Penta board of education approves five year forecast<br />

At the October 10 meeting,<br />
the Penta Career Center<br />
board of education approved<br />
a five-year budget forecast<br />
for the center.<br />
Treasurer Carrie Herringshaw<br />
believes revenues will<br />
remain flat over the next<br />
four years, said Judy Sander,<br />
finance committee chairperson.<br />
For the current fiscal<br />
year, revenues are $26.35<br />
million with expenditures at<br />
$26.02 million.<br />
In 2013, those figures<br />
will change as expenditures<br />
are expected to top $26.78<br />
million with revenues at<br />
$26.43 million.<br />
If revenue remains the<br />
same, the gap will grow<br />
through 2017 when Ms.<br />
Herringshaw is predicting<br />
expenditures to exceed revenues<br />
by more than $2 million.<br />
<strong>The</strong> treasurer said the<br />
state has given no indication<br />
on how it plans to fund<br />
career technical schools.<br />
“<strong>The</strong>re is no indication of an<br />
increase or a decrease. I’m<br />
assuming it will stay constant,<br />
” adding that is a<br />
“huge” assumption.<br />
“Any change that would<br />
decrease career-tech weighted<br />
funding received from the<br />
state would dramatically<br />
impact our operations and<br />
future five-year forecasts,”<br />
she continued.<br />
Ms. Sander said the forecast<br />
also doesn’t take into<br />
account any adjustments<br />
made to staffing or personnel<br />
contracts.<br />
Ms. Herringshaw said<br />
salaries for certificated and<br />
classified personnel will<br />
remain the same through<br />
June 30, 2013, when their<br />
contracts expire. <strong>The</strong> current<br />
contracts call for no increase<br />
in pay.<br />
<strong>The</strong> treasurer expects<br />
health insurance premiums<br />
to increase by 10 percent<br />
each year of the forecast and<br />
believes significant changes<br />
will need to be made to the<br />
health plan to contain future<br />
costs.<br />
With revenues unlikely to<br />
change Ms. Herringshaw<br />
advised the board to look at<br />
ways to provide students<br />
with the services they<br />
require within the career<br />
center’s budget.<br />
Superintendent Ron Matter<br />
expressed his appreciation<br />
to the treasurer for the<br />
report, noting that with so<br />
many unknowns, “this is just<br />
a best guess.”<br />

aggressive behavior and the<br />
rules pertaining to it. We<br />
didn’t have any of this a few<br />
years ago,” he said, pointing<br />
out that technology has really<br />
exacerbated the problem.<br />

which includes more<br />
than 1,200 schools in 30<br />

Carpenter, adding, “This<br />
shows we are on track.”<br />
<strong>The</strong> review process,<br />
which will help the career<br />
center remain on track, is<br />
designed to analyze and document<br />
progress in the district’s<br />
school improvement<br />
processes, embrace<br />
goals/directives and identify<br />
challenges and strategies for<br />
for the next three to five<br />
years.<br />

collection has already started<br />
for maintenance crews in<br />
<strong>Springfield</strong> Township and<br />
the Village of <strong>Holland</strong>.<br />
Residents are asked to<br />
abide by the following<br />
guidelines.<br />
<strong>Springfield</strong> Township<br />
In the township, leaf collection<br />
begins October 22<br />
and runs through December<br />
14, weather permitting.<br />
All leaves should be<br />
raked into rows near the<br />
edge of the street, but not<br />
into the street which causes<br />
sewer back-ups.<br />
In all curbed areas, leaf<br />
piles should be located<br />
between the curb and the<br />
sidewalk.<br />
Leaves should not be<br />
placed around utility guide<br />
wires, mailboxes or fire<br />
hydrants, which obstruct<br />
their pick-up.<br />
Do not mix trash, branches,<br />
stones, garden or construction<br />
materials with<br />
leaves.<br />
Leaves should be raked<br />
to the curb as soon as possible<br />
to ensure timely pickup.<br />
<strong>The</strong> public services<br />
department has split the leaf<br />
collection into three zones.<br />
Zone one runs from King<br />
Road west to Crissey and<br />
Airport Highway north to<br />
Bancroft Street.<br />
<strong>The</strong> zone includes the<br />
curbed streets of Stone Oak,<br />
Stone Bridge, Timber Ridge,<br />
Cherry Blossom and Water<br />
Park and the uncurbed<br />
streets of North/South County,<br />

