Ing. Martin Kocourek (1966) vystudoval ekonomiku a řízení na Českém vysokém 

učení technickém v Praze. V roce 1992 byl za ODS zvolen členem Federálního 

shromáždění. V období let 1992–1997 patřil k poradcům tehdejšího premiéra 

Václava Klause. Během procesu ekonomické transformace a privatizace figuroval 

ve statutárních orgánech řady státních a polostátních podniků (Česká spořitelna, 

UNIPETROL aj.). Mezi roky 1997–2005 byl členem prezidia Pozemkového fondu. 

V letech 1998–2006 byl poslancem ODS v PČR, kde dlouhodobě zastával funkci 

místopředsedy rozpočtového výboru. Od roku 2006 je předsedou dozorčí rady ČEZ 

a podniká v oblasti ekonomického poradenství. Dlouhodobě je aktivní v několika 

neziskových organizacích, k nimž patří i Nadační fond Václava Klause. 

Ing. Martin Kocourek (1966) graduated in economics and management 

at the Czech University of Engineering in Prague. In 1992 he was elected 

a member of the Federal Assembly for the ODS (Civic Democratic Party) political 

party. During the period between 1992 and 1997 he was advisor to Václav Klaus, 

the prime minister at the time. During the process of economic transformation and 

privatisation he was a member of the statutory bodies of a number of state and 

partially state owned companies (Česká spořitelna, UNIPETROL, etc.) and he was 

a member of the Land Fund Presidium between 1997 and 2005. During the period 

from 1998 to 2006 he was an MP for the ODS in the Czech Republic Parliament, 

where he occupied the position of vice-chairman for the budget committee for 

many years. Since 2006 he has been the chairman of the Supervisory Board of ČEZ 

and carries out business activities in the field of economic consultancy. He has also 

been active in the long-term in several non-profit making organisations, which also 

includes Václav Klaus’s Foundation.




Vážení čtenáři, 

podpora rozvoje průmyslových zón v České republice již má za sebou delší než desetiletou 

tradici. Za tu dobu dokázaly státem podpořené průmyslové zóny přilákat řadu zahraničních 

i českých společností, které v nich investovaly přes 200 miliard korun a vytvořily přes 100 tisíc 

nových pracovních míst. Investovaný kapitál se pozitivně promítl do rozvoje českých regionů, 

zejména těch s vysokou mírou nezaměstnanosti. Investice a přímo vytvořená pracovní místa 

přinesly i další synergické efekty v podobě navazujících služeb pro přicházející investory 

a nových pracovních příležitostí u dodavatelů. 

Atraktivita České republiky v posledních letech stoupá, a to zejména u investic směřujících 

do výzkumu a vývoje, do inovací, technologicky náročných projektů či do vývoje softwaru. 

Dokážeme nabídnout kvalifikované zaměstnance, máme špičková výzkumná a vývojová 

centra. Firmám, které u nás investují, se ve formě podpory může vrátit až 60 % jejich původní 

investice. 

Změny, které přináší vývoj světové ekonomiky, ovlivňují i představy investorů o podpoře pro 

jejich projekty. Ministerstvo průmyslu a obchodu České republiky spolu s Agenturou pro 

podporu podnikání a investic CzechInvest proto neustále vytvářejí takové podmínky, aby 

investoři do průmyslových zón nejen vstupovali, ale aby v nich své aktivity dále rozvíjeli. 

Naším úkolem je nalézt cesty, jak v nejbližších letech dále posílit postavení České republiky 

mezi zeměmi s nejpřívětivějším podnikatelským prostředím. Ministerstvo průmyslu 

a obchodu proto společně s dalšími partnery pracuje na krocích, které prospívají jak malým 

podnikatelům, tak velkým investorům. Jisté totiž je, že dlouhodobě uspějí jen ty ekonomiky, 

ve kterých budou pracovat inovační a internacionalizované firmy a které pro jejich vznik 

a působení vytvoří potřebné podmínky. 

