<strong>in</strong> eco-<strong>in</strong>novative activities <strong>and</strong> potential consumers do not have sufficient market<br />

impulses.<br />

Accord<strong>in</strong>g to analyses, <strong>the</strong> follow<strong>in</strong>g are <strong>the</strong> most important barriers of <strong>the</strong> supply<br />

of eco-<strong><strong>in</strong>novation</strong>s:<br />

● <strong>the</strong> state support for eco-<strong><strong>in</strong>novation</strong>s is not systematic, effective <strong>and</strong><br />

coord<strong>in</strong>ated,<br />

● <strong>the</strong> cooperation between research <strong>and</strong> development <strong>in</strong>stitutions <strong>and</strong> <strong>the</strong> private<br />

sector is not sufficient,<br />

● <strong>the</strong> absence of venture capital <strong>and</strong> economic stimuli (subsidies, taxes,<br />

amortization),<br />

● a lack of human resources with <strong>the</strong> required specialization <strong>and</strong> <strong>the</strong> necessary<br />

degree of flexibility.<br />

The ongo<strong>in</strong>g evaluation specifies <strong>the</strong> follow<strong>in</strong>g priority areas of <strong>the</strong> potential<br />

support for eco-<strong><strong>in</strong>novation</strong>s:<br />

● <strong>the</strong> second generation of bio-fuels,<br />

● hybrid automobiles,<br />

● technologies for reta<strong>in</strong><strong>in</strong>g <strong>and</strong> stor<strong>in</strong>g CO2,<br />

● bio-plastics,<br />

● membrane technologies for water filtration,<br />

● utilization of solar energy for air-condition<strong>in</strong>g,<br />

● decentralized h<strong>and</strong><strong>in</strong>g of water,<br />

● automatic separation of raw materials from waste,<br />

● new construction materials,<br />

● efficient transmission of heat.<br />

1.2.5 | Outl<strong>in</strong>e for <strong>the</strong> next period <strong>in</strong> <strong>the</strong> <strong>Czech</strong> Republic<br />

At <strong>the</strong> beg<strong>in</strong>n<strong>in</strong>g of 2009, <strong>the</strong> MoE prepared a document on <strong>the</strong> update of <strong>the</strong><br />

Programme (here<strong>in</strong>after only “Update”), which was discussed <strong>and</strong> approved by <strong>the</strong><br />

MoE on April 10, 2009. The document stresses <strong>the</strong> issue of eco-<strong><strong>in</strong>novation</strong>s <strong>and</strong> <strong>the</strong><br />

suggested measures reflect <strong>the</strong> impact of <strong>the</strong> global f<strong>in</strong>ancial <strong>and</strong> economic crisis.<br />

For next period, <strong>the</strong> Update proposes priorities for reduc<strong>in</strong>g <strong>the</strong> emissions of<br />

greenhouse gases <strong>and</strong> air-pollut<strong>in</strong>g elements (with an emphasis on <strong>the</strong> <strong>in</strong>tegrated<br />

approach), <strong>the</strong> reduction of <strong>the</strong> quantity of produced <strong>and</strong> discharged waste water,<br />

a decrease of <strong>the</strong> quantity of produced waste <strong>and</strong> <strong>the</strong> repeated use of waste. The<br />

sector priorities are energy production, transport <strong>and</strong> <strong>the</strong> manufactur<strong>in</strong>g <strong>in</strong>dustry.<br />

The Update proposes 18 specific measures at four levels of public adm<strong>in</strong>istration.
