The <strong>Malaysia</strong>n government is mak<strong>in</strong>g<br />
substantial <strong>in</strong>vestments <strong>in</strong> <strong>in</strong>frastructure<br />
<strong>project</strong>s to improve the quality of life of<br />
its people and to make its Federal Capital,<br />
<strong>Kuala</strong> <strong>Lumpur</strong>, a world-class city. A major<br />
<strong>project</strong>, undertaken by City Hall KL, is<br />
the Integrated Transport In<strong>for</strong>mation<br />
System. ITIS will help to reduce traffic<br />
congestion, will improve traffic management<br />
and will enhance public transportation.<br />

The city of <strong>Kuala</strong> <strong>Lumpur</strong> is Management<br />
mak<strong>in</strong>g serious ef<strong>for</strong>ts to improve System (ATMS)<br />
traffic conditions <strong>for</strong> road users.<br />
and an<br />
Advanced Traveller In<strong>for</strong>mation System<br />
(ATIS). ATMS uses Automatic Incident<br />
Detection (AID) and Closed Circuit<br />
Television (CCTV), <strong>in</strong>stalled all over KL's<br />
Klang Valley, and Automatic Vehicle<br />
Location (AVL) to capture real-time traffic<br />
<strong>in</strong><strong>for</strong>mation <strong>for</strong> <strong>in</strong>cident management and<br />
long-term transportation plann<strong>in</strong>g. This<br />
<strong>in</strong><strong>for</strong>mation is used by ATIS to <strong>in</strong><strong>for</strong>m the<br />
public about the actual situation <strong>in</strong> the city<br />
via Variable Message Signs (VMS) along the<br />
roads, via a Call Centre and via the Internet.<br />
One slogan <strong>for</strong> ITIS is: “We keep our eyes<br />
on the road so you don't have to".<br />
Does it imply the use of <strong>video</strong> technology<br />
In fact, the basis <strong>for</strong> CCTV and AID are<br />
<strong>video</strong> cameras. The quantity of field<br />
equipment used by ATMS to capture realtime<br />
<strong>in</strong>fo is impressive: 255 CCTV cameras,<br />
728 AID cameras and 1.000 cars<br />
equipped with AVL. For direct and <strong>in</strong>stant<br />
<strong>in</strong><strong>for</strong>mation to the road users, the road<br />
network is covered by 140 large VMS panels.<br />
ITIS realisation is per<strong>for</strong>med by the "ITS<br />
Konsortium Sdn. Bhd." and started <strong>in</strong><br />
August 2002. The system will be fully<br />
operational <strong>in</strong> the first half of 2005.<br />
Automatic Incident Detection<br />
with <strong>video</strong> cameras<br />
<strong>Traficon</strong> got <strong>in</strong>volved from the very first<br />
stages of this <strong>project</strong> <strong>for</strong> the implementation<br />
of an AID <strong>video</strong> detection system. On<br />
the one hand, there was <strong>Traficon</strong>’s worldwide<br />
experience with more than 14.000<br />
operational <strong>video</strong> <strong>detectors</strong>. On the other<br />
hand, there was <strong>Traficon</strong>'s support <strong>in</strong><br />
Asia, with expertise right at the doorstep<br />
of the ITS Konsortium eng<strong>in</strong>eers.<br />
<strong>Traficon</strong> participates <strong>in</strong> this mega <strong>project</strong><br />
by supply<strong>in</strong>g 728 VIP modules <strong>for</strong> data<br />
monitor<strong>in</strong>g and <strong>in</strong>cident detection and 128<br />
VICCOM/E modules send<strong>in</strong>g data, images<br />
and "<strong>in</strong>cident movies" to the TMC. The<br />
WATTS software collects all this numeric<br />
and picture <strong>in</strong><strong>for</strong>mation from the field<br />
equipment and provides extensive tools <strong>for</strong><br />
the <strong>in</strong>tegration of AID <strong>in</strong>to the ATMS.<br />

at the Olympic Games 2004<br />

Bruges (Belgium) – Participants of the<br />
Advanced Certified Systems Eng<strong>in</strong>eer<br />
tra<strong>in</strong><strong>in</strong>g at work. <strong>Traficon</strong> organised the<br />
tra<strong>in</strong><strong>in</strong>g <strong>in</strong> Bruges on 4-5 June this year.<br />
The participants got an <strong>in</strong>dividual tra<strong>in</strong><strong>in</strong>g<br />
focused on hands-on sessions. Everyone<br />
had to set up his own technical plat<strong>for</strong>m<br />
and execute a maximum of exercises<br />

