● to analyze <strong>the</strong> exist<strong>in</strong>g experience <strong>and</strong> to adopt measures lead<strong>in</strong>g to a more extensive<br />
usage of energy contract<strong>in</strong>g <strong>in</strong> <strong>the</strong> <strong>Czech</strong> Republic as a part of <strong>the</strong> State Programme<br />
of Support for Energy Sav<strong>in</strong>gs <strong>and</strong> <strong>the</strong> Usage of Renewable Energy Sources,<br />
● to propose <strong>in</strong>dicators to evaluate <strong>the</strong> level of support for environmental<br />
technologies,<br />
● <strong>in</strong> connection with <strong>the</strong> implementation of <strong>the</strong> directive on taxation of energy<br />
commodities, to propose a system of energy benchmark<strong>in</strong>g for energy-<strong>in</strong>tensive<br />
products <strong>and</strong> technologies,<br />
● to issue methodology <strong>in</strong>structions on <strong>the</strong> use of managerial account<strong>in</strong>g to support<br />
<strong>the</strong> objectives of <strong>the</strong> susta<strong>in</strong>able development strategy,<br />
● to evaluate <strong>the</strong> experience with fulfill<strong>in</strong>g Article 6 of Directive 2001/77/EC of <strong>the</strong><br />
European Parliament <strong>and</strong> Council,<br />
● to streng<strong>the</strong>n environmental criteria <strong>in</strong> Structural Funds <strong>in</strong> <strong>the</strong> outl<strong>in</strong>e for<br />
2007–2012,<br />
● to analyze <strong>the</strong> possibility of establish<strong>in</strong>g environmental funds <strong>and</strong> to propose <strong>the</strong>ir<br />
content <strong>in</strong> <strong>the</strong> conditions of <strong>the</strong> <strong>Czech</strong> Republic.<br />
Despite its relative vagueness, <strong>the</strong> programme succeeds <strong>in</strong> describ<strong>in</strong>g <strong>the</strong><br />
situation <strong>in</strong> <strong>the</strong> area of support of environmental technologies <strong>in</strong> <strong>the</strong> <strong>Czech</strong> Republic<br />
until 2005, <strong>and</strong> it serves as a framework for follow-up activities.<br />
The M<strong>in</strong>istry of <strong>the</strong> Environment was asked to evaluate <strong>the</strong> material progress of <strong>the</strong><br />
Programme once a year <strong>in</strong> cooperation with <strong>the</strong> relevant m<strong>in</strong>istries <strong>and</strong> to submit it<br />
to <strong>the</strong> government once every two years. At <strong>the</strong> end of 2008, <strong>the</strong> government of <strong>the</strong><br />
<strong>Czech</strong> Republic received its first evaluation material, “The Cont<strong>in</strong>uous Evaluation of<br />
<strong>the</strong> Programme of Support of <strong>Environmental</strong> <strong>Technologies</strong> <strong>in</strong> <strong>the</strong> <strong>Czech</strong> Republic”<br />
(here<strong>in</strong>after only “Cont<strong>in</strong>uous evaluation”), which conta<strong>in</strong>s examples of specific<br />
measures that contributed to <strong>the</strong> support of <strong>the</strong> environment throughout <strong>the</strong> period<br />
under question (<strong>the</strong> production of heat us<strong>in</strong>g bio-fuels, utilization of alternative fuels <strong>in</strong><br />
transport, <strong>in</strong>tensification of bio-gas production, <strong>in</strong>tegrated prevention <strong>and</strong> reduction of<br />
pollution). The Cont<strong>in</strong>uous evaluation also features ways of support<strong>in</strong>g environmental<br />
technologies, namely <strong>the</strong> Support of Research <strong>and</strong> Development, <strong>Environmental</strong>ly<br />
Friendly Public Procurement, Def<strong>in</strong><strong>in</strong>g <strong>Environmental</strong>ly Friendly Products, Evaluat<strong>in</strong>g<br />
<strong>the</strong> <strong>Environmental</strong> Impact of Public Support, Utilis<strong>in</strong>g Energy Services, Indicators<br />
for Evaluat<strong>in</strong>g Support, Energy Benchmark<strong>in</strong>g System, Managerial Account<strong>in</strong>g of<br />
Susta<strong>in</strong>able Development, Experience with <strong>the</strong> Support of Renewable Energy Sources,<br />
<strong>Environmental</strong> Criteria for Structural Funds, <strong>Environmental</strong> Investment Funds.<br />
The Cont<strong>in</strong>uous evaluation shows that ways of support<strong>in</strong>g development <strong>and</strong><br />
application of environmentally beneficial technologies <strong>in</strong> <strong>the</strong> <strong>Czech</strong> Republic are<br />
varied, as is <strong>the</strong> degree of <strong>the</strong>ir success. Demonstrable progress has been reached
