Mega project for video detectors in Kuala Lumpur, Malaysia
The Malaysian government is making
substantial investments in infrastructure
projects to improve the quality of life of
its people and to make its Federal Capital,
Kuala Lumpur, a world-class city. A major
project, undertaken by City Hall KL, is
the Integrated Transport Information
System. ITIS will help to reduce traffic
congestion, will improve traffic management
and will enhance public transportation.
The core of ITIS
is the Transport
Management
Centre (TMC).
It includes an
Advanced
Traffic
The city of Kuala Lumpur is Management

traffic conditions for road users.

Advanced Traveller Information System
(ATIS). ATMS uses Automatic Incident
Detection (AID) and Closed Circuit
Television (CCTV), installed all over KL's
Klang Valley, and Automatic Vehicle
Location (AVL) to capture real-time traffic
information for incident management and
long-term transportation planning. This
information is used by ATIS to inform the
public about the actual situation in the city
via Variable Message Signs (VMS) along the
roads, via a Call Centre and via the Internet.
One slogan for ITIS is: “We keep our eyes
on the road so you don't have to".
Does it imply the use of video technology
In fact, the basis for CCTV and AID are
video cameras. The quantity of field
equipment used by ATMS to capture realtime
info is impressive: 255 CCTV cameras,
728 AID cameras and 1.000 cars
equipped with AVL. For direct and instant
information to the road users, the road
network is covered by 140 large VMS panels.
ITIS realisation is performed by the "ITS
Konsortium Sdn. Bhd." and started in
August 2002. The system will be fully
operational in the first half of 2005.
Automatic Incident Detection
with video cameras
Traficon got involved from the very first
stages of this project for the implementation
of an AID video detection system. On
the one hand, there was Traficon’s worldwide
experience with more than 14.000
operational video detectors. On the other
hand, there was Traficon's support in
Asia, with expertise right at the doorstep
of the ITS Konsortium engineers.
Traficon participates in this mega project
by supplying 728 VIP modules for data
monitoring and incident detection and 128
VICCOM/E modules sending data, images
and "incident movies" to the TMC. The
WATTS software collects all this numeric
and picture information from the field
equipment and provides extensive tools for
the integration of AID into the ATMS.

at the Olympic Games 2004
Traficon is selected for the Olympic
Games in Athens 2004! Not for attending
this major sports event, but for making
the traffic flow safer and smoother in
and around the city centre of Athens. All
preparations are being made to install a
complete AID system, on PTZ cameras.

In the previous newsletter (Issue 8,
Spring 2003), we proudly
announced the worldwide launch of
TrafiCam ® . For the moment, more

sweeps the market
and more of these vehicle presence
sensors at intersections are being
installed in the field. For example in
Belgium, France, Germany, Austria,
Ireland, Finland, Turkey, Brazil,
U.S.A., Hong Kong and Australia,…
several intersections are already
equipped with TrafiCam ® .
The reason for this success
Bruges (Belgium) – Participants of the
Advanced Certified Systems Engineer
training at work. Traficon organised the
training in Bruges on 4-5 June this year.
The participants got an individual training
focused on hands-on sessions. Everyone
had to set up his own technical platform
and execute a maximum of exercises
including the common pitfalls encountered
in daily practice. The exercises
varied from Tunnel to Urban and Road
applications.

Minneapolis (USA) – Traficon USA,
together with their East coast partner
Control Technologies Inc., introduced
three new products for the US market at
ITS America Minneapolis on 19-22 May:
TrafiCam ® , the low-cost reliable presence
sensor for small intersections, construction
sites and parking lots, VIP/3D,
the system that combines presence and
traffic data on the same module and
VIEWCOM/Ethernet for remote monitoring
over Ethernet and RS232. “The live
demonstrations attracted a lot of people”,
says Sukhdev Bhogal, President of
Traficon USA. “The market feedback we
received after the ITS congress was also
very positive. As a result several installations
are already scheduled in the US.”
ITS Chile (Santiago) – Stefaan Pinck
(on the left), International Sales Manager
for Latin America, was present at ITS Chile
(27-29 August) as well as at Intertraffic
Mexico (2-4 April). Both were ideal places
to have face-to-face discussions with Latin
American decision makers. Next to that,
it was a splendid opportunity to exchange
experiences and inform the visitors on
video detection solutions.
VIP/I incident detection boards
make Madrid tunnel safer
MADRID (SPAIN)
The Maria de Mollina tunnel joins
Paseo de la Castellana and Velazquez
Street with the N-II highway Madrid-
Barcelona. The tunnel is 2.271
metres long of which 1,1 km was
constructed only recently. The tunnel
absorbs 30.000 vehicles going out of
Madrid every day. Various stretches of
the tunnel are sensitive to incidents
and queue formation. To tackle this
problem an automatic incident
detection system (24 cameras) has
been installed in the new section of
the tunnel, using Traficon VIP/I

The AID system detects stopped
vehicles, slow moving traffic and
queue. Remote monitoring and
transmission of these data, alarms
and images to the Traffic
Management Center occurs over
Ethernet via the VICCOM/E board.
The operator uses the CCTV system
to verify the details of the alarm.
From here, the operator may
suggest driver advisory actions
through VMS.

Traficon controls traffic
underneath city of Marseille
MARSEILLE (FRANCE)
Underneath the city of Marseille a
tunnel is constructed, called Joliette.
This tunnel has been extended with
an entrance (Major) and an exit
(Dunkerque). The extension makes it
possible to cross Marseille underground
by car. Traficon takes care of
safe traffic passage in the tunnel.
For that purpose 19 cameras are
mounted at the side of the road
looking at traffic driving away. An
Automatic Incident Detection system
is installed to monitor the traffic and
warn the operator room in case of
dangerous situations. 19 VIP/I boards
detect stopped vehicles, inverse
direction and smoke. Data, alarms
and images are transmitted to the
Traffic Management Center by the
VICCOM board.
Thanks to the provided information
the tunnel operator is able to take
all necessary actions.
EYE HAVE
A DREAM…
Traficon likes to present

The link between the ‘eye’ and video
detection is obvious. Both use pictures
to gather accurate information.
Both are able to distinguish details in
images. In addition to this, video

wants to replace pavement loops
with video detection technology for
signal control. In Traffic Technology
International Magazine he talks
about his Traficon video detection
experiences within the City of
Colorado Springs and offers some
very interesting tips for a successful
installation.
"After installing over 350 intersections,
we firmly believe we made the
right choice to replace our inground
loops with video detection”,
says Robert L. Kenny. “We have
improved our abilities and installation
procedures, improved service to
our citizens, reduced delay caused
by constant calls from broken loops,
and reduced signal installation and
maintenance costs… "
Meanwhile Robert Kenny has
started to explore the other features
of the system. “We can set up count
loops independently of the phase
detecting loops for turning movement
counts. On top of that we are
in the process of using a VIEWCOM
module that will allow us to communicate
from our Traffic Operations
Center to the individual intersection
over phone, fiber or radio.” Talking
about a confirmed believer in video
detection!
