

Pour chaque pays, l’indice des prix à la consommation mcalculé en ECU est obtenu en 

multipliant l’indice des prix à la consommation par lm’indice d’évolution de la monnaie du 

pays considéré par rapport à l’ECU. On mesure ainsi lam variation de pouvoir d’achat d’un 

ECU dépensé dans le pays considéré. Trois indices syntmhétiques sont calculés. Le 

premier couvrant l’ensemble des États membres de la mCommunauté (EU-15), le 

deuxième couvrant les États membres participant au mécmanisme de taux de change 

(MTC) du Système Monétaire Européen (SME) et le troisimème couvrant les douze pays 

qui composaient l’ECU. Ces trois indices sont calculmés comme des moyennes 

arithmétiques pondérées (indice-chaîne). Les pondérationsm sont effectuées de la manière 

suivante: pour les indices EU-15 et SME, on utilise lam part relative de chaque État 

membre dans la consommation finale des ménages de lm’ensemble considéré (EU-15 ou 

SME), exprimée en ECU, aux prix et taux de change couramnts (pondération annuelle); 

pour l’indice ECU, on utilise la part relative de lma monnaie de chaque État membre dans 

le calcul de l’ECU (pondérations mensuelles). 

Des indices des prix à la consommation harmonisés (pIPCH) 

Ces chiffres harmonisés servent à évaluer la convergemnce entre les taux d'inflation. Ils ne 

sont pas destinés à remplacer les indices nationaux dmes prix à la consommation (IPC) qui 

pourront toujours être calculés et publiés sur la basem des définitions et besoins 

spécifiques de chaque État membre. 

Les IPCH doivent permettre les comparaisons internatiomnales de l'évolution des prix à la 

consommation. Ils servent en particulier à la Commismsion européenne et à l'Institut 

monétaire européen (IME) pour établir leurs rapports smur la convergence dans le cadre 

de la réalisation de l'UEM conformément à l'article 109 Jm du traité sur l'Union 

européenne. 

Le nouvel indice des prix à la consommation de l'Unionm monétaire (IPCUM) est le 

principal instrument de suivi de l'évolution des primx dans la zone euro. L'IPCUM est basé 

sur les indices des prix à la consommation harmonisésm (IPCH) des onze pays participant 

à la phase III de l'Union économique et monétaire (UEM). mL'IPCUM est une moyenne 

pondérée des IPCH des onze États membres participant à lam phase III de l'UEM. La 

pondération de chaque pays est proportionnelle à la pmart de sa consommation privée 

intérieure finale dans le total de l'UEM.
