2003 ANNUAL REPORT

Dear Friends:
The past year has been filled with many highlights at
SUNY Delhi. Enrollment growth, state and national
honors for faculty and staff, groundbreaking for
construction of new facilities, and academic, athletic
and community service awards for students headline
the impressive list of accomplishments.
These achievements have put SUNY Delhi in the limelight
and heightened the college’s reputation. They have also
fostered great pride among the Delhi family, which
includes the alumni and friends who have given
generously to support student scholarships and other
special activities at the college.
The positive news is tempered to some degree by New
York State’s economic climate. State tax dollar support
for SUNY Delhi has plummeted from 57 percent to 36
percent of the college’s operating budget over the last
three years. This has created tremendous challenges
and made private support for the college more important
than ever. It also makes the achievements outlined in
this Annual Report even more impressive.
Making progress on the eight institutional goals that
serve as the focus for the Annual Report is one of the
reasons SUNY Delhi has continued to move forward.
The number one factor is our faculty and staff.
Their commitment to helping students succeed is
extraordinary, and they have prepared our students
well for the future.
You are an important part of the Delhi success story
as well. Your support allows SUNY Delhi to provide
students with a college education that not only
prepares them for the working world, but also
helps inspire them to be good citizens.

Enhancing Academic
Excellence
Virtually every college and university
says they aspire to achieve academic
excellence, but the true benchmark is
validation beyond the campus walls.
Based on the number of state and
national awards, program achievements
and other kudos SUNY Delhi has earned,
the college ranks among an elite group
that provides students with a superior
educational experience.
Accreditations by professional organizations,
for example, ensure that a Delhi
education is meeting the highest academic
standards. They send a strong message
to the industry that Delhi graduates are

well prepared to hit the ground running
when they enter the working world.
Accreditations received this past year
also indicate that SUNY Delhi goes beyond
the norm. The American Council for
Construction Education awarded Delhi’s
Construction Technology program its maximum
accreditation. Delhi’s Automotive
Technology program is among a select
group of colleges in New York State that
has earned accreditation in all eight content
areas by the National Institute for
Automotive Service Excellence. The
Veterinary Science Technology program
was awarded full accreditation again from
the Committee on Veterinary Technology
Education. The Nursing program earned
a ten-year accreditation following a very
positive visit from the National League for
Nursing Accrediting Commission. The college
also continued to pursue accreditation
for its Professional Golf Management
program from the PGA of America.

Academic achievements came in many
other areas as well, including:
• Culinary—Delhi’s Culinary Team
captured a gold medal at the American
Culinary Federation national
championship and Thomas Recinella,
team coach and assistant professor,
was named Educator of the Year by
the American Culinary Federation.
• SUNY—Chancellor’s Awards for
Excellence went to students Jason
Goldberg, Aaron Moriarty, and Isaac
Pratt, and to Associate Professor Lynn
Domina, Associate Professor Robert
Seibert and EOP Director Michele
DeFreece.
• Scholars—Nine area high school
students, with a cumulative high
school grade point average of 91.7,
were named Presidential Scholars for
Fall 2003. This new academic honors
program offers full tuition scholarships
and special honors courses to
students from Delaware and Otsego
Counties with strong academic
backgrounds.

• New Program—State Education
Department (SED) and SUNY approved
a baccalaureate program in Veterinary
Technology Management, which will
debut in Fall 2004.
• Hotel Laboratory—Marriott
International completely renovated its
campus hotel suite, which is used as
a learning laboratory for students and
as a guest room for visiting
dignitaries.
Meeting/Exceeding
Enrollment Goals

Enrollment has grown from 1,893
students in 1997 to more than 2,300
today. During this era, the college has
seen growth in every category—freshmen,

transfers, returning students, part-time
students and baccalaureate students.
But the Delhi success story is more than
just new programs, better marketing and
targeted recruiting strategies. Students
are responding to Delhi’s commitment
to create a student-centered college of
technology. The college is also reaching
out to bring a Delhi education to new
markets. Here are some examples:
• Outreach—Delivering BBA courses from
the Hospitality Management curriculum
at the request of Schenectady County
Community College and a new
initiative at The Telecenter in Oneonta
are ways Delhi is attracting new
students.
• Baccalaureate Programs—Enrollment in
four-year programs has increased 150
percent in the last three years. This fall,
240 students are enrolled in the
college’s 11 bachelor’s degree
programs.
• International Students—Agreements
with Western Hospitality Institute in
Jamaica and Human International
University in Japan are bringing high
achieving students to campus.
• New Facilities—The college’s ability
to sustain enrollment growth will
increase significantly in 2004 when
construction is completed on Catskill
Hall, a 150-bed, suite-style residence
hall.
Increasing Retention
With international student enrollment on the rise,
this year’s Multicultural Fest displayed the wealth
of cultural diversity on the Delhi campus.
Significant resources were dedicated to
retention activities last year as the college
moved to strengthen and expand
services that promote student success.
Best of all, these strategies produced
impressive results. For example, Delhi
students who participated in the SUNYadministered
Student Opinion Survey
gave the college high marks in many
areas, including health services, sense
of community, social activities, residence
life programs, services and facilities, and
personal safety. Orientation, opportunities
for personal involvement, and coun-

