MORGAN POLICE REPORT<br />

In recent times there has been some media coverage of<br />

the impact of alcohol <strong>on</strong> crime and in particular the<br />

opening hours of licensed premises. Although our local<br />

hotels and other licensed premises d<strong>on</strong>’t have the same<br />

late trading times as the metropolitan area, we can still<br />

experience alcohol related crime. The recent incident<br />

involving damage <str<strong>on</strong>g>to</str<strong>on</strong>g> the <strong>Morgan</strong> Police Stati<strong>on</strong> is <strong>on</strong>e<br />

example of this.<br />

It is important for every<strong>on</strong>e <str<strong>on</strong>g>to</str<strong>on</strong>g> understand the impact of<br />

alcohol <strong>on</strong> their own behaviour and the behaviour of<br />

others. Publicans and employees of licensed premises<br />

have resp<strong>on</strong>sibilities under the Liquor Licensing Act that<br />

include refusing <str<strong>on</strong>g>to</str<strong>on</strong>g> serve people that are in<str<strong>on</strong>g>to</str<strong>on</strong>g>xicated.<br />

The reas<strong>on</strong> for this is obvious. But it is up <str<strong>on</strong>g>to</str<strong>on</strong>g> each<br />

individual <str<strong>on</strong>g>to</str<strong>on</strong>g> make appropriate choices and take<br />

resp<strong>on</strong>sibility for their own drinking and any subsequent<br />

behaviour.<br />

What many of the community may not be aware of is<br />

powers of Licensee’s and police <str<strong>on</strong>g>to</str<strong>on</strong>g> ‘bar’ people from<br />

licensed premises. These barring orders can prevent<br />

people from attending at certain pubs, bottle shops or<br />

other licensed premises for a number of reas<strong>on</strong>s<br />

including: behaved in an offensive or disorderly<br />

manner; committed an offence; any other reas<strong>on</strong>able<br />

grounds; and welfare. People can be barred for up <str<strong>on</strong>g>to</str<strong>on</strong>g><br />

three m<strong>on</strong>ths <strong>on</strong> a first occasi<strong>on</strong> and l<strong>on</strong>ger for<br />

subsequent occasi<strong>on</strong>s.<br />

Some complaints have recently been received about the<br />

behaviour of patr<strong>on</strong>s leaving licensed premises,<br />

including people being in<str<strong>on</strong>g>to</str<strong>on</strong>g>xicated, loud and disruptive<br />

when exiting the premises and making their way home.<br />

People who over indulge or commit behavioural or other<br />

offences whilst in<str<strong>on</strong>g>to</str<strong>on</strong>g>xicated can expect <str<strong>on</strong>g>to</str<strong>on</strong>g> be barred from<br />

their local pub and potentially all other pubs in the<br />

surrounding area.<br />

As the warmer weather approaches, in additi<strong>on</strong> <str<strong>on</strong>g>to</str<strong>on</strong>g><br />

seeing me, you will see regular visits from members of<br />

the Waikerie, Blanche<str<strong>on</strong>g>to</str<strong>on</strong>g>wn and Swan Reach Police<br />

Stati<strong>on</strong>s as well as officers from the Highway Patrol who<br />

will be targeting these types of offences al<strong>on</strong>g with<br />

traffic and other behavioural offences.<br />

I will also be speaking <str<strong>on</strong>g>to</str<strong>on</strong>g> the Publicans and reinforcing<br />

their obligati<strong>on</strong>s in regards <str<strong>on</strong>g>to</str<strong>on</strong>g> the resp<strong>on</strong>sible service of<br />

alcohol, so please take resp<strong>on</strong>sibility for yourself and<br />

look after your mates when they have had <str<strong>on</strong>g>to</str<strong>on</strong>g>o much.<br />

In an unrelated matter, I have received several ph<strong>on</strong>e<br />

calls from c<strong>on</strong>cerned residents regarding the driving<br />

behaviour of some people. On a few different occasi<strong>on</strong>s<br />

people walking their animals have nearly been hit by<br />

passing mo<str<strong>on</strong>g>to</str<strong>on</strong>g>r vehicles. All they ask for is a little<br />

c<strong>on</strong>siderati<strong>on</strong> when passing, either by slowing down or<br />

giving them some room.<br />
