Are ACCD Police Officers real police and<br />

can they make arrests or issue citations<br />

• <strong>Alamo</strong> Community <strong>College</strong>s Police Officers, as state licensed<br />

“Peace Officers,” have the authority and are governed by The<br />

Statet of Texas to enforce all local, l state t and federal laws. They<br />

may arrest individuals found in violation of these laws on or off<br />

district property.<br />

• <strong>Alamo</strong> Community <strong>College</strong>s Police Officers may issue citations<br />

for applicable offenses that are covered by state law to include<br />

offenses listed under the Texas Education Code. These citations<br />

are filed with the appropriate Justice of the Peace.<br />

• Certified Security Officers are also employed by the ACCD-Police<br />

Department to assist the daily operations of the Police<br />

Department

Campus Police Clerks<br />

• If you have outstanding Campus Citations that need to be paid you<br />

must go the Campus Police Office located at the intersection on<br />

Park and Main.<br />

• The Office hours for the Campus Police Clerks are:<br />

7am to 7pm Monday through Thursday<br />

7am to 5pm on Fridays<br />

Closed on Saturdays, Sundays and Holidays (unless otherwise posted)<br />

• Provide the clerk with the necessary information (Social Security<br />

number, copy of the citation) they will provide you with a voucher<br />

to take to the Bursar’s Office in Fletcher Administration to pay the<br />

citation.<br />

Campus Police Clerks do not take payments!!!


Fines and Appeals<br />

Campus Citations<br />

• $12.00 Fine-within 10 working days of Issuance<br />

• $18.00 Fine-after 10 working days of Issuance<br />

• These citations do no affect your Texas Driver’s<br />

License record.<br />

Appeal Form<br />

• Can be filled out within 10 days of receiving the citation.<br />

• Appeal form goes to a committee and they decide if citation is valid.<br />

• Appeal form can be obtained from the Police Office room A105 or online at:<br />

Consequences<br />

If you do not pay for a campus citation, a hold will be placed<br />

on your record.<br />

This means that you will not be able to register for classes,<br />

obtain your grades or transcripts<br />

Your vehicle may be subject to towing if you accrue multiple<br />

citations and fail to pay for them


Parking Decals<br />

• $21.00 per academic year<br />

• $11.00 for Spring and Summer session<br />

• $7.00 for Summer sessions only<br />

• $8.00 for Replacement<br />

• Free of charge<br />

Parking Decals are transferable up to three vehicles. You can change the<br />

information at anytime.<br />

You should not exchange a decal with another person. If that person gets a<br />

parking citation you will be held responsible for the payment of that citation.<br />

In the event your decal becomes lost or stolen, report it to the ACCD Police<br />

Department immediately. This will ensure that if another person attempts to<br />

use the decal you will not be held responsible for any citations.<br />

Your decal must be fully readable from the outside of your vehicle. If any<br />

portion of the decal is covered, you may receive a citation.


Parking Enforcement<br />

• Parking areas for <strong>Alamo</strong> Community <strong>College</strong> District’s <strong>Northeast</strong><br />

<strong>Lakeview</strong> <strong>College</strong>, <strong>Northeast</strong> campus: Are designated by<br />

markings on the ground.<br />

• Faculty/Staff parking spaces are designated by signs at the<br />

Parking Spaces.<br />

• Please remember that there is external parking located at the<br />

old campus building “7990”. It is a short walk from the campus<br />

and a shuttle may be available.<br />

Shuttle service start approximately<br />

7:30am-2:00pm and then again<br />

from 4:00pm -10:00pm

• Fines range from $130.00 to<br />

$335.00 (This is an<br />

estimated range)


Disabled Parking Areas<br />

It is an offense to park in a Disabled Parking Space. This includes the<br />

improvement designed to aid vehicles with ramps or other devices.


Off-Campus Parking Enforcement<br />

• If you park on a city street you may be subject to Parking Fines<br />

issued by the City of Live Oak.<br />

• You may also be subject to towing and fees if you do not park on the<br />

ACCD designated parking spaces.<br />

• Bexar Towing has a fee of $175.00


While on Campus<br />

Smoking<br />

• Due to concerns about smoke-related fires, and littering of cigarettes,<br />

Northwest Vista became a tobacco-free campus on August 1, 2006<br />

Weapons<br />

Do not bring Prohibited Weapons on any <strong>Alamo</strong> Community <strong>College</strong>s Property<br />

Some Prohibited Weapons<br />

1) An explosive weapon<br />

2) Firearms or ammunition<br />

3) Switchblade or knife over 4 ½ inches<br />

4) Knuckles<br />

5) A chemical dispensing device<br />

6) A stun gun<br />

7) Fireworks<br />

You can and will be arrested if found on ACCD Property with one of the above items.