seling services continued to be among the
most highly rated campus services.
• Tutoring—74 percent of students who
received tutoring earned a grade of C
or better in the courses for which they
were tutored. Off-campus tutoring
was also introduced for students
taking courses in Oneonta.
• Renovations—Nearly $1 million was
invested in improvements to campus
residence halls for new furniture,
furnishings and security cameras,
new windows in O’Connor Hall, and
carpeting in O’Connor, DuBois and
Russell Hall lounges.
• Resnick Library and Learning Center—
Students have responded to this new
approach which combines academic
services to create a one-stop learning
center. Services now available include
the college library, the Educational
Opportunity Program (EOP), academic
advisement, career services, services
for students with disabilities,
developmental centers for writing and
math, tutoring and testing services,
and the college’s English as a Second
Language program (ESL).

• Safety—University Police implemented
a new Mountain Bike Patrol to
increase visibility, accessibility and
response times. Security cameras
were installed in Russell Hall and
selected parking areas on campus.

fact, the survey showed that 72 percent
of students are participating in
community service.

➢ $10,000 additions to the
Frances E. Rowe Endowment and
the Anna Mabey Foundation

➢ Over $20,000 from the College
Association at Delhi.
Enriching Campus Life
Creating an engaging, active and enjoyable
college environment is a cornerstone of
Delhi’s student-centered approach. The
level of activity and the level of student
involvement is exceptional and is one of

high marks for the beauty and upkeep of
the campus. This reflects a college-wide
commitment to improving campus facilities
and creating an environment that celebrates
and reflects the natural beauty of
the surrounding area. Examples include:
• New Facilities—A Sports and
Recreation Complex, featuring a
state-of-the-art fitness center and
new gymnasium, is scheduled for
completion in Spring 2004.
The Sports and Recreation Complex will feature
a 2,000 seat capacity gymnasium, as well as a
fitness center, a training room and offices.
• Residence Hall Improvements—
Professor Richard Harrington’s
students designed and built new
television and movie lounges in
Murphy and O’Connor Halls.
• Entertainment— A marquee lineup of
entertainers and activities greatly
enhance the college environment for
Delhi students. Headliners included:

• Student Activities—The diversity of
activities is remarkable and includes
special events such as African-
American History Month, Martin
Luther King,Jr. Day, Women’s History
Month, Winterfest, an annual Fashion
Show, National Collegiate Alcohol
Awareness Week, Dealing with March
Madness Week, Domestic Violence
and Sexual Assault Awareness Week,
and Stress Reduction Week.
All-American Justin Wood finished in second place
at the NJCAA Cross-Country Championship, held
at the Delhi College Golf Course.
• The Arts—The work of nine Delhi
students was featured at SUNY’s fall
and spring art exhibits. Two of these
pieces were also selected for the
“Best of SUNY Student Art Exhibit,”
which showcased artwork from the
most talented SUNY students.
• Athletics—The athletic honor roll was
highlighted by Delhi’s sixth NJCAA
Division III Championship in
cross-country.
Securing Additional
Resources
A drop in state tax dollar support for
SUNY Delhi from 57 percent of the
college’s budget in 2000 to 36 percent
today has made fundraising an absolute
necessity to ensure a quality educational
experience for students. The depth of
activities, with the creation of a new
grant writer position, illustrates the
college-wide emphasis on securing
additional resources. Those efforts are
already beginning to pay dividends with
the college earning federal, state and
private grants for special programs
and new facilities. The generosity of
alumni and friends is helping fund vital
programs and services for students,
faculty and staff as well. The college
is also becoming entrepreneurial with
both its fundraising and its approach
to generating additional resources for
the college. Here are some examples:
• Tech Prep—The college was awarded
a $193,068 Tech Prep Implementation

