IMPLEMENTATION STRATEGY OPTIONS<br />
The following implementation tools were researched and discussed with the Land Use<br />
Committee as means of plan implementation. These tools should be part of a ‘toolbox’ for<br />
Anderson Township while implementing the Comprehensive Land Use Plan.<br />
ZONING<br />
Current Zoning in Anderson Township allows for land use regulation in the study area. This tool is<br />
important to maintain in order to continue this regulation. However, it should be noted that<br />
Anderson Township’s current Zoning Resolution was originally written to address development<br />
pressures that have changed with time and should be revisited by the Township in the near<br />
future to meet current/future land use goals and market influences.<br />
DENSITY COMPENSATION BONUSES<br />
Density Compensation Bonuses are incentives developed to encourage creative development<br />
options while protecting the Township from over-development and adverse environmental<br />
impacts. Through the Planned Development process, a ‘sliding’ scale would allow higher<br />
densities to reward environmentally friendly designs.<br />
STORMWATER CREDITS<br />
Incentives created to encourage development to reduce impervious cover and utilize open<br />
space where appropriate to control and reduce stormwater runoff. The encouragement of<br />
development principles such as vegetated filtering strips, stream buffers, and natural area<br />
preservation will minimize the negative effects future development will have on the study area<br />
(e.g., flooding, erosion, vegetation removal, water quality).<br />
SUBDIVISION REGULATIONS<br />
Anderson Township should strive to work with the <strong>Hamilton</strong> <strong>County</strong> Regional <strong>Planning</strong><br />
Commission and Board of <strong>Hamilton</strong> <strong>County</strong> Commissioners on suitable land subdivision<br />
regulations. The regulations enforced within the Anderson Township <strong>Ohio</strong> Riverfront Area should<br />
be guided by the work of the <strong>Ohio</strong> Riverfront Land Use Committee and recognize the<br />
Environmentally Sensitive Areas identified by its study.<br />
REVENUE GENERATION OPTIONS<br />
The following three (3) economic strategies were outlined and discussed with the Land Use<br />
Committee and considered potential tools to assist the Township in the implementation of this<br />
Land Use Plan:<br />
Joint Economic Development District (JEDD)<br />
A JEDD, authorized by O.R.C. Section 715.72 (1999), provides that one (1) or more<br />
municipal corporations and one (1) or more townships (Contracting Parties) may enter<br />
into a contract to create a JEDD for the purpose of facilitating economic<br />
development. Once the JEDD has been created, any county within which the JEDD is<br />
located may enter into an agreement with the Contracting Parties regarding the<br />
provision of services within the JEDD. Generally contiguous to one other; or a JEDD may<br />
“leap frog” over one township or municipality that is not part of the JEDD. A JEDD is<br />
governed by a board of directors comprised of representatives from the involved<br />
municipalities, townships, as well as businesses and laborers within the JEDD. The board<br />
of directors has the power to levy an income tax within all or a portion of the JEDD while<br />
determining the substance and administration of zoning and other land-use regulations.<br />
The powers granted to a JEDD “are in addition to and not in derogation of all other<br />
powers granted to municipal corporations and townships pursuant to law.”<br />
