5.3 GENERAL PROCEDURES FOR MAJOR SUBDIVISIONS<br />

5.3.1 Sketch Plan. If an applicant for a major subdivision submits an application for Sketch Plan<br />

approval as provided for in Section 4.2.2, the Subdivision Administrator first makes a<br />

determination of completeness pursuant to Section 5.1.3. If the application is complete,<br />

the Subdivision Administrator reviews the Sketch Plan and briefs the applicant in writing on<br />

issues and areas of concern which should be addressed during the Preliminary Subdivision<br />

Plan procedures.<br />

5.3.2 Subdivision Administrator Distribution of Applications For Review. If an applicant submits a<br />

Preliminary Subdivision Plan, Improvement (Construction) Plans or Final (Record) Plat, as<br />

provided for in Section 4.2.2, the Subdivision Administrator, shall first make a determination<br />

of completeness pursuant to Section 5.1.3. If the application is complete, the Subdivision<br />

Administrator, within five (5) working days, distributes such plan or plans to the C.E.,<br />

M.S.D., C.W.W., D.P.W., The applicable Township Zoning Administrator or <strong>County</strong> Zoning<br />

Administrator in the case of Final Record Plats (for review of lot size, frontage, width, and<br />

building setback), and such other regulatory offices and agencies as are necessary to<br />

obtain a proper review.<br />

Following their review, each office and agency listed above sends a copy of the<br />

Preliminary Subdivision Plan, Improvement (Construction) Plans or record plat, as<br />

the case may be, marked with needed corrections, to the developer's engineer.<br />

In situations where all or part of the proposed subdivision cannot be served by<br />

public sanitary sewer systems, as determined by the M.S.D., the latter will so notify<br />

the Subdivision Administrator, who will refer the matter to the <strong>Hamilton</strong> <strong>County</strong><br />

Board of Health for its review and recommendation. The <strong>County</strong> Board of Health<br />

will also review sanitary disposal systems for single family subdivisions with less<br />

than ten (10) lots and for all two family and three family dwellings. The staff of the<br />

<strong>County</strong> Board of Health will review the proposed sanitary disposal systems and<br />

advise the developer's engineer accordingly.<br />

In situations where the proposed subdivision cannot be served by existing public<br />

water mains, as determined by the Cincinnati Water Works within the <strong>County</strong> Water<br />

Area, C.W.W. will notify the Subdivision Administrator who will refer the matter to<br />

the <strong>Hamilton</strong> <strong>County</strong> Board of Health for its review and recommendation. The staff<br />

of the <strong>County</strong> Board of Health will review alternative water sources and advise the<br />

developer's engineer accordingly.<br />

Upon receiving back from the developer's engineer the necessary revisions to the<br />

plan(s) in response to their respective comments/corrections, the reviewing offices<br />

and agencies will either disapprove the plan(s) and return them to the developer's<br />

engineer for further revision, or approve them.<br />

Upon approval of the required revisions by the reviewing offices and agencies, each<br />

so notifies the Subdivision Administrator in writing. In the case of the Zoning<br />

Administrator, acknowledgement of approval shall be by the transmittal of a<br />

stamped, signed, and dated print of the plat marked "Approved as to lot size,<br />

frontage, width and building setback."<br />

5.3.3 Subdivision Administrator Report and/or Certification. Upon receipt by the Subdivision<br />

Administrator of the written approvals of the reviewing offices and agencies, the Subdivision<br />

Administrator in the case of a Preliminary Subdivision Plan, prepares a written report (the<br />

"Regulatory Compliance Report") to the <strong>Planning</strong> Commission which references the<br />

conclusions of the reviewing offices and agencies and sets forth the Subdivision<br />

Administrator's recommendations. In the case of Improvement (Construction) Plans or a<br />

Final Plat, the Subdivision Administrator, on the basis of the reports received from the
