<strong>in</strong>dustry that are ma<strong>in</strong>ly based on biotechnologies <strong>and</strong> biomass as well as on reta<strong>in</strong><strong>in</strong>g<br />
<strong>and</strong> stor<strong>in</strong>g CO 2 from <strong>in</strong>c<strong>in</strong>eration. An objective of eco-<strong><strong>in</strong>novation</strong> can be both exist<strong>in</strong>g<br />
<strong>and</strong> newly developed environmental technologies of <strong>the</strong> first <strong>and</strong> second generation.<br />
1.2.1 | Tools for support<strong>in</strong>g environmental technologies <strong>and</strong> eco-<strong><strong>in</strong>novation</strong>s<br />
The tools for support<strong>in</strong>g environmental <strong>in</strong>vestments <strong>and</strong> eco-<strong><strong>in</strong>novation</strong>s are – like<br />
tools of environmental policy <strong>in</strong> general – categorized <strong>in</strong>to <strong>the</strong> follow<strong>in</strong>g groups:<br />
● normative (adm<strong>in</strong>istrative) tools,<br />
● economic <strong>and</strong> market tools,<br />
● organizational <strong>and</strong> <strong>in</strong>stitutional tools,<br />
● <strong>in</strong>formational tools,<br />
● voluntary tools,<br />
In <strong>the</strong> area of normative (adm<strong>in</strong>istrative) tools, <strong>the</strong> most important impulse for<br />
develop<strong>in</strong>g <strong>and</strong> apply<strong>in</strong>g environmental technologies are limit values for pollution<br />
sources (emission limits, st<strong>and</strong>ards, technical requirements for operat<strong>in</strong>g equipment)<br />
identified <strong>in</strong> legal norms. St<strong>and</strong>ards of environmental quality are <strong>in</strong>directly important<br />
as well (pollution limits, requirements for water quality).<br />
Among <strong>the</strong> normative tools, <strong>the</strong> pr<strong>in</strong>ciple of <strong>in</strong>tegrated prevention <strong>and</strong> pollution<br />
reduction has an extraord<strong>in</strong>ary role. It makes it possible – to a considerable extent – to<br />
set <strong>in</strong>dividual conditions for operat<strong>in</strong>g equipment so that environmental impacts are<br />
reduced. This approach can lead to <strong>the</strong> <strong>in</strong>stallation of new environmental technologies<br />
as well as to an <strong>in</strong>crease <strong>in</strong> <strong>the</strong> efficiency of <strong>the</strong> current technology.<br />
In <strong>the</strong> <strong>Czech</strong> Republic, <strong>the</strong> follow<strong>in</strong>g normative (adm<strong>in</strong>istrative) tools are ma<strong>in</strong>ly<br />
used to support environmental technologies <strong>and</strong> eco-<strong><strong>in</strong>novation</strong>s:<br />
● limit values for pollution sources (e.g. emission limits for sources of air pollution),<br />
● global st<strong>and</strong>ards of environmental quality (e.g. pollution limits, requirements for<br />
water quality),<br />
● product st<strong>and</strong>ards (e.g. fuels, packag<strong>in</strong>g),<br />
● obligations for h<strong>and</strong>l<strong>in</strong>g certa<strong>in</strong> commodities (e.g. chemical substances <strong>and</strong> agents,<br />
GMO, selected types of waste, packag<strong>in</strong>g),<br />
● obligations for h<strong>and</strong>l<strong>in</strong>g energy (e.g. pursuant to <strong>the</strong> Act No. 406/2000 Coll. on<br />
energy management),<br />
● technical requirements for operat<strong>in</strong>g equipment (e.g. sources of air pollution,<br />
sources of water pollution, l<strong>and</strong>fills, large <strong>in</strong>dustrial complexes),
