LAURENCE “LARRY” McGRAW<br />
Laurence “<strong>Larry</strong>” <strong>McGraw</strong> is the Chief, Portfolio Management, Business<br />
and Enterprise Systems (BES) Directorate, <strong>Maxwell</strong> AFB-<strong>Gunter</strong> <strong>Annex</strong>,<br />
Alabama. He leads support for over 120 Information Technology Business<br />
Systems with an annual budget of over $1.1B. He directs a team of 14,<br />
conducting program control, portfolio management, and strategic<br />
communications supporting 1800 military, civilian, and contractor<br />
personnel. Interfacing regularly with SAF/AQ, AFMC, LCMC, General<br />
Officers and Senior Executive Service members, he plans, organizes,<br />
directs, and controls regular program reviews, status, and programmatic<br />
metrics for the directorate portfolio, along with strategic communications<br />
to government and industry partners.<br />
<strong>Mr</strong>. <strong>McGraw</strong> enlisted in the Air Force as an Avionics Systems Specialist in 1984 and was commissioned<br />
through Officer Training School in 1999. During his career, he performed, supervised, and instructed<br />
avionics maintenance on numerous aircraft including A-10, F-16, B-1, and F-117 platforms. He deployed<br />
in support of Operation Desert Storm in 1993, leading an avionics and sensors team maintaining mission<br />
readiness of the F-117 Nighthawk. As a commissioned officer, he served as a Deputy and Launch Crew<br />
Commander on several Defense Meteorological Satellite Program and National Recognizance Office<br />
missions from Vandenberg AFB, California. Later, <strong>Mr</strong>. <strong>McGraw</strong> served as a Deputy Program Manager<br />
for Air Combat Command Ranges, Cargo Movement Operations System Program Manager, and Director,<br />
Plans and Programs before retiring in 2008. He entered civil service in 2008 as a Program Manager and<br />
served as Transportation Branch Chief in the Logistics Systems Division of the Enterprise Logistics<br />
Systems Directorate before assuming his current duties in January 2012. <strong>Mr</strong>. <strong>McGraw</strong> is a Program<br />
Management Level III Certified Acquisition Professional.<br />