Státem podpořené průmyslové zóny představují jedinečné příležitosti pro podnikatele i pro 

občany. Jejich intenzivnější využití pomůže posílit rozvoj prozatím ekonomicky slabších 

regionů České republiky a současně nabídne investorům vynikající prostor pro uskutečnění 

jejich podnikatelských plánů.

Dear readers, 

development of industrial zones within the Czech Republic has now been subsidized for 

more than ten years. During this period state subsidized industrial zones have managed 

to attract a number of foreign and Czech companies, which have invested over 200 billion 

crowns in these zones and have created over 100 thousand new jobs. The invested capital 

has positively affected development of Czech regions, particularly those with a high 

unemployment rate. Investments and directly created jobs have also had other synergic 

affects in the form of related services for the incoming investors and new job opportunities 

provided by suppliers. 

The attractiveness of the Czech Republic has been increasing in recent years, particularly 

with regard to investments directed towards research and development, towards innovations, 

technologically demanding projects or software development. We are capable of offering 

highly qualified employees and we have first class research and development centres. 60 % 

of the original investment can be refunded in the form of subsidies to Companies who invest 

in this country. 

The changes brought about by development of the world economy have also affected 

the concepts of investors concerning support for their projects. Therefore, in partnership 

with the Investment and Business Development Agency CzechInvest, the Ministry of Industry 

and Trade in the Czech Republic continues to create advantageous conditions for entry 

of investors into industrial zones and also continued development of their activities within 

these zones. 

Our task is to find methods to reinforce the Czech Republic’s position among countries 

with the most advantageous business environment in the oncoming years. Consequently 

the Ministry of Industry and Trade, together with other partners, is working on steps to benefit 

small entrepreneurs and also large investors. Because it is certain that only those economies 

in which innovative and internationalised enterprises are active and economies that create 

the necessary conditions for establishment of and activities by these companies, will succeed 

in the long-term. 

State subsidized industrial zones represent a unique opportunity for business entities and 

citizens. Their more intensive utilisation will help reinforce development of as yet economically 

weaker regions within the Czech Republic and will simultaneously offer investors excellent 

opportunities for executing their business plans.

Ing. Petr Očko, Ph.D. je ředitelem sekce fondů EU, výzkumu a vývoje 

na Ministerstvu průmyslu a obchodu. Je zodpovědný za podporu podnikání 

a investování v oblasti zpracovatelského průmyslu i průmyslového výzkumu 

a vývoje, techniky a technologií, včetně realizace národních programů a programů 

financovaných ze strukturálních fondů EU v těchto oblastech. 

Problematice fondů EU se věnuje již od roku 2001, kdy působil na Ministerstvu 

financí jako koordinátor informačních systémů pro EU fondy, později rovněž 

na Ministerstvu dopravy ve funkci vrchního ředitele pro EU fondy a rozpočet. Petr 

Očko vystudoval Vysokou školu ekonomickou a Karlovu univerzitu, kde působí jako 

lektor a post-doktorandský výzkumník. 

Ing. Petr Očko, Ph.D. is the director of the EU Funds, Research and Development 

Section at the Ministry of Industry and Trade. He is responsible for supporting 

business activities and investment in the field of the manufacturing industry and 

industrial research and development and technology and engineering, including 

realisation of national programs and programs financed from structural EU funds 

in these areas. 

He has been concerned with the issue of EU Funds since 2001, when he worked 

at the Ministry of Finance as an EU Fund information systems coordinator and 

subsequently also at the Ministry of Transport in the position of Senior Director for 

EU Funds and Budget. Petr Očko graduated from the University of Economics and 

Charles University, where he is active as a lecturer and postdoctoral researcher.




Milí čtenáři, 

před více než deseti lety byl v Česku vybudován systém investičních pobídek, jehož účelem 

bylo mj. zvyšovat konkurenceschopnost Česka v oblasti přílivu zahraničních investic. 

V návaznosti na příchod některých velkých investorů bylo potřeba vybudovat i další 

technickou, dopravní nebo občanskou infrastrukturu, proto byl později spuštěn i Program 

podpory rozvoje průmyslových zón, kterým byla zahájena systémová podpora výstavby 

infrastruktury pro podnikání. 

