Foreword<br />
<strong>Environmental</strong> protection is one of <strong>the</strong> most <strong>in</strong>fluential factors that shape bus<strong>in</strong>ess conditions,<br />
especially for manufactur<strong>in</strong>g. Every production process <strong>in</strong>volves a certa<strong>in</strong> degree of direct <strong>and</strong><br />
<strong>in</strong>direct pollution. This has to be removed ei<strong>the</strong>r by clean<strong>in</strong>g technologies or by decreas<strong>in</strong>g <strong>the</strong><br />
environmental impact of <strong>the</strong> production process. For <strong>the</strong> very first time, this publication divides<br />
<strong>the</strong>se technologies <strong>in</strong>to first <strong>and</strong> second generation technologies, i.e. those of clean<strong>in</strong>g <strong>and</strong> lowemission.<br />
Recent technological developments have shown that <strong>in</strong> addition to <strong>the</strong> necessity of fast<br />
assertion on <strong>the</strong> market as an <strong>in</strong>novat<strong>in</strong>g driv<strong>in</strong>g force, ano<strong>the</strong>r important impulse is environmental<br />
legislation, or ra<strong>the</strong>r <strong>the</strong> <strong>in</strong>tention to significantly economically affect current production systems<br />
though legislation. The objective of <strong>the</strong> “20:20 by 2020” European climate-energy package is<br />
clearly to be a market<strong>in</strong>g slogan, not <strong>the</strong> realization of potential energy <strong>and</strong> carbon sav<strong>in</strong>gs based<br />
on calculations. Never<strong>the</strong>less, this slogan has helped. In less than two years of discussions over<br />
climate change <strong>and</strong> European commitments <strong>in</strong> this area, many <strong>in</strong>novative changes have been made,<br />
e.g. <strong>in</strong> <strong>the</strong> development of low-emission <strong>and</strong> energy efficient car eng<strong>in</strong>es.<br />
Second generation technologies, with <strong>the</strong>ir greater energy sav<strong>in</strong>gs potential <strong>and</strong> environmental<br />
friendl<strong>in</strong>ess than technologies with<strong>in</strong> <strong>the</strong> same product group, have shown that true economically<br />
efficient environmental protection occurs only <strong>in</strong> a commercially conform<strong>in</strong>g environment.<br />
Even though some “ecologis<strong>in</strong>g” measures are f<strong>in</strong>ancially dem<strong>and</strong><strong>in</strong>g, market conditions <strong>and</strong><br />
competition do not allow manufactures to add <strong>the</strong>se costs to <strong>the</strong> price of a product. Instead, <strong>the</strong>y<br />
must look for alternatives that will meet environmental criteria while ensur<strong>in</strong>g <strong>the</strong>ir product’s<br />
competitiveness. This is <strong>the</strong> essence of <strong>the</strong> “w<strong>in</strong>-w<strong>in</strong>” effect, an environmentally <strong>and</strong> economically<br />
friendly <strong><strong>in</strong>novation</strong>.<br />
This is also a reason why support<strong>in</strong>g environmentally friendly technologies <strong>and</strong> underst<strong>and</strong><strong>in</strong>g<br />
<strong>the</strong>ir importance <strong>in</strong> overcom<strong>in</strong>g Europe’s economic recession, which we constantly hear about from<br />
powerful voices, does not have to be an empty phrase, a useless green slogan without substance,<br />
but ra<strong>the</strong>r a path to a more effective <strong>and</strong> susta<strong>in</strong>able economy.<br />
To make this support happen is a hard nut to crack. There are several tools that can be used to<br />
accomplish this <strong>and</strong> one convenient option is public sector dem<strong>and</strong> s<strong>in</strong>ce it is one of <strong>the</strong> largest<br />
customers. On <strong>the</strong> o<strong>the</strong>r h<strong>and</strong>, it is true that excessively regulat<strong>in</strong>g production <strong>and</strong> support for<br />
selected entities is a path best avoided over <strong>the</strong> mid-term horizon.<br />
In o<strong>the</strong>r words, create a framework <strong>and</strong> let <strong>the</strong> market work.<br />
From <strong>the</strong> long-term perspective, it is <strong>the</strong> only way to ma<strong>in</strong>ta<strong>in</strong> susta<strong>in</strong>able able development both<br />
with<strong>in</strong> <strong>and</strong> outside <strong>the</strong> <strong>Czech</strong> Republic.<br />
