and City Grant Funding: Created to assist and advise DHS on<br />

• <strong>Homeland</strong> <strong>Security</strong> Information Network: Built upon the<br />

system known as JRIES, the department is expanding its computer<br />

based counter terrorism communications network to all 50 states, 5<br />

territories, Washington D.C. and 50 other major urban areas. This<br />

effort will significantly strengthen the two-way flow <strong>of</strong> real time threat<br />

information from the Sensitive-but-Unclassified level to the Secret<br />

levels to state, tribal, local and private sector partners.<br />

• A comprehensive national plan designed to increase protection for America’s<br />

citizens and infrastructure while maintaining the free flow <strong>of</strong> goods and people<br />

across our border with minimal disruption to our economy and way <strong>of</strong> life.<br />

• PROJECT 180<br />

• A project targeting measurable improvements in security at the Liberty Shield sites<br />

during the first 180 days <strong>of</strong> DHS operations. This project will allow resources to be<br />

shifted from high intensity, low efficiency security measures as described above to<br />

security enhancements that are efficient and sustainable.<br />

• U.S. VISIT<br />

• DHS will work with HHS to accelerate the development and procurement<br />

<strong>of</strong> advanced vaccines and treatments for protection against biological,<br />

chemical and radiological threats. $5.6 billion advance appropriations for<br />

years FY2004 to FY 2013. $890 million is appropriated in FY 2004.<br />

• BioWatch<br />

• DHS early warning detection system <strong>of</strong> certain airborne biological<br />

releases, whether they are due to intentional releases or from the natural<br />

environment.<br />

• National Disaster Medical System: DHS is responsible for managing<br />

and coordinating the Federal response to major emergencies and federally<br />

declared disasters.<br />

• NOBLE Training Center: A DHS local hospital facility devoted<br />

entirely to medical training for WMD or mass casualty events.<br />

State, Tribal and local law enforcement entities.<br />

• <strong>Homeland</strong> <strong>Security</strong> University Fellows : <strong>The</strong> <strong>Department</strong>’s<br />

• Operation Predator is an ongoing ICE enforcement initiative to protect children from<br />

• Targets include U.S. citizens suspected <strong>of</strong> child sex crimes and non-citizen sex<br />

<strong>of</strong>fenders whose crimes make them subject to removal from the U.S.<br />
