16 MORGAN POLICE REPORT In recent times there has been some media coverage of the impact of alcohol on crime and in particular the opening hours of licensed premises. Although our local hotels and other licensed premises don’t have the same late trading times as the metropolitan area, we can still experience alcohol related crime. The recent incident involving damage <strong>to</strong> the Morgan Police Station is one example of this. It is important for everyone <strong>to</strong> understand the impact of alcohol on their own behaviour and the behaviour of others. Publicans and employees of licensed premises have responsibilities under the Liquor Licensing Act that include refusing <strong>to</strong> serve people that are in<strong>to</strong>xicated. The reason for this is obvious. But it is up <strong>to</strong> each individual <strong>to</strong> make appropriate choices and take responsibility for their own drinking and any subsequent behaviour. What many of the community may not be aware of is powers of Licensee’s and police <strong>to</strong> ‘bar’ people from licensed premises. These barring orders can prevent people from attending at certain pubs, bottle shops or other licensed premises for a number of reasons including: behaved in an offensive or disorderly manner; committed an offence; any other reasonable grounds; and welfare. People can be barred for up <strong>to</strong> three months on a first occasion and longer for subsequent occasions. Some complaints have recently been received about the behaviour of patrons leaving licensed premises, including people being in<strong>to</strong>xicated, loud and disruptive when exiting the premises and making their way home. People who over indulge or commit behavioural or other offences whilst in<strong>to</strong>xicated can expect <strong>to</strong> be barred from their local pub and potentially all other pubs in the surrounding area. As the warmer weather approaches, in addition <strong>to</strong> seeing me, you will see regular visits from members of the Waikerie, Blanche<strong>to</strong>wn and Swan Reach Police Stations as well as officers from the Highway Patrol who will be targeting these types of offences along with traffic and other behavioural offences. I will also be speaking <strong>to</strong> the Publicans and reinforcing their obligations in regards <strong>to</strong> the responsible service of alcohol, so please take responsibility for yourself and look after your mates when they have had <strong>to</strong>o much. In an unrelated matter, I have received several phone calls from concerned residents regarding the driving behaviour of some people. On a few different occasions people walking their animals have nearly been hit by passing mo<strong>to</strong>r vehicles. All they ask for is a little consideration when passing, either by slowing down or giving them some room. NASHO’S MEMORIAL DEDICATION SERVICE - CANBERRA On Monday September 6 th I was privileged <strong>to</strong> be part of 100 people in our group travelling <strong>to</strong> Canberra for the Dedication of the National Service Memorial. We boarded the buses at 5-30am, I travelled on the Sturt Highway bus with pickup s<strong>to</strong>ps in Munno Para, Renmark and Mildura, making 50 on our bus. The second bus travelled via Murray Bridge and Pinnaroo, meeting us in Balranald for lunch. I’ve never seen the countryside so green or so wet as we made our way <strong>to</strong> Canberra – a long day, reaching our Tuggeranong motel at 11-45pm, needless <strong>to</strong> say we were all glad <strong>to</strong> “hit the hay”. An early start next morning, first for a <strong>to</strong>ur of Parliament House, then across <strong>to</strong> Old Parliament House, the aboriginal “tent city” still occupying the lawn areas between these famous buildings. Lots of <strong>to</strong>urist and school children also visiting these places. Next s<strong>to</strong>p, the War Museum, for a short visit and our first glimpse of the Memorial – a busy spot with rehearsals taking place for the next days service. Back <strong>to</strong> the motel as 69 of the group had invitations <strong>to</strong> the reception at Parliament House. Officials from Head Office and Subbranches naturally had invitations then remaining guests were selected by ballot – my name wasn’t drawn out! Friends reported it was held in the Great Hall, no seats, but plenty of drinks and finally finger food. The widows and/or mothers of the Nasho’s killed were special guests at both functions. Newly elected PM Julia Gillard, Tony Abbott and Bronwyn Bishop were amongst the MP’s attending. Wednesday September 8 th and an early breakfast - the highlight being a Nasho in Scottish dress, serenading us on the bagpipes. We arrived at Anzac Parade by 8-45am for most of the men <strong>to</strong> assemble for the parade. The rest of us made our way <strong>to</strong> the seating area on the Eastern side of the War Museum. The weather was perfect, blue skies and a very warm sun. We had Nasho’s from both the1951-59 intakes and the 1965-72 intakes, all looking smart in grey trousers, light blue shirts, navy blazer and beret and wearing their service medals. The march down Anzac Parade was impressive, led by the Queensland pipers, followed by the Nasho’s in the year they were drafted. My late husband Vic would have been in the 1952 intake, doing his training at Laver<strong>to</strong>n. I was proud <strong>to</strong> wear his medals that day. The Dedication Service was quite moving – we heard it clearly, sadly <strong>to</strong>o far away <strong>to</strong> see it. Speakers were General Peter Cosgrove – Ret’d, Major Earle Jennings – Ret’d and the Governor General of Aust. Ms Quentin Bryce who unveiled the Commemorative Plaque. Two hymns were sung and I’m quite sure that everyone – between 3000 and 4000 people – joined the Aust Rugby Choir in the singing. During the laying of the wreaths, a Scottish piper, Mr Ian Millard played the lament. The huge crowd was silent during the reciting of the Ode, the Last Post, the minutes silence and the Rouse <strong>to</strong> be followed by our National Anthem. Just prior <strong>to</strong> the departure of the official party, the Roulettes from the RAAF base did a fly past, just over our heads. It was a very moving and emotional service, one I will remember in years <strong>to</strong> come. We were then able <strong>to</strong> inspect the Memorial – very impressive. It is dedicated <strong>to</strong> all Australian National Servicemen, Nasho’s as we call them and in memory of those who died. More than 287,000 young men served in the Army, Navy and Air Force between 1951 and 1972 and 212 men died, 2 in Borneo and 210 in Vietnam. The Memorial is a fountain – the moving water symbolizes the 212 Nasho’s who died. The sands<strong>to</strong>ne plinth represents the Army, the water in the bronze bowl represents the Navy and the Air Force is represented by the sky reflected in the polished Sth Aust black granite slab. The surrounding area is paved, a quiet peaceful spot. In the 1951-59 scheme, 6862 Nasho’s were in the Navy, 23,500 in the Airforce and about 198,000 in the Army. Our day ended with a bus <strong>to</strong>ur up Mt Ainslie lookout and a drive around the various embassies. Next morning an early start, 5-15am SA time <strong>to</strong> make our way home by 9-30pm – rather weary but grateful <strong>to</strong> have taken part in this wonderful event. I have an excellent book from the service, which lists (with pho<strong>to</strong>s), all Nasho’s killed in action – 22 being from South Aust. I would be quite happy <strong>to</strong> show this book <strong>to</strong> anyone who is interested. Roma Hausler 17