Cílem této politiky bylo vytvořit potřebná pracovní místa a zvýšit budoucí 

konkurenceschopnost České republiky. A v tomto duchu byl koncipován i Operační program 

Průmysl a podnikání a jeho následovník Operační program Podnikání a Inovace (OPPI). 

Program Podnikání a Inovace se zaměřuje především na podporu malých a středních podniků 

a nemůže proto zcela nahradit úkoly, které nás v oblasti budování infrastruktury pro podnikání 

v oblasti průmyslových zón ještě čekají. 

K prioritám Ministerstva průmyslu a obchodu ČR patří proto dofinancování rozestavěných 

průmyslových zón, které budou sloužit jako prostory pro expanzi domácích i zahraničních 

podnikatelských subjektů nebo pro vznik investic na zelené louce. Tyto úkoly jsou 

vyvolány především ekonomickou realitou, kdy s postupem času došlo jednak ke změnám 

harmonogramu výstavby schválených průmyslových zón, jednak ke změně ve struktuře 

příchozích investic, tedy poklesu zájmu velkých investorů. Ministerstvo průmyslu a obchodu 

spolu s agenturou CzechInvest musely na tyto změny reagovat, např. přizpůsobit vnitřní 

členění zón potřebám menších firem a zlepšit dopravní dostupnost některých zón. 

Dostatečná nabídka ploch vybavených potřebnou technickou a dopravní infrastrukturou 

společně se systémem investičních pobídek a zdroji z fondů EU se ukázaly být vhodným 

portfoliem podpor, které přispívají k rozvoji investic v České republice. Naší snahou bude toto 

portfolium i nadále co nejlépe rozvíjet, abychom investorům zajistili co nejlepší podmínky pro 

podnikání i do budoucna.

Dear readers, 

over 10 years ago a system of investment incentives was established in the Czech Republic, 

the purpose of which was to increase the competitive advantages of the Czech Republic 

in the field of incoming foreign investments. In relation to the arrival of several large investors 

it was also necessary to establish the additional technical, transport and civic infrastructure, 

which is why the Program for Support of Development of Industrial Zones was later launched, 

which initiated system support of establishing infrastructure for business activities. 

The goal of this policy was to create the necessary jobs and increase the future competitive 

advantages of the Czech Republic. And the Operation Programme Industry and Enterprise 

and its successor the Operation Programme Enterprise and Innovations (OPEI) were 

conceived in this spirit. The Enterprise and Innovations program chiefly focuses on support 

of small and medium enterprises and is therefore unable to completely replace the tasks that 

still await us in the field of establishment of the infrastructure for business activities in the 

scope of industrial zones. 

The priorities of the Ministry of Industry and Trade of the Czech Republic include completion 

of financing of industrial zones under construction, which will serve as areas for expansion 

of national and foreign business subjects or for origin of greenfield investments. These tasks 

are mostly the result of economic reality, when changes to the schedule of construction for 

approved the industrial zones, as well as changes to the structure of incoming investments, 

i.e. a fall in interest by large investors, came about gradually over time. The Ministry 

of Industry and Trade and the CzechInvest Agency were forced to respond to these changes, 

for example, by adapting the internal classification of zones to the requirements of smaller 

companies and by improving the accessibility to some zones. 

An adequate offer of areas, equipped with the necessary technical and transport 

infrastructure, together with a system of investment incentives and resources from EU Funds, 

are clearly a suitable portfolio of support contributing towards development of investments 

in the Czech Republic. We will endeavour to continue to develop this portfolio as best 

as possible to ensure the best possible conditions for investors and their business activities 

in the future.