Grant to establish a seamless
curriculum for Information Technology
students at the secondary school
level, beginning in 2004.
• Photovoltaics—The New York State
Energy Research and Development
Authority awarded Delhi a $143,500
grant to fund a certified training
program for installers of solarelectric
energy.
• O’Connor Foundation—Awarded
nearly $150,000 to support student
scholarships, the O’Connor Center for
Community Service, and development
of the Olive B. Price Reading Room for
Nursing and Allied Health.
• Senator John Bonacic—Awarded
grants totaling $120,000 to fund new
and replacement equipment for the
Automotive Technology, Computer-
Aided Drafting and Design, Electrical,
Hospitality, Mathematics, Refrigeration
and Air Conditioning, Welding, and
Veterinary Science Technology
programs.
• Corporate Services—Secured training
grants of $265,000 from the New York
State Civil Service Association and
$57,000 from the New York State
Department of Environmental
Conservation.
Conserving Resources
that are available is equally important.
The college has undertaken several major
initiatives with that goal in mind, and
the projected savings those efforts will
generate is impressive.
• Energy Conservation—Energy systems
in three major campus buildings were
replaced and new control systems
were added in residence halls—moves
that will produce annual savings of
more than $400,000.
• Summer Programs—Summer school
has moved to the World Wide Web
and a Delhi education is reaching new
audiences thanks to the Internet. Five
courses were offered last summer and
the response was so strong that
officials are already looking to expand
options next year.
Generating additional funds is one way
for SUNY Delhi to provide students with
a level of excellence that is truly unique.
Becoming more efficient and making
maximum use of the precious resources
Plant Utilities Manager Clyde Bussy drives one of
four GEM (Global Electric Motor) cars that were
donated by DaimlerChrysler through a program
initiated by the New York State Power Authority
(NYSPA). In addition, electric cars on loan from
General Motors helped replace the college’s
aging fleet.

The new Admissions webpage offers prospective
students a snapshot of Delhi’s degree programs
and information on the application and financial
processes.
• The Electronic Campus—Forms,
publications, work requests, and
communication with current and
prospective students are some
examples of how campus offices are
moving to the Internet to reduce the
amount of paper and postage used by
the college and improve efficiency.
• Collaboration—The college joined the
SUNY Academic Software Initiative to
reduce licensing costs for commonly
used academic software. It also
continued to use the services of
SUNY ITEC and the SICAS Center to
provide mainframe software
installation and technical support
services.
Implementing a
Planning Process Across
Campus
The College Senate, Delhi’s governance
organization, is helping lay the groundwork
for new and more inclusive
approaches to campus planning. The
Senate has authorized the formation of
two committees—an Annual Planning and
Budgeting group and a Strategic Planning
committee—to make recommendations
to the President’s Cabinet. The work of
these committees will provide a template
for a campus planning process that
continues to expand and improve. Other
examples of campus planning include:
• Institutional Assessment—The frame
work for an institutional effectiveness
program was developed in response
to a recommendation from Middle
States.
• Reorganization—A comprehensive look
at the Physical Plant resulted in a
reorganization that offers improved
service with minimum staffing levels.
• Inventory—A new approach to the
Physical Space Inventory will provide
data that will allow for more effective
analysis of information on space and
space utilization.
• Financial Projections—A financial
model was created to improve budget
planning and communication on
budget issues to the campus.
Fostering a Sense of
Community
Preparing for the world beyond the
college campus through community
service is one of the values SUNY Delhi
seeks to instill in its students. A sense of
community also is essential to creating
a college that is vibrant, healthy and
resourceful. Promoting open communication,
working together as a team, and
DELHI HORIZONS 9

celebrating success are part of the Delhi
approach. Here is a close-up look at some
of the details:
• Relay for Life—Led by Phi Theta Kappa,
the college community took an active
role in making Delaware County’s first
cancer fundraiser a success. Student
groups, faculty and staff all pitched in,
helping the event reach over $102,000.
Their efforts earned Phi Theta Kappa a
national award from the American
Cancer Society and the 2003 Student
Initiative Award from the Association
of Council Members and College
Trustees (ACT) of the State University
of New York.
Phi Theta Kappa earned state and national honors
for its work on Delaware County’s Relay for Life.
• Community Service—Over 73,000
hours of service were documented
through the O’Connor Center for
Community Service. New projects
supported by the Center included:
The Memory Walk, a fundraiser for the
Alzheimer’s Association; co-sponsorship
of the Conference for Community
Service and Social Responsibility;
Literacy Volunteer Training; the Locks
Twelve Delhi students spent their spring semester
break in Miami, FL, volunteering with Habitat for
Humanity.
of Love program; and the Hanford Mills
restoration project.
• Spring Break—The Delhi College
Interfaith Council sponsored an
alternative spring break trip to work
with Habitat for Humanity in Miami.
Students raised over $3,000 to defray
the costs of the trip.
• Alumni Honorees—Community leaders
Peter Hamilton ’77 and Deborah Crute
’99 were saluted as the Distinguished
Alumnus of the Year and Alumnus of
Merit respectively.
• Community Relations—Responding to
community concerns, the college
agreed to provide University Police
patrols in a local neighborhood
frequented by students. The college
also took a more active stance in
disciplining off-campus student
violators.

In August, SUNY Delhi welcomed the first recipients of its Presidential Scholarships.
These nine students represent the best and brightest high school graduates from
Delaware and Otsego Counties among Delhi’s incoming freshmen class. As a
reward for their exceptional academic performance at the high school level, they
were awarded a full tuition scholarship.