<strong>Holland</strong> Mayor Mike<br />
Yunker said Ohio’s plan to<br />
centralize income tax collection<br />
for all state municipalities<br />
appears to be “abandoned.”<br />
At the October 16 village<br />
council meeting, the<br />
mayor said he recently<br />
attended a legislative hearing<br />
on the subject.<br />
<strong>The</strong> mayor first brought<br />
the proposal to council’s<br />
attention in September<br />
2011, noting that the legislation<br />
was in House Bill<br />
153.<br />
He has been adamently<br />
opposed to the collection<br />
because he believes it<br />
would lead to a reduction in<br />
turnaround time for municipalities<br />
to receive their<br />
taxes back from the state.<br />
“With us collecting, it is<br />
an easy, quick service. If it<br />
goes to the state, I don’t<br />
need to tell you how long it<br />
takes and the hassle it is,”<br />
he had said at the time.<br />
He also expressed concern<br />
that the new tax system<br />
would result in disruption<br />
of collection, possibly less<br />
dollars and state administrative<br />
fees.<br />
At last Tuesday’s meeting,<br />
the mayor said he is<br />
pleased the state is reconsidering<br />
the centralized tax<br />
collection.<br />
“<strong>The</strong>y [legislators] have<br />
stepped back from mandatory<br />
collection of income<br />
tax,” he said, but noted that<br />
state officials continue to<br />
look at ways to create tax<br />
uniformity among municipalities.<br />
“I will keep an eye out<br />
and will let you know of<br />
any changes,” he added.<br />

order of $465 for the Hall<br />
Street project. <strong>The</strong> extra<br />
funds were used for installation<br />
of blinker signs at the<br />
school crosswalk. <strong>The</strong> solar<br />

and afternoon in conjunction<br />

Curbed subdivisions and<br />
areas with a higher density<br />
of trees will be collected<br />
more often due to safety<br />
issues as well as to avoid<br />
clogging sewers.<br />
<strong>The</strong> collection crews will<br />
pass down each street at<br />
least three to four times during<br />
the season.<br />
<strong>Springfield</strong> Township<br />
does not collect leaves at<br />
mobile home parks and<br />
apartment complexes or on<br />
private roads.<br />
Residents must secure<br />
their own leaf removal for<br />
the following roads or developments:<br />
Treetop Lane, Castle<br />
Oak and Forest Glen in<br />
Stone Oak; Tremore, Hidden<br />
end of the school day.<br />
But Council President<br />
Lee Irons requested the<br />
lights be left on until later<br />
in the evening due to school<br />
activities and the number of<br />
pedestrians using the crosswalk.<br />
He noted that<br />
although there are streetlights<br />
in the area, that particular<br />
spot is not well lit.<br />
Councilman Noah Stone<br />
agreed, “It’s a dark spot.”<br />

•Approved the expenditure<br />
of up to $20,000 for the<br />
construction of a third open<br />

weather.<br />
Village residents should<br />
make sure that all leaf piles<br />
are placed in narrow rows<br />
along the curb or roadside<br />
and are free of rocks, sticks,<br />
and other items.<br />
<strong>The</strong> collection schedule<br />

Monday–All streets in<br />
Whisperwood Angola, Clark<br />
and all streets south of the<br />
railroad tracks including<br />
Nightingale.<br />
Thursday–Clarion, Dunn,<br />