Ing. Miroslav Křížek, Ph.D. (*1979) vystudoval Vysokou školu ekonomickou v Praze, 

kde v současné době působí jako pedagog a připravuje se na docenturu. Pracuje 

už od doby studií, mimo jiné v roce 2005 založil Jazykový institut Praha a o rok 

později Institut rozvoje podnikání při VŠE. Ten vznikl z někdejšího Podnikatelského 

inkubátoru, organizace, která se zabývá podporou začínajících podnikatelů a jejich 

projektů. Od září 2010 je generálním ředitelem CzechInvestu. V čele Agentury pro 

podporu podnikání a investic chápe jako osobní prioritu podporu růstu podílu 

inovací a investic s vyšší přidanou hodnotou a komercionalizaci výsledků vědy 

a výzkumu. Doslova říká: „Podpora znalostní ekonomiky má největší potenciál. 

Jde o to, aby se u nás díly vymýšlely a vyráběly, nikoliv jen montovaly. A aby byl 

výzkum zaměřený na praktické uplatnění, nikoliv, aby se zkoumalo pro výzkum 

samotný.“ 

Ing. Miroslav Křížek, Ph.D. (*1979) graduated from the University of Economics 

in Prague, where he is currently active as a pedagogue and is preparing himself 

for a senior lectureship. He has been working since he was a student, for 

example he established the Prague Language Institute in 2005 and later on the 

Institute of Development of Business Activities at the University of Economics. 

This originated from the former Business Incubator, an organisation that 

is concerned with support of budding entrepreneurs and their projects. He has 

been Managing Director of CzechInvest since 2010. His personal priority as the 

head of the Investment and Business Development Agency is support of growth 

of the percentage of innovations and investments with higher added value and 

commercialisation of the results of science and research. He actually said: 

“Support of knowledge economics has the greatest potential. This concerns 

components being invented and manufactured and not just assembled here, 

as well as research focusing on practical application and not research for the sake 

of research.“




Milí čtenáři, 

průmyslovou mapu České republiky v nedávné době zaplnila celá řada jmen nadnárodních 

společností, které se u nás rozhodly umístit svou investici. Vliv na jejich rozhodování měla 

jistě výhodná geografická poloha naší země, dostatek kvalitně připravených podnikatelských 

nemovitostí, ale i fakt, že u nás investoři mohou počítat s pevným zázemím před zahájením 

své činnosti, i během jejího dalšího rozvoje. 

Agentura CzechInvest funguje pro české i zahraniční investory jako zprostředkovatel dotací 

z evropských fondů a ze státního rozpočtu. V roce 2010 pomohla zrealizovat v České 

republice 209 investičních projektů v celkové výši více než 16 miliard korun. Každá druhá 

investice přitom směřovala do rozvoje služeb, a téměř 40 % všech investic se týkalo ICT 

technologií a vývoje softwaru. Vše nasvědčuje tomu, že pro podnikání v oblasti náročných 

technologií, vývoje a výzkumu je naše země v současnosti ideální lokací. Vstupuje tak do své 

další vývojové etapy, kdy se snaží upoutat nový typ investorů, pro které již Česká republika 

není jen lacinou montovnou. CzechInvest přitom i nadále zůstává partnerem při vyjednávání 

s orgány státní správy a místních či krajských samospráv a pomocníkem při vyhledávání 

subdodavatelů či naopak odběratelů pro výrobky firem působících na českém území. 

V Čechách i na Moravě jsou pro potenciální investory k dispozici další stovky hektarů 

průmyslových zón s perfektním napojením na dopravní infrastrukturu i s kvalifikovanou 

pracovní silou v regionech. K dalším přednostem takto připravených zón patří i jasná 

majetková struktura pozemků v zóně a zasíťování jejích pozemků. 

Volné prostory pro investice aktuálně nabízí například průmyslová zóna Holešov ve Zlínském 

kraji, která nedávno přilákala svou první miliardovou investici v podobě společnosti MITAS. 

Podobně do průmyslové zóny Triangle přichází společnost Solar Turbines, která tu chce 

stavět centrum pro opravy svých plynových turbín z celé Evropy, Afriky a Středního východu. 