<strong>in</strong> daily practice. The exercises<br />
varied from Tunnel to Urban and Road<br />
applications.<br />

sites and park<strong>in</strong>g lots, VIP/3D,<br />
the system that comb<strong>in</strong>es presence and<br />
traffic data on the same module and<br />

over Ethernet and RS232. “The live<br />
demonstrations attracted a lot of people”,<br />

ITS Chile (Santiago) – Stefaan P<strong>in</strong>ck<br />

(27-29 August) as well as at Intertraffic<br />
Mexico (2-4 April). Both were ideal places<br />
to have face-to-face discussions with Lat<strong>in</strong><br />
American decision makers. Next to that,<br />
it was a splendid opportunity to exchange<br />
experiences and <strong>in</strong><strong>for</strong>m the visitors on<br />
<strong>video</strong> detection solutions.<br />
VIP/I <strong>in</strong>cident detection boards<br />
make Madrid tunnel safer<br />
MADRID (SPAIN)<br />
The Maria de Moll<strong>in</strong>a tunnel jo<strong>in</strong>s<br />
Paseo de la Castellana and Velazquez<br />
Street with the N-II highway Madrid-<br />
Barcelona. The tunnel is 2.271<br />
metres long of which 1,1 km was<br />
constructed only recently. The tunnel<br />
absorbs 30.000 vehicles go<strong>in</strong>g out of<br />
Madrid every day. Various stretches of<br />
the tunnel are sensitive to <strong>in</strong>cidents<br />
and queue <strong>for</strong>mation. To tackle this<br />
problem an automatic <strong>in</strong>cident<br />
detection system (24 cameras) has<br />
been <strong>in</strong>stalled <strong>in</strong> the new section of<br />
the tunnel, us<strong>in</strong>g <strong>Traficon</strong> VIP/I<br />

The AID system detects stopped<br />
vehicles, slow mov<strong>in</strong>g traffic and<br />
queue. Remote monitor<strong>in</strong>g and<br />
transmission of these data, alarms<br />
and images to the Traffic<br />
Management Center occurs over<br />
Ethernet via the VICCOM/E board.<br />
The operator uses the CCTV system<br />
to verify the details of the alarm.<br />
From here, the operator may<br />
suggest driver advisory actions<br />
through VMS.
News on Installations<br />
<strong>Traficon</strong> controls traffic<br />
underneath city of Marseille<br />
MARSEILLE (FRANCE)<br />
Underneath the city of Marseille a<br />
tunnel is constructed, called Joliette.<br />
This tunnel has been extended with<br />
an entrance (Major) and an exit<br />
(Dunkerque). The extension makes it<br />
possible to cross Marseille underground<br />
by car. <strong>Traficon</strong> takes care of<br />
safe traffic passage <strong>in</strong> the tunnel.<br />
For that purpose 19 cameras are<br />
mounted at the side of the road<br />
look<strong>in</strong>g at traffic driv<strong>in</strong>g away. An<br />
Automatic Incident Detection system<br />
is <strong>in</strong>stalled to monitor the traffic and<br />
warn the operator room <strong>in</strong> case of<br />
dangerous situations. 19 VIP/I boards<br />
detect stopped vehicles, <strong>in</strong>verse<br />
direction and smoke. Data, alarms<br />
and images are transmitted to the<br />
Traffic Management Center by the<br />
VICCOM board.<br />
Thanks to the provided <strong>in</strong><strong>for</strong>mation<br />
the tunnel operator is able to take<br />
all necessary actions.<br />
EYE HAVE<br />
A DREAM…<br />
<strong>Traficon</strong> likes to present<br />

The l<strong>in</strong>k between the ‘eye’ and <strong>video</strong><br />
detection is obvious. Both use pictures<br />