Georgianna, Erie, Columbus,<br />
Washington, Almaine,<br />
Kipling, Second and Front.<br />
When raking leaves prior<br />
to your designated collection<br />
day, covering the leaf piles<br />
will help to keep the leaves<br />
from scattering in the street,<br />
blowing in your neighbor’s<br />
yard and blocking the catch<br />
basins.<br />
Depending on the<br />
amount of leaves to be collected<br />
per collection day, it<br />
may be necessary to continue<br />
collection of a street to<br />
the next designated collection<br />
day.<br />
Should this occur, do not<br />
place additional leaves to the<br />
curb if your leaves were collected.<br />
Maintenance crews<br />
will not return to already<br />
collected areas of a street<br />
until the next regular collection<br />
day.<br />
Village council learns state legislature is<br />
backing away from centralized income tax proposal<br />

staff will be handing out<br />

Dear Editor:<br />
We want to share our<br />
doubts/concerns regarding<br />
the Affordable Care Act<br />
(ObamaCare) which goes<br />
into effect at the end of 2013.<br />
Primary to our concern is<br />
the effect of this bill on existing<br />
Medicare patients. <strong>The</strong><br />
Congressional Budget Office<br />
estimates that $716 billion<br />
will be taken from<br />
Medicare’s budget to help<br />
fund it. This will result in less<br />
and poorer care for seniors.<br />
Many doctors will stop<br />
seeing Medicare patients due<br />
to proposed decreases in payments.<br />
Many seniors will<br />
have problems finding a<br />
physician and will wait an<br />
extended period for an<br />
appointment when they find<br />
a physician. As a result, disease<br />
processes will worsen<br />
and progress.<br />
We realize Medicare is<br />
not perfect and if left<br />
unchanged will be bankrupt<br />
by 2024. We feel other means<br />
will improve this system and<br />
preserve it for younger generations.<br />
Letter to the Editor<br />
Another concern is for<br />
patients who have insurance<br />
through their employers. Premiums,<br />
co-pays and<br />
deductibles are already high<br />
and expected to rise further.<br />
We expect many employers<br />
to terminate insurance plans<br />
and transition employees to<br />
the government plan.<br />
Also, the Affordable Care<br />
Act appoints a panel of nonmedical<br />
personnel who rule<br />
on procedures based on age<br />
and “cost efficiencies.” We<br />
definitely don’t want such<br />
people making decisions<br />
about what procedures/care<br />
can be given our patients.<br />
We take a similar view of<br />
the other federal program,<br />
Medicaid. We see many<br />
patients on Medicaid who<br />
benefit greatly, but some<br />
abuse it by overusing hospitals<br />
and emergency rooms<br />
which drives up costs.<br />
This program needs renovated<br />
to continue to provide<br />
the safety net needed in society.<br />
We continue to care for<br />
Medicaid patients and<br />
request of our politicians that<br />

Stop, Drop and Roll!<br />
Stop, Drop, and Roll<br />
were the words echoing<br />
from the various classes at<br />
Holloway this past week.<br />
October 7-13 was Fire<br />
Prevention Week. Students<br />
at Holloway were<br />
involved in many safety<br />
lessons throughout the<br />
week with a culminating<br />
event of having the local<br />
<strong>Springfield</strong> Township Fire<br />
Department visiting our<br />
kindergarten and first<br />
grade students. Students<br />
had a chance to learn<br />
about the different fire<br />
vehicles, explore the EMT<br />
ambulance, and participate<br />
in the smoke house program.<br />
As part of our monthly<br />
safety procedures, the<br />
building held a fire drill<br />
and a building level “lock<br />
down” drill. Fire drills are<br />
design to have all students<br />
and staff quickly and safely<br />
exit the building and<br />
report to their designated<br />
safety zones. By using<br />
sets of talk-abouts, small<br />
walkie-talkies, the staff<br />