Průmyslová zóna Joseph může být pro investory zajímavá vzhledem k rozšířeným možnostem 

čerpání prostředků ze strukturálních fondů a dotačních programů, navíc je držitelkou 

prestižního ocenění Průmyslová zóna s největším ekonomickým přínosem. Jmenovat bychom 

mohli další. 

Jako zanícený „prodavač“ aktiv České republiky věřím, že na všechny nezodpovězené otázky 

přinese odpovědi konference o průmyslových zónách, u jejíž příležitosti vzniká i tento sborník, 

a podaří se jí dosud váhající investory přesvědčit, že investovat v srdci Evropy se skutečně 

vyplatí.

Dear readers, 

the industrial map of the Czech Republic has recently been occupied by a number 

of supranational companies, which have decided to make their investments here. The suitable 

geographic position of our country, adequate well prepared commercial real property and 

also the fact that investors can count on reliable facilities before launching their activities and 

also during their subsequent development, unquestionably contributed to their decision. 

The CzechInvest Agency functions as a broker of subsidies from European Funds and 

the state budget for Czech and foreign investors. In 2010 it helped realise 209 investment 

projects in the Czech Republic, in the total value of more than 16 billion crowns. Every second 

investment was directed towards development of services and nearly 40 % of all investments 

concerned ICT technology and software development. This all indicates that our country 

is currently the ideal location for business activities in the field of intensive technologies and 

research and development. It is entering another phase of development when it endeavours 

to attract a new type of investor for whom the Czech Republic is not simply a cheap assembly 

facility. During which time CzechInvest continues to remain a partner during negotiations 

with state administration bodies and local and regional self-administration units and provides 

assistance in seeking out sub-contractors or customers interested in purchasing products 

from companies active in the Czech Republic. 

There are still hundreds of hectares of industrial zones with a perfect connection to the 

transport infrastructure and with a qualified labour force, within the regions, available 

to potential investors in Bohemia and Moravia. The benefits of such prepared zones also 

include the clear property structure of land within the zones and service networks on the land. 

Vacant space for investments is currently being offered by the Holešov Industrial Zone in the 

Zlín Region, which recently attracted its first investment in the value of billions of crowns 

in the form of the MITAS Company. Similarly the Solar Turbines Company is entering 

the Triangle Industrial Zone and wishes to build a centre for repairing its gas turbines 

from Europe, Africa and Central Asia here. The Joseph Industrial Zone will be of interest 

to investors with regard to the extensive opportunities for drawing resources from structural 

funds and subsidy programs, furthermore this zone has been awarded the prestigious 

Industrial Zone with the Greatest Economic Contribution award. We could also name others. 

As an enthusiastic “promoter“ of the Czech Republic I believe that the Industrial Zone 

Conference, on the occasion of which this Book of Abstracts originated, will provide answers 

to all the unanswered questions and will succeed in convincing hesitant investors that 

investing in the heart of Europe is well worth it.

positions: Deputy Minister, Minister’s Representative, Chairman

The Czech Republic is one of the regions 

in Central Europe with the best-developed 

infrastructure and the best qualified labour 

force. The industrial zones offered by the 

Czech Republic are also well prepared. 

In spite of this a number of projects take 

place in neighbouring countries, particularly 

in Poland. What are the causes of this trend 

and what difficulties do investors encounter 

during projects in industrial zones Jan 

Bobek, representative of the Tebodin Czech 

Republic Company, will present experience 

from the viewpoint of an engineering 

company and will simultaneously give 

examples of comparable situations from 

other countries. Pavel Široký, a solicitor from 

the Noerr Legal Office will also take part

Příliv industriálních investic do České 

republiky je zásadním způsobem ovlivněn 

blízkostí cílových trhů nebo klíčových 

zákazníků v Západní Evropě, nejčastěji 

pak Německu. Výrobní investice pak dále 

generují další poptávku v oblasti logistiky. 

Ať se nám to líbí nebo ne, významným 

lákadlem pro řadu průmyslových firem 

je stále vidina levnější pracovní síly. 

