<strong>in</strong> <strong>the</strong> areas of Production of Heat Us<strong>in</strong>g Bio-Fuels (preferential tax treatment),<br />
Utilization of Alternative Fuels <strong>in</strong> Transport (add<strong>in</strong>g a bio-component to fuels),<br />
Integrated Prevention <strong>and</strong> Reduction of Pollution (issu<strong>in</strong>g <strong>in</strong>tegrated permits for<br />
exist<strong>in</strong>g facilities), Production of Support <strong>and</strong> Development (MoE, MoA, MIT, MT, MEYS),<br />
Purchase of Labelled Products by Central Government Bodies (share <strong>in</strong> purchase of<br />
27%), Introduction of <strong>Environmental</strong> Management Systems (33 organizations certified<br />
accord<strong>in</strong>g to EMAS, roughly 3 500 organizations certified accord<strong>in</strong>g to ISO 14001).<br />
For <strong>the</strong> com<strong>in</strong>g period, <strong>the</strong> Cont<strong>in</strong>uous evaluation suggests that <strong>the</strong> follow<strong>in</strong>g<br />
areas should be paid more attention:<br />
● <strong>the</strong> package of energy measures (energy sav<strong>in</strong>gs / energy efficiency, local energy<br />
production <strong>and</strong> efficient energy distribution),<br />
● <strong>the</strong> package of climate <strong>and</strong> energy measures (reduction of greenhouse gas emissions<br />
<strong>and</strong> <strong>in</strong>crease <strong>in</strong> <strong>the</strong> share of renewable resources, adaptation of mechanisms for<br />
trad<strong>in</strong>g emission allowances to <strong>the</strong> amended version of Directive 2003/87/EC<br />
establish<strong>in</strong>g a scheme for greenhouse gas emission allowance trad<strong>in</strong>g).<br />
● susta<strong>in</strong>able transport (emission limits for carbon dioxide for new cars, usage of<br />
tires with a low roll<strong>in</strong>g resistance),<br />
● some EU strategies (Action Plan of Susta<strong>in</strong>able Consumption <strong>and</strong> Production <strong>and</strong><br />
Susta<strong>in</strong>able Industrial Policy)<br />
● <strong>in</strong>novative environmental technologies (<strong>the</strong> second generation of bio-fuels, hybrid<br />
automobiles, technologies for reta<strong>in</strong><strong>in</strong>g <strong>and</strong> stor<strong>in</strong>g CO 2 , bio-plastic, membrane<br />
technologies for water filtration, utilization of solar technology for air-condition<strong>in</strong>g,<br />
decentralized water h<strong>and</strong>l<strong>in</strong>g, automatic separation of raw materials from waste),<br />
● <strong><strong>in</strong>novation</strong>s <strong>in</strong> construction (construction materials, constructions, efficient heat<br />
transmissions).<br />
1.2.4 | <strong>Eco</strong>-<strong><strong>in</strong>novation</strong>s <strong>in</strong> <strong>the</strong> <strong>Czech</strong> Republic<br />
If <strong>the</strong> <strong>Czech</strong> Republic prepared <strong>and</strong> is implement<strong>in</strong>g <strong>the</strong> necessary support<strong>in</strong>g<br />
activities for environmental technologies, it is at its very beg<strong>in</strong>n<strong>in</strong>g of support for eco<strong><strong>in</strong>novation</strong>s.<br />
There are problems on <strong>the</strong> sides of both supply <strong>and</strong> dem<strong>and</strong>.<br />
The greatest problem on side of dem<strong>and</strong> for eco-<strong><strong>in</strong>novation</strong> is <strong>the</strong> fact that <strong>the</strong> public<br />
sector, whose expenditures represent about 30% of <strong>the</strong> total f<strong>in</strong>al consumption, does<br />
not dem<strong>and</strong> environmentally beneficial products or services to a sufficient degree.<br />
The problem is even more pronounced for households, whose share <strong>in</strong> <strong>the</strong> total f<strong>in</strong>al<br />
consumption amounts to almost 70%. Citizens who would be potentially <strong>in</strong>terested<br />