DECA students win awards at fall district competition<br />
<strong>The</strong> <strong>Holland</strong> <strong>Springfield</strong><br />
Rotary recently recognized<br />
its Students of the Month,<br />
Luke Breymaier and Joanne<br />
Chung. <strong>The</strong> <strong>Springfield</strong><br />
High School seniors were<br />
selected and honored at a<br />
luncheon held on October 5.<br />
Both students scored a 30<br />
on the ACT and are role<br />
models for all SHS students.<br />
Luke is the son of Dr. Jeff<br />
and Susan Breymaier of<br />
Maumee. He holds a cumulative<br />
grade point average of<br />
4.2 with plans to pursue a degree<br />
in biology before entering<br />
dental school. His goal is<br />
to attend the Ohio State University.<br />
Luke is a multi-sport athlete,<br />
a member of the National<br />
Honor Society, and is<br />
an active volunteer at school<br />
and through his church. He<br />
also works as a lifeguard at<br />
the YMCA and in lawn maintenance.<br />
Joanne is the daughter of<br />
Jake and Jacqueline Chung of<br />
<strong>Holland</strong>. She has accumulated<br />
a GPA of 4.18 and is<br />
planning to pursue a degree in<br />
foreign language at Indiana<br />
University.<br />
In addition to her dedication<br />
to academics, Joanne is a<br />
talented musician and plays<br />
in the SHS Symphonic Band<br />
and the Toledo Youth Orchestra.<br />
She studies at the Toledo<br />
Museum of Art, where she<br />
enjoys drawing and painting,<br />
and volunteers for the<br />
Leukemia and Lymphoma<br />

Richard H. Bond, 75, of<br />
<strong>Holland</strong>, died Friday, October<br />
12, 2012. He was born<br />
on March 9, 1937, in<br />
Toledo, to Charles and<br />
Louise Bond. He was a<br />
graduate of Maumee Valley<br />
Country Day School, Capital<br />
University, and also received<br />
an MBA from<br />
Bowling Green State University.<br />
He served honorably<br />
in the U.S. Coast Guard. He<br />
married Suzanne in 1963.<br />
In 1980, Richard founded<br />
Sales Link Inc. a manufacturer’s<br />
sales rep agency<br />
which he operated until his<br />
retirement in 2007. He was<br />
active in the Sylvania Rotary<br />
Club, serving a term as president.<br />
He was a member of<br />
Epworth United Methodist<br />
Church, where he volunteered<br />
in many capacities.<br />
An avid golfer, he was a<br />
member of Stone Oak Country<br />
Club, and president of<br />
the Good Fellows golf<br />
group. He enjoyed spending<br />
time at Lakeside, Ohio, and<br />
Lucas County Retired Teachers<br />

types of kicks and<br />
special teams on kickoff returns<br />
and obviously we didn’t<br />
execute very well.”<br />

some confusion in the Blue<br />

a third dropped ball in the<br />
end zone on offense.<br />
“<strong>The</strong> [safety] coverage<br />
was supposed to be deep<br />
pass and he was playing flat<br />
coverage rolling underneath<br />
it and he got completely lost<br />
and turned around realizing<br />
the coverage late…and obviously<br />
was way behind it,”<br />
Gucciardo said.<br />
<strong>The</strong> Blue Devils did<br />
notch 14 points in the fourth<br />
quarter but another Bobcat<br />
touchdown between <strong>Springfield</strong>’s<br />
two scores effectively<br />
sealed the game.<br />
Todd again put in a solid<br />
performance with 142 yards<br />
on the ground despite a pair<br />
of injuries sustained at the<br />
end of each half. Fink also<br />
looked sharp despite a few<br />
picks with 181 yards through<br />
the air and all three touchdown<br />
passes.<br />
“I thought Clay played<br />
very well on Friday,” Gucciardo<br />
said. “He did get his<br />
completions, threw some<br />
great balls that should have<br />
been touchdowns, but he<br />
also missed in some good<br />
spots where [the defense]<br />
couldn’t get it.”<br />
Despite their performances<br />
as well as a strong<br />
showing from junior wideout<br />
Nevada Parker, the Blue<br />
Devils finished winless at<br />
home in Gucciardo’s first<br />
season.<br />
That was something Gucciardo<br />
did not expect eight<br />
weeks ago when the team<br />
first took the field.<br />
He said the players, especially<br />
the seniors, feel at<br />
least as upset about it as him.<br />
“<strong>The</strong> thing that we’ve<br />
been preaching is our mental<br />
toughness, and we’ve got to<br />
get tougher for this program<br />
to evolve, [we can’t] take for<br />
granted how tough kids are<br />
traditionally in high school<br />
football,” he added.<br />
“<strong>The</strong>y’re not used to<br />
being tough. It’s not an easy<br />
game by any stretch, and you<br />
have to be mean. You have<br />
to be nasty and right now,<br />
that’s not where we’re at and<br />
we’ve got to get there.”<br />