Investiční pobídky se tak stávají většinou 

pouze jakousi třešničkou na dortu, která 

může rozhodovat v konkurenčním boji 

srovnatelných regionů. Česká republika 

si však musí udržet především své zásadní 

komparativní výhody. Těmi jsou flexibilní 

pracovně-právní legislativa, průběh 

povolovacích procesů a environmentální 

regulace. Zejména v posledních dvou 

oblastech jsme začali posledních několik 

let značně zaostávat. Nestačí tak pouze 

utrácet miliardy za budování průmyslových 

zón, nabízet daňové prázdniny či hotové 

peníze za vytváření nových pracovních 

míst. Důležité je zabezpečit fundamentální 

předpoklady pro úspěšnou realizaci 

výrobních projektů. 


The influx of industrial investments into 

the Czech Republic is deeply affected by the 

proximity of target markets or key customers 

in West Europe, most frequently in Germany. 

Manufacturing investments also generate 

additional demand in the field of logistics. 

Whether we like it or not, a number 

of industrial companies still find the vision 

of a cheaper workforce a significant 

attraction. Consequently, investment 

incentives can be considered the icing 

on the cake, which may be decisive in the 

competitive battle between comparable 

regions. However, the Czech Republic must 

primarily maintain its essential comparative 

advantages, which are flexible labour 

legislation, the progress of permission 

procedures and environmental regulations. 

In recent years we have clearly begun to fall 

behind in the last two areas in particular. 

Spending millions on establishing industrial 

zones, offering tax holidays or cash for 

creation of new jobs is not enough. It is 

important that essential conditions for 

successful realization of manufacturing 

projects are assured.

Je důležité zdůraznit, že průmyslové 

zóny musí být ze strany zřizovatele nutně 

připraveny ještě před vstupem případných 

investorů tak, aby poté nenastaly problémy 

při realizaci investorských projektů. Zároveň 

je nutná velmi úzká spolupráce zřizovatele 

průmyslové zóny s investory, a to jak 

v přípravné fázi projektu nového investora 

(před podpisem smluv), tak ve fázi realizace 

projektu, a v neposlední řadě i po ní (ve fázi 

standardního provozu již zrealizovaného 

projektu investora). Na druhé straně 

se investoři nevyhnou nutné spolupráci 

s místními municipalitami, v jejichž katastru 

se průmyslová zóna nachází (může se jednat 

o odlišný subjekt od zřizovatele průmyslové 

zóny). 


It is important to emphasise that 

the founder must prepare industrial zones 

before entry of potential investors so that 

no problems arise during realisation 

of investment projects. At the same time 

very close cooperation is necessary between 

the founder of the industrial zone and 

the investor, both during the preparatory 

phase of the new investor’s project (before 

signature of contracts), during the phase 

of project realisation, and also during the 

follow-up phase (the phase of standard 

operation of the investor’s realised project). 

And nor can the investors avoid necessary 

cooperation with local municipalities, 

in whose cadastre the industrial zone 

is located (this may concern a different 

subject to the founder of the industrial zone).

Vít Rakušan (1978) vystudoval historii a germanistiku 

na Jihočeské univerzitě v Českých Budějovicích. Od roku 2001 

působil jako učitel dějepisu a německého jazyka na Gymnáziu 

Jiřího Ortena v Kutné Hoře. Při zaměstnání vystudoval 

na Univerzitě Karlově obor školský management, kde získal 

vědomosti z oblastí, které nyní využívá při práci pro město 

Kolín – právo, účetnictví, strategické plánování, efektivní 

komunikace, moderní technologie, marketing. 

Vít Rakušan (1978) studied history and Germanics at the 

South Bohemian University in České Budějovice. He worked 

as a history and German language teacher at the Secondary 

School of Jiří Orten in Kutná Hora since 2001. While employed 

as a teacher he studied the field of school management 

at Charles University where he acquired knowledge in the field, 

which he now uses during his work for the town of Kolín – 

law, accounting, strategic planning, effective communication, 

modern technologies and marketing.

exclusion from the Agricultural Land Fund. 

The presentation will also give the terms 

and conditions that the town must respect 

in relation to a decision on participation 

of the state budget in financing the event.