While On Campus<br />

Transportations<br />

Bikes, Skateboards, and other personal<br />

motorized vehicles on campus, are not<br />

allowed to be ridden while interior of<br />

campus. If necessary these vehicles must<br />

comply with the Texas Transportation<br />

Code.<br />

Pets<br />

• Pets of any kind are not allowed on <strong>Alamo</strong> Community <strong>College</strong><br />

District property.<br />

• The only exception are animals that assist persons with disabilities,<br />

such as seeing eye dogs.<br />

You may be charged with Animal Cruelty if you leave any animal in your vehicle during the<br />

inclement weather while you are on ACCD property.

Tips to Remember<br />

• Always log off of any website accessed by a District computer.<br />

• Do not divulge any personal information about yourself on a public<br />

website such as your complete name, home or cell phone numbers,<br />

date of birth and home or work address unless you are prepared<br />

for anyone to find you/track you down, anytime of the day or<br />

night.<br />

• Change your internet passwords regularly l to avoid anyone gaining<br />

i<br />

access to your information..<br />

• Students can be stalked by strangers (or even<br />

acquaintances) because of the detailed and specific<br />

information students post on a webpage ( i.e. phone<br />

numbers, addresses, class schedules, social plans, etc.)

We here at the Police Department can not stress enough to our students that it is<br />

imperative not to put your personal information on any website. We are not here to<br />

embarrass anyone but in 10 minutes here are some things we found out about your<br />

classmates (to potectthese protect these students we will not use their real names but then again if you look on the<br />

internet you can find them):<br />

• A female student who put her date of birth and personal e-mail account<br />

on a webpage. This student is also a medical receptionist for a local<br />

company.<br />

• A male student put his Home address, cell phone number, date of birth,<br />

and what his major is. He is also looking for a relationship or a date.

Tips to Remember<br />

• Websites such as MySpace and Yahoo 360 are just a few that<br />

offer anyone a place to meet new people and network with<br />

people with similar interests and at this time they are not<br />

restricted.<br />

• The District Information Technology Department does keep a<br />

close watch on unauthorized access and does have the option<br />

of closing the network to any site they deem non-education<br />

related.<br />

• The <strong>Alamo</strong> Community <strong>College</strong> District has an Open Campus<br />

policy. This means that the general public can use the computers<br />

that are found in our Libraries and Counseling area.<br />

• The <strong>Alamo</strong> Community <strong>College</strong> District i t has a policy in place in<br />

regards to internet usage. Please contact the Student Affairs<br />

Office to have access to this policy. (Note: Administrators are not<br />

monitoring your personal web pages: however, if information or<br />

pictures on a student’s account that violate policy are brought to<br />

their attention or are reported to them, they will follow up and<br />

investigate further.)


Crime Prevention Tips<br />

• Keep your vehicle locked at all times<br />

• Keep personal property that is in your vehicle out of sight. (Wallets, purses,<br />

backpacks, books, detachable face radios, CDs)<br />

• Do not bring excessive money or credit cards with you or leave them in your vehicle<br />

unattended<br />

• Be aware of your surroundings while you are parked on campus<br />

• Keep your backpack with you at all times<br />

• Do not leave personal items in classrooms that are unattended<br />

• Make a secret mark in your textbooks so you are able<br />

To identify them if they become misplaced or stolen<br />

• Become familiar with the campus you are attending<br />

• so that you can identify where you are if you need<br />

assistance<br />

• If you notice someone suspicious or out of place<br />

contact the Campus Police immediately!<br />

The Crime Prevention Reminder will be placed where<br />

an Officer believes there is a significant risk of Theft to your property.<br />

Again, remember it is your responsibility to keep your personal items with you at all times.