<strong>The</strong> <strong>Holland</strong> Hikers<br />
headed over to Dorr Elementary<br />
on Tuesday, October 9,<br />
to race against the other cross<br />
country teams from Dorr and<br />
Crissey.<br />
This year with coaches,<br />
Mr. Hunsinger, Mrs. Tolley,<br />
and Mrs. Besgrove, the team<br />
consists of 47 third, fourth,<br />
and fifth grade students.<br />
On Wednesday October<br />
17, the students challenged<br />
their parents at <strong>Holland</strong> Elementary<br />
down in the Grove,<br />
which is behind the school.<br />
<strong>The</strong> final race, called the<br />
Boo Run, also will be held at<br />

scheduled for Saturday, October<br />

With the exception of parking lot lights, little remains of the Super Cinemas complex at I-475 and Airport Highway in<br />

On October 11 and 12, Penta Career Center’s floral design<br />
and greenhouse production program and the landscape<br />
and turfgrass management program, sponsored a<br />
Fall Harvest Sale.<br />
Pumpkins, corn stalks, mums, fall arrangements, Halloween<br />
and fall décor, gifts, trees, and shrubs were available<br />
for purchase, and some of the items were made by<br />
students in other programs. Several instructors also displayed<br />
their work.<br />
<strong>The</strong> event also featured a homemade apple butter stir<br />
made on site. <strong>The</strong> sweet concoction sold quickly before it<br />
had time to cool in the jars.<br />

part of its seventh annual<br />
“Halloween Alternative” for<br />
children ages 12 and under on<br />
Friday, October 26.<br />
Sponsored by the College’s<br />
Student Government,<br />
the child-friendly haunted<br />
evening will take place from 6<br />
to 8 p.m. in the Student Health<br />
and Activities Center on the<br />
Toledo-area Campus. Owens<br />
is located on Oregon Road in<br />
Perrysburg Township. All activities<br />
are free and area residents<br />
are welcome to attend<br />
with their children.<br />

“Halloween Alternative” will<br />
be able to participate in a variety<br />
of arts and crafts during<br />
their visit, highlighted by coloring<br />
festive Halloween pictures,<br />
creating their own<br />
puppets and drawing on keepsake<br />
pumpkins. Attendees<br />
also will be given a trick-ortreat<br />
bag to decorate with their<br />
favorite colors and unique<br />
Halloween designs.<br />
Throughout their haunted<br />
adventure, children can trickor-treat<br />
for candy from Owens<br />
students and travel through a<br />
haunted house.<br />

Township Fire Department<br />
sent representatives to share<br />
their expertise with our<br />
kindergarten students about<br />
how to keep safe in preventing<br />
fires and what to do in<br />
the event of a fire.<br />
<strong>The</strong> students were able to<br />
participate in a presentation<br />
on kitchen safety, view the<br />
equipment on the fire truck,<br />
try on fire safety gear, and<br />
move through the fire safety<br />
trailer.<br />