Jaroslav Krch se v oblasti stavebnictví pohybuje na různých 

pozicích již 15tým rokem. V roce 2003 měl významnou 

příležitost podílet se na vzniku strategické průmyslové zóny 

Joseph, nejprve na úrovni technického zabezpečení její dopravní 

a technické infrastruktury a později na pozici managera zóny, 

která se pro rok 2007 může pochlubit titulem ekonomicky 

nejpřínosnější průmyslové zóny. Zajímavost projektů tohoto typu 

jej v souběhu s pracovní činností přiměla ke zvýšení vzdělání 

v oblasti managementu a regionálního rozvoje. 

Jaroslav Krch has worked in the construction industry in various 

positions for 15 years now. In 2003 he received a significant 

opportunity to take part in creation of the Joseph Strategic 

Industrial Zone, initially on the level of technical assurance 

of its transport and technical infrastructure and subsequently 

in the position of manager of a zone that can boast the title 

of economically most beneficial industrial zone for 2007. 

The points of interest of this type of project forced him 

to expand his education in the field of management and regional 

development while employed.

Specialist of the Department of Development Zones of the Statutory 

Town of Most 

Veronika Loucká vystudovala Vysokou školu finanční a správní 

v Mostě, obor řízení podniku a podnikové finance. Tři roky 

pracuje jako specialistka oddělení rozvojových zón Statutárního 

města Mostu. O problematiku průmyslových zón a získávání 

přímých zahraničních investic se zajímala již na VŠ a věnovala 

jí i svou závěrečnou diplomovou práci. 

Veronika Loucká graduated from the University of Finance 

and Administration in Most at the Department of Corporate 

Management and Corporate Finance. She has worked 

as a specialist of the Development Zone Department of the 

Statutory Town of Most. She has been interested in the issue 

of industrial zones and acquisition of direct foreign investments 

since she was a student and she also devoted her final diploma 

thesis to this subject.

Presentation of the Joseph Most 

Strategic Industrial Zone 

The goal of our presentation is to present 

the Joseph Strategic Industrial Zone 

to the specialist public and investors 

and to emphasise the strong points of the 

industrial zone in Most, such as available 

and cheap labour force and interesting 

investment incentives and subsidies for 

investors creating new jobs. Subsidies for 

the Ústí Region, which is affected by a high 

unemployment rate, are some of the highest 

in the Czech Republic.

Renata Kořínková pracuje v CzechInvestu od roku 2007, již 

třetí rok jako vedoucí oddělení koordinace strukturálních fondů. 

V této pozici zodpovídá mimo jiné za komunikaci s žadateli 

a příjemci dotací v Operačním programu Podnikání a inovace 

(Zelená linka OPPI, semináře pro žadatele a příjemce) a zajištění 

hodnocení projektů v 12 programech OPPI administrovaných 

divizí strukturální fondy v CzechInvestu. 

Renata Kořínková has worked for CzechInvest since 2007, 

she has been employed as the head of the Structural Fund 

Coordination Department for three years now. In this position 

she is also responsible for communication with applicants 

for and recipients of subsidies in the Operation Programme 

Enterprise and Innovations (OPEI Green Line, seminars for 

applicants and recipients) and assurance of assessment 

of projects in 12 OPEI programmes administered by the 

CzechInvest Structural Fund Division.

Marian Piecha je ředitelem odboru inovací a investic 

na Ministerstvu průmyslu a obchodu ČR, v jehož kompetenci 

náleží i podpora průmyslových zón a investičních pobídek. 

Podporou investic a průmyslové infrastruktury se zabývá již 

od svého doktorského studia na ČVUT v Praze, které dokončil 

v roce 2007. 

Marian Piecha is director of the Innovations and Investments 

Department at the Ministry of Industry and Trade of the Czech 

Republic, whose competence also includes support of industrial 

zones and investment incentives. He has been active 

in investments and industrial infrastructure since his doctoral 

studies at the Czech University of Engineering in Prague, where 

he completed his studies in 2007.