Campus Safety at Night<br />

• Be alert to suspicious people or circumstances. If something or someone doesn’t<br />

seem right to you, go to a well-lit, populated area and notify the police.<br />

• Travel in well-lit, well traveled areas and try not to walk alone. Avoid “shortcuts”<br />

• Familiarize yourself with the locations of the courtesy phones around campus- If<br />

you ever have a problem, go to one of these and press the button.<br />

• Avoid working or studying alone in building at night. If you must work late, let<br />

somebody you trust know where you are and when you will be done.<br />

• Avoid using stairs in remote sections of a building.<br />

• Before getting into your vehicle, visually inspect the interior for anything<br />

suspicious<br />

• If you feel you are being followed, head quickly to a group of people, a<br />

faculty/staff office or the Campus Police Department<br />

• If you enter an elevator and the person riding with you is making you<br />

uncomfortable, leave. Get off before the door closes, or leave at the next floor.<br />

• You don’t need to make excusesor feel guilty for protecting ti yourself.<br />

• Haveyourkeysinyourhandsothatyoudon’thavetosearchforthemwhenyou<br />

reach your vehicle<br />

• When you know you will be returning to your vehicle late at night, try to park<br />

close to a light standard or in a well-lit area.

locations throughout the <strong>Northeast</strong><br />

<strong>Lakeview</strong> <strong>College</strong>, <strong>Northeast</strong> campus.<br />

• Emergency phones are also located in<br />

the elevator and stairwells on both<br />

floors.<br />

The emergency phone is a direct contact point for the<br />

ACCD-Police Department Dispatcher, In a sense it’s like<br />

calling 911


Interacting with ACCD Police Officers<br />

• At anytime you could be approached by a Police Officer from the <strong>Alamo</strong><br />

Community <strong>College</strong> District Police Department<br />

• Thisisnotalwaysabadthing<br />

• Some of the common things you may be contacted by an officer for is:<br />

– A “traffic stop” for a moving violation<br />

– To gather information for a report that occurred<br />

– A campus rule violation<br />

– An Officer on patrol<br />

• When you are stopped by an ACCD Police Officer it will be by one of three methods. A<br />

marked police unit, a marked Police bicycle, or an officer on foot patrol.<br />

• Moving traffic violations are the most common reason for stopping a vehicle. However<br />

you may also have been stopped for a registration or equipment violation or malfunction<br />

• A criminal investigation may be another reason for being stopped.<br />

• The ACCD Police Department does not use any unmarked patrol units for traffic stops.<br />

• In the event you are stopped by an unmarked vehicle, please contact ACCD Dispatch at<br />

208-8099 or 222-0911


Interacting with ACCD Police Officers<br />

What to do if you are stopped by an ACCD Police Officer for a traffic violation<br />

• Please stay in your car. If it’s dark, turn on the interior light<br />

• Do not leave your car until directed to do so by the officer<br />

• Relax, don’t make any sudden movements or reach for items inside the vehicle.<br />

The officer will begin by identifying him/herself and will tell you they work for the<br />

ACCD Police Department<br />

• Next the officer should explain to you why you were stopped and ask you to<br />

explain your behavior regarding the violation for which you were stopped<br />

• The officer will then ask you for your driver’s license and proof of liability<br />

insurance. If you don’t have your license with you, verbal identification will be<br />

requested. Please provide the officer with the requested information<br />

• The officer’s actions during a traffic stop are guided by the fact that police officers<br />

are assaulted and killed each year during traffic stops. Our goal is to protect you<br />

and to ensure our own safety. We feel that it is important for you to know that<br />

most of the ACCD Police Department’s traffic stops are video/audio recorded.

Common Questions Asked<br />

• Why does the officer sit in the car for so long What are they doing<br />

– Technology now allows an officer to verify your driving status and check your vehicle<br />

registration directly from the patrol car. Because this information is accessed via computer<br />

and dependent upon its reliability, unanticipated delays may occasionally occur. While it<br />

may seem as if the officer has kept you waiting a long time, It’s normally only for a few<br />

minutes.<br />

• When a car is stopped, it appears that the officer is “sneaking up” on<br />

the driver. At night, the officers shine their lights into the car. Why is<br />

that<br />

– Officers are trained to minimize i i their exposureto traffic and potential ti danger from within<br />

the vehicle. At night, the bright lights illuminate the interior of the vehicle which is<br />

another safety consideration for the officer.<br />

• If I’ve been pulled over for a traffic offense, why do other police<br />

officers show up<br />

– It is not uncommon for officers who are in close proximity to back each other up, even if<br />

they are not requested. This is just routine for safety reasons. It is also possible that the<br />

initial or secondary patrol vehicle may be a field-training unit, which consists of two<br />

officers, one of whom is learning how to become a police officer.
