significantly lower environmental impacts than comparable technologies. The<br />

production <strong>and</strong> application of environmental technologies of <strong>the</strong> second generation<br />

are also strongly motivated by legal requirements. Compared to technologies of <strong>the</strong><br />

first generation, however, economic motives (i.e. <strong>the</strong> necessity to utilize resource<br />

<strong>and</strong> energy outputs more efficiently) play a more prom<strong>in</strong>ent role. For environmental<br />

technologies of <strong>the</strong> second generation, <strong>the</strong> def<strong>in</strong>ition can be complicated <strong>in</strong> some<br />

cases.<br />

The best def<strong>in</strong>ed category of environmental technologies is best available techniques.<br />

They are also mentioned <strong>in</strong> legal norms. Accord<strong>in</strong>g to Section 2(f) of Act No. 76/2002<br />

Coll., on <strong>in</strong>tegrated prevention, <strong>the</strong> best available techniques are <strong>the</strong> most efficient<br />

<strong>and</strong> most advanced technologies <strong>and</strong> methods of operat<strong>in</strong>g <strong>the</strong>m that demonstrate<br />

a practical value of certa<strong>in</strong> technologies designed for prevent<strong>in</strong>g emissions <strong>and</strong> <strong>the</strong>ir<br />

environmental impact or, if prevention is not achievable, for <strong>the</strong>ir reduction.<br />

At <strong>the</strong> EU level, BAT for selected <strong>in</strong>dustrial <strong>and</strong> agricultural activities are def<strong>in</strong>ed <strong>and</strong><br />

qualified <strong>in</strong> Best Available Techniques Reference Documents.<br />

In <strong>the</strong> new draft of <strong>the</strong> Directive on <strong>in</strong>dustrial emissions, which will <strong>in</strong>clude <strong>and</strong><br />

replace <strong>the</strong> exist<strong>in</strong>g Directive 96/61/EC concern<strong>in</strong>g <strong>in</strong>tegrated pollution prevention<br />

<strong>and</strong> control, <strong>the</strong> scope of <strong>the</strong> b<strong>in</strong>d<strong>in</strong>g character of BAT <strong>and</strong> <strong>the</strong> reference documents <strong>and</strong><br />

<strong>the</strong>ir efficiency <strong>in</strong> <strong>the</strong> process of issu<strong>in</strong>g <strong>in</strong>tegrated permissions may be streng<strong>the</strong>ned.<br />

For evaluat<strong>in</strong>g <strong>and</strong> assess<strong>in</strong>g <strong>in</strong>dividual environmental technologies, it is<br />

necessary to consider <strong>the</strong> entire life cycle, which is <strong>the</strong> most objective of <strong>the</strong><br />

available criteria for evaluat<strong>in</strong>g <strong>the</strong> environmental impacts of a specific technology,<br />

product or service.<br />

<strong>Eco</strong>-<strong><strong>in</strong>novation</strong> is a special case of <strong><strong>in</strong>novation</strong> that can be def<strong>in</strong>ed as a process of<br />

establish<strong>in</strong>g new knowledge <strong>and</strong> its transformation <strong>in</strong>to useful products, services <strong>and</strong><br />

technologies for <strong>the</strong> domestic <strong>and</strong> <strong>in</strong>ternational markets, which leads not only to <strong>the</strong><br />

creation of economic value, but also to an <strong>in</strong>crease <strong>in</strong> <strong>the</strong> quality of life.<br />

<strong>Eco</strong>-<strong><strong>in</strong>novation</strong> is thus any form of <strong><strong>in</strong>novation</strong> aimed at achiev<strong>in</strong>g significant<br />

<strong>and</strong> demonstrable progress <strong>in</strong> <strong>the</strong> area of susta<strong>in</strong>able development so that<br />

environmental impact is reduced, or a much more efficient <strong>and</strong> more responsible<br />

utilization of natural resources, <strong>in</strong>clud<strong>in</strong>g energy.<br />

Most member countries of <strong>the</strong> EU <strong>and</strong> OECD have started consider<strong>in</strong>g eco-<strong><strong>in</strong>novation</strong><br />

as a way of reach<strong>in</strong>g environmental goals <strong>and</strong> of <strong>in</strong>creas<strong>in</strong>g <strong>the</strong> competitiveness of<br />

domestic companies. <strong>Eco</strong>-<strong><strong>in</strong>novation</strong> creates new opportunities for entrepreneurial<br />

activities <strong>in</strong> all areas of <strong>the</strong> economy, especially energy production, construction,<br />

<strong>in</strong>dustry, transport <strong>and</strong> logistics, agriculture, <strong>the</strong> food <strong>in</strong>dustry, <strong>the</strong> travel <strong>in</strong>dustry, <strong>the</strong><br />

m<strong>in</strong><strong>in</strong>g <strong>in</strong>dustry, waste <strong>and</strong> water management <strong>and</strong> environmental protection itself.<br />

In addition to <strong>the</strong>se areas, <strong>the</strong> OECD expects eco-<strong><strong>in</strong>novation</strong>s <strong>in</strong> <strong>the</strong> “green” chemical<br />