Zákon o investičních pobídkách 

Dne 8. února 2010 byl usneseními Vlády 

ČR č. 119 a 120 přijat materiál Východiska 

z krize – politika vlády v krátkodobém 

a střednědobém horizontu (Exit Strategy). 

Materiál byl reakcí vlády na odeznívající 

ekonomickou krizi a stav veřejných financí. 

Jedním z navrhovaných opatření je úprava 

podmínek pro čerpání investičních pobídek 

s ohledem na změněnou hospodářskou 

situaci. V reakci na tento materiál byl 

do Plánu legislativních prací vlády na rok 

2011, schváleného usnesením vlády 

č. 69 ze dne 26. ledna 2011, zařazen úkol 

předložit vládě do června tohoto roku návrh 

novely zákona o investičních pobídkách, 

který je předmětem této přednášky. 

Investment Incentive Act 

The Ways Out of the Crisis materials – 

governmental policy for the short-term and 

medium-term horizon (Exit Strategy) were 

accepted by CZ Government Resolution 

no. 119 and 120 on 8 th February 2010. 

These materials were the government’s 

response to the subsiding economic crisis 

and the state of public finances. One of the 

proposed measures was the modification 

of terms and conditions for drawing 

investment incentives with regard to the 

changing economic situation. In response 

to this material the task of presenting a draft 

of the bill for the Investment Incentives 

Act, which is the subject of this lecture, 

to the government by June of this year, 

was included in the Governmental plan 

for legislative work for 2011, approved 

by Governmental Resolution No. 69 dated 

26 th January 2011.

Ing. Marcela Kolveková je vedoucí oddělení finanční podpory 

investičních projektů. V CzechInvestu pracuje již 9 let. Podílela 

se na přípravě a administraci programů finančních podpor 

investičních projektů financovaných z národních i evropských 

zdrojů. Spolupracovala na strategických projektech agentury 

CzechInvest z hlediska finančních podpor. V současné době 

se podílí na přípravě novely zákona o investičních pobídkách. 

Ing. Marcela Kolveková is head of the Financial Support 

of Investment Projects Department. She has worked 

at CzechInvest for 9 years now. She has participated 

in programmes for preparation and administration of financial 

support of investment projects, which have been financed from 

national and European funds and she has also participated 

in strategic projects by the CzechInvest Agency from the 

aspect of financial support. At present she is participating

Ing. Arch. Igor Gargoš je ředitelem odboru koncepce 

regionálních projektů. Vedením agentury CzechInvest byl 

pověřen připravit Národní strategii regenerace brownfieldů 

pro vládu ČR, která ji v roce 2008 vzala na vědomí. Pod jeho 

vedením odbor realizuje úkoly, které z ní vyplývají, jako je např. 

správa veřejné Národní databáze brownfieldů a pořádání 

odborných konferencí a seminářů pro odbornou veřejnost. 

Ing. Arch. Igor Gargoš is director of the Regional Project 

Concept Department. The CzechInvest Agency management 

authorised him to prepare a national strategy for regeneration 

of brownfields for the CZ government, which acknowledged 

this strategy in 2008. Under his management the 

department realises tasks that arise from this strategy, such 

as administration of the public National Database of Brownfields 

and organisation of expert conferences and seminars for the 

specialist public.

Jedním z úkolů, vyplývajících pro agenturu 

CzechInvest z Národní strategie regenerace 

brownfieldů, bylo založit a spravovat 

veřejnou Národní databázi brownfieldů, která 

slouží jako nabídka investičních příležitostí 

pro investory. Příspěvek představuje 

veřejnou Národní databázi brownfieldů 

jak z pohledu uživatele, tak i z pohledu 

provozovatele.

One of the goals arising to CzechInvest 

Agency from the National Strategy 

for Regeneration of Brownfields, was 

establishment and administration of a public 

National Brownfield Database, which 

serves to offer investment opportunities 

to investors. The report presents the public 

National Brownfield Database from the 

viewpoint of its users and also its operator.
