<strong>City</strong> <strong>Development</strong> <strong>Plan</strong> for Ajmer & Pushkar<br />
3.1 CITY SWOT AND VISION<br />
Drawing from the city pr<strong>of</strong>ile as outlined in Chapter 2 and the critical issues as Identified in<br />
Chapter 3, this Chapter seeks to identify some <strong>of</strong> the key strengths and weaknesses which<br />
characterize the city <strong>of</strong> Ajmer, as well as some <strong>of</strong> the significant opportunities and possible<br />
threats which the city faces. This analysis is in consonance with the SWOT Analysis<br />
framework and helps establish the foundation on which the <strong>City</strong> Vision has been structured.<br />
In order to ensure that this Vision is owned and shared by local stakeholders in Ajmer, it<br />
has been finalized in discussions with and taking inputs from all key stakeholders in Ajmer.<br />
This <strong>City</strong> Vision is further reinforced by developing a unique vision for each <strong>of</strong> the sectors<br />
covered by the CDP. Finally, development strategies for each <strong>of</strong> the sectors have been set out<br />
in this chapter. These development strategies set the overall direction <strong>of</strong> reform for each<br />
sector and will be implemented through the various projects identified in the following<br />
chapter.<br />
3.1.1 SWOT Analysis <strong>of</strong> the <strong>City</strong><br />
Several rounds <strong>of</strong> discussions and consultations were held with key stakeholders in Ajmer,<br />
including the Chairman (Ajmer Municipal Council), Councillors and other Officials <strong>of</strong> the<br />
Municipal Council, the Ajmer Divisional Commissioner, the District Collector, local<br />
representatives <strong>of</strong> various line departments <strong>of</strong> the state government such as PHED and PWD,<br />
prominent citizens and other representatives <strong>of</strong> civic society, with a view to understanding<br />
some <strong>of</strong> the inherent strengths and weaknesses <strong>of</strong> the city. The following table captures the<br />
key strengths and weaknesses which emerged from these consultations and also outlines some<br />
<strong>of</strong> the opportunities and threats which Ajmer faces. The objective <strong>of</strong> this exercise is to build<br />
on the strengths, which act as drivers <strong>of</strong> growth, and address the weaknesses through<br />
establishing a long term vision for growth and development, and establishing clear<br />
development strategies, so as to take advantage <strong>of</strong> opportunities in diverse economic sectors,<br />
social development and inward investment and also to mitigate potential risks and threats<br />
which the city is likely to face in the future.<br />
